John Anderson, Police Liaison Jeffrey Stonehill, Administration Introduction by David Lobl Approval of Minutes: The Committee reviewed the minutes and corrected some spelling errors. 1-Correct Brian Morris' name 2-Spelling of Dr. Ladd is Dr. Ladin Motion by David Lobl to accept revised minutes. Second by Camille Odierna. Approved Unanimously. Hickory Drive West: Letter to the Committee by Pat and Anne Kelleherof 108 Hickory Grove Drive. Camille Odierna- Examined the site and described the signs and their placements. Pincus Leitner- Explained that current signs are hard to see. David Lobl- Asked whether Town can repaint better or more effective "SLOW" markings. Stephen Altieri- Town Highway Department will examine signage and markings for improvement. Dangerous Traffic- Weaver Street Corridor: Sandra Tashoff explained the contents of her letter concerning temporary and perment hazards along Weaver Street. Richard Mari- Stated that in terms of commercial traffic, restrictions exist on Myrtle Blvd. and signage for"NO RIGHT TURN" by trucks is not present on southbound Weaver Street but is necessary. Nancy Anguilo- Stated that two signs restricting commercial traffic may be necessary. David Lobl- Inquired about the NY State DOT Route 1 Corridor Study. Jeffrey Stonehill- Stated that a meeting to discuss the corridor will be held by the State DOT in the Town Center Court Room on Tuesday July 2, 1996 at 7:30PM. Anyone concerned about Weaver Street or Route 1 was encouraged to attend. Page 2, Traffic Committee Minutes 6/25/96 Sandra Tashoff- Thanked the Committee for letting her bring these issues to its attention. Richard Mari- Requested that the Highway Department examine better sign- "NO RIGHT TURN" for trucks along Weaver. Rockland Avenue- Dead Man's Curve: Damien Garland, of 5 Beresford Lane, suggested to the Committee that the installation of mirrors might help alleviate the longstanding dangerous condition that exists along Rockland Avenue between Avon Road and Jason Lane. David Lobl- Asked whether the bushes along the curve need trimming. Stephen Altieri- Stated that mirrors are generally unacceptable as a safety device. Pincus Leitner- Stated that the growth of bushes is an issue. Camille Odierna- Suggested that the resident who lives along curve may cooperate with the trimming of bushes. Nancy Anguilo- Stated that she is against the use of mirrors- cars go too fast. Richard Mari- Suggested the installation of reflectors to catch oncoming lights. David Lobl- Suggested the installation of reflective lane markers. Brian Morris- Pointed out that reflective lane markers would also help because they would be felt by motorists as their cars crossed over the lane boundaries. Stephen Altieri- Commented that reflective lane markers are a good idea. Lt. John Anderson- Stated that the curve has been the site of 12 accidents in 5 years- none fatal. "NO PARKING"- 118 North Chatsworth: Comments by Wayne Armstrong, 122 N. Chatsworth, were discussed. Pincus Leitner- Stated that "NO PARKING" signs should be moved past driveway of 118 N. Chatsworth Avenue. Camille Odierna- Stated that someone should contact residents at 118 and 120 N. Chatsworth Avenue. Nancy Anguilo- Stated that residents at 118 and 120 N. Chatsworth will lose parking in front of their homes. David Lobl- Stated that in effect there will be no change,just a better placement of the signs. David Lobl- Requested that the signs be moved to a better location. Stephen Altieri- Stated that the signs will be moved. Hommocks School Report: The Committee has examined the report, and as they see it two issues exist: 1) The reversing of traffic along Old Hommocks Road 2) The restriping of lanes along Hommocks Road Camille Odierna- Stated that the first few days of school will be chaos no matter what. Also, the Police Dpt. will most likely be present on the first days of school to help direct traffic. David Lobl- Stated that the lanes should be clearer on Hommocks Road. Frank Vozza- The Traffic Committee has already recommended that Old Hommocks Road be Page 3, Traffic Committee Minutes 6/25/96 reversed- this was never implemented as was previously directed. Pincus Leitner- Stated that in addition to reversing traffic, new signs will be neccessary. Frank Vozza- Inquired about who owns the street. Stephen Altieri- Stated that the street is private and does not meet Town specifications, however, improving the condition of the street might encourage faster and more reckless traffic. Richard Mari- Questioned whether or not the redevelopment of the Giant Carpet site be tied into the improvements of Old Hommocks Road. Statement by Richard Gardener, Supervisor of Buildings and Grounds, Mamaroneck Schools: -The situation is very bad and we are looking for alternatives. -We support plans for Hommocks and Old Hommocks Roads. -Recommends strictly controlled drop-off lanes on school property. Brian Morris- Inquired whether or not reversing Old Hommocks Road causes any problems for emergency vehicles. Lt. Anderson- Stated that there is no issue. Camille Odierna- Asked Mr. Gardener to involve the students as crossing guards to help the situation. Motion by David Lobl: -To install both improvements to Hommocks Road and Old Hommocks Road. -Reverse traffic on Old Hommocks. -"DO NOT ENTER" signs on Bost Post Road. -"NO RIGHT TURN" on Old Hommocks Road at Boston Post Road. -"NO WESTBOUND ACCESS TO BOSTON POST ROAD" sign on Old Hommocks Road at Hommocks Road. -Extend Lanes on Hommocks Road past Blockbuster Video parking lot. Second by Frank Vozza Approved Unanimously Overnight Exemption Policy: David Lobl- gave a history of overnight parking. Richard Mari- explained about the situation per the homeowners and the apartment residents. David Lobl- Commented that an existing law states that you may try to repeal the law, however, the exemption policy is a curtesey of the Town Police Department and is not required. The policy had been abused and is now restricted. Statements were made by Al Greco, Nick Goletta, Henry Albert and other various residents of Larchmont Acres. Frank Vozza- Stated that the Committee often works to maintain parking spaces against the desires of the area homeowners. Brian Morris- Stated that many of the Committee memebers live in apartments and understand the problem. David Lobl- Commented that much of what is being discussed does not fall under the responsibilities of the Traffic Committee. r Page 4, Traffic Committee Minutes 6/25/96 Richard Mari- Stated that the landlord of Larchmont Acres must come to the Town with recommendations to improve parking conditions. David Lobl- Stated that the committee will work with the landlord and the tenants to improve conditions when specific proposals are made. Stephen Altieri- Stated that the traffic circle in front of the buildings maybe widened to make room for spaces. Residents urged the seriousness of the situation. David Lobl thanked them for their concern and encourages them to involve the landlord. Signs Missing Holly Place at Forest Avenue Hickory Drive East at Elsworth Stephen Altieri- Stated that both signs will be repaired. Next Meeting Set The second Tuesday after Labor Day- September 10, 1996. Meeting Adjourned • Motion by David Lobl Second by Frank Vozza Approved Unanimously
