DECEMBER 17, 1996

A quorum existed, Frank Vozza acted as Chair in David Lobl's absence.
Approval of Minutes:
Nancy Angiulo: Requested the addition of the names of absent Committee members to each of the
minutes including September 10, 1996, October 22, 1996 and December 17, 1996.
Correction of September 10, 1996 - Hickory Grove Drive West (Page 2): Requested changing
references from Hardon Drive to Marden Road.
Motioned by Pincus Leitner to accept revised minutes.
Seconded by Frank Vozza.
Approved Unanimously.
Intersections of Murray/Myrtle/Chatsworth:
Claudia Useda, of 14 N. Chatsworth, was in attendance. Ms. Useda was speaking as a
representative of the Chatsworth Gardens Board.
Ms. Useda: Stated that there existed a lack of on-street parking for residents of the
neighborhood.
Ms. Useda: Stated that it was unsafe to cross the Murray/Myrtle/Chatsworth intersection.
Frank Vozza: Commented that a point was mentioned in the letter regarding re-programming the
pedestrian crossing.
Ms. Useda: Asked whether or not it was possible to have all the cars simultaneously sit at a red
signal in order to allow people to cross?
Frank Vozza: Distinguished the two separate issues, parking and the safety of crossing. Advised
that they should be dealt with independently.

ISSUE ONE - PARKING:
Frank Vozza: Stated that the Committee was not clear whether or not Ms. Useda was requesting
that a specific location be made available for on-street parking.
Nancy Angiulo: Commented that as a long-time resident of this neighborhood, she was very
familiar with this issue. Stated that the Town had recently added parking spaces to Washington
Square, however, there was no place to add more spaces.
Frank Vozza: Questioned where one could add spaces; the area over the bridge on Murray
Avenue had already been ruled out. Were there overnight permits available?
Nancy Angiulo: Stated Mr. Coughlin had offered space in his building's lot for overnight parking.
Mr. Berliner had come before the Committee asking for additional spaces and as a result two
spaces were added at Washington Square.
Ms. Useda: Asked whether or not one may park longer than 8:30 pm to 8:30 am with a permit,
and why there existed alternate-side-of-the-street parking?
Nancy Angiulo: Stated the reason was for street cleaning.
Phyllis Wittner: Commented she believed that the Town makes available day-time permits.
Jeffrey Stonehill: Suggested that Ms. Useda contact him at the Administrator's Office and he will
review with her information gathered from the Town Clerk on which permit options exist.
Pincus Leitner: Stated that the letter from Seymour Alpert, MD, asked about the no-parking
zones in front of apartment building entrances.
Lt. Anderson: Stated that most apartment buildings within the Town have access to their
entrances. These buildings require access for emergency vehicles, police cars and the elderly.
Camille Odierna: Stated that elderly residents require this access.
Ms. Useda: Stated that there exists more room to add parking without restricting access, for
example at 16 North Chatsworth.
Nancy Angiulo: Stated that the area around driveways is necessary to prevent accidents.
Frank Vozza: Stated in conclusion, the objective request was for additional on-street parking,
however, no consensus existed on how to deliver more spaces.
ISSUE TWO - PEDESTRIAN CROSSING:
Jeffrey Stonehill: Stated that the Highway Superintendent had examined the signal cycle at this
intersection and determined that no better alternative to the current pattern exists; this
intersection is very complicated.
Lt. Anderson: Commented that a"Freeze-out" was once used in this intersection and was
considered a failure. Many options had been tried over a long period of time. However, only
one minor pedestrian accident occurred all of last year, considering the volume of people who
crossed.
Nancy Angiulo: Stated that this is a twenty-five year old problem and no solution has been found.
Phyllis Wittner: Motorists need to yield to pedestrians in the crosswalk.
Ms. Useda: How about restricting the right turns on red?
Lt. Anderson: The queues this would create would be too long.
Frank Vozza: Could the Administrator's Office ask the Highway Superintendent about placing

YIELD TO PEDESTRIANS IN CROSSWALK signs within this intersection? This would be a
good subject for the newsletter as well.
Harmon Drive and Weaver Street
Camille Odierna: This intersection is not a problem when taken at normal speeds.
Lt. Anderson: No accidents at this location.
Next Meeting Set:
Tuesday, January 21, 1997 at 8:00 p.m. in the Senior Center.
Because we have absent members, this date will need to be confirmed through Susan Guimaraes
of the Town Administrator's Office, (confirmed- sng).
