John Anderson, Police Liaison Jeffrey Stonehill, Administration Introductions by David Lobl Approval of minutes Committee reviewed minutes and had corrections Minutes were deferred to a later time in the meeting No Parking Here To Corner- Leafy Lane Public statement by Dominick Ibelli, of 3 Leafy Lane: Per previous discussions, Leafy Lane is a very narrow street. Response by Pincus Leitner Emergency access as well as plowing and other services are a concern Motion by David Lobl: "NO PARKING" zones and signs should be placed on both sides of Leafy Lane from Murray Avenue to the first driveways. Second by Frank Vozza Approved Unanimously Request of Howell Park Association for a Dead End Street David Lobl enters into record statements from Highway Department, Police Department, and Fire Department opposing DEAD END STREET. Jan Gould (Current Howell Park Assoc. President), of 11 Hawthorne Road, reads a public statement and is disappointed about the DEAD END STREET. He understands that speed bumps are not legal and suggests that STOP signs on every corner might be a better alternative- presents Committee with examples. Response by David Lobl: STOP signs are used to regulate heavy flows of traffic at dangerous intersections and not to control traffic flow. Doesn't support new idea. Page 2, Traffic Committee Minutes 5/14/96 Kirk Palmer (President Elect), of 49 Carleon Avenue, reads a public statement reiterating the Association's desire to find a solution. He states that no consensus exists among Association members. STOP SIGNS were most popular. Response by Brian Morris: This has been a serious problem for years. Questions by Nancy Anguillo: Didn't we send a request for a NO LEFT TURN signs for Weaver Street? Mr. Palmer says that NO LEFT TURN signs are not a great idea either. Phyllis Wittner confirms that correspondence was sent to State DOT regarding NO LEFT TURN signs. Richard Mari states that the real problem is the Weaver/Palmer intersection. Everyone agrees that this is the real issue and not Howell Park Avenue. Mr. Palmer and Mr. Gould suggest that the Association would support changes to the Palmer/Weaver intersection. Richard Mari states that a Master Plan was done in approximately 1984 outlining recommendations. Request to Stephen Altieri to forward copies of State DOT correspondence to Association. David Lobl makes the following formal request: Could the Town Board contact George Lattimer regarding efforts to encourage the State and County to do a study of alternatives to upgrade the Weaver/Palmer intersection. In addition, could Stephen Altieri follow up on the correspondence to State DOT and tell them that we are not interested (no community support) in the NO LEFT TURN signs and inquire about the Weaver/Palmer intersection and studies that may have been conducted regarding signal improvements. The matter is deferred to next meeting when further details may be available. Petition of Residents- Lafayette Road Public statement by Stewart Ault, of 20 Lafayette Rd.: There are two problems. The first is that people are running the stop sign at the base of Huguenot and secondly, people are looking for 1-95 access down Lafayette, ignoring Dead End sign. Response by David Lobl: There seems to be some similarities between this situation and that of Echo Lane. Public statement by Gerald Cohen, of 9 Lafayette Rd..: Enters letter into record detailing dangers at intersection. Lt. John Anderson states that increased enforcement yielded 13 summons in 14 days and had some temporary effect and emphasizes manpower considerations. Public statement by Henry Corngold, of 6 Lafayette Rd.: Serious accidents have occurred. Response by David Lobl: Possibly the geometry of the intersection should be addressed. Page 3, Traffic Committee Minutes 5/14/96 David Lobl makes the following formal request: Could the Town Administrator ask the Highway Department to do a study of alternatives to the layout of elements in this intersection, including trees, bushes, moving curbs, and moving the island (not the median) to different locations. Second, could Stephen Altieri contact the New York State Thruway Authority and request a sign to be placed on N. Chatsworth at a point just North or South of Lafayette Street, which directs drivers to continue Southbound to N. Jefferson for access to I-95. The matter is deferred to the next meeting when further details may be available. Public statement by Edie Medoff, 19 Lafayette Rd.. Approval of minutes- reopened 1- Add Brian Morris to present list 2- Spelling of Dr. Ladd is Dr. Lad 3- Please change Overnight Exemption Policy to read: "Resolved: Unanimously resolved to accept recommendations as outlined in memorandum from Stephen Altieri dated 4/10/1996. Recommendations adopted as stated, see attached copy of memorandum." • Motion to accept revised minutes by David Lobl Second by Richard Mari Approved Unanimously George Lattimer Arrives at Meeting Committee reviews Howell Park Association discussion with Mr. Lattimer. Mr. Lattimer makes the following requests: 1) Can a formal letter be drafted by the Town Board or the Town Administrator requesting his involvement in getting the State and County to examine the Weaver/Palmer intersection? 2) Can letters be sent from all area civic associations as well as administrators at Hommocks School, Central School, and Sts. John and Paul regarding hazards at intersection? 3) Can the Police obtain statistics as to accident rates? 4) Can a copy of the 1984 Master Plan that included discussion of this intersection be forwarded to his office? He will report back to the committee regarding developments. Furthermore, he would like to schedule a field inspection of the intersection with Elaine Price and representatives of the Traffic Committee. Brian Morris Asks About Maple and Weaver Lt. Anderson states that Det. R. Reynolds is the School Crossing Guard Liaison.
