APPROVAL OF MINUTES The minutes of the June 21, 1994 meeting were approved unanimously by a motion by Mr. Lob!and seconded by Mr. Mari,with the following changes: pg 2 ADJOURNMENT On a motion by Ms.Odierna... SIGN INSTALLATION REVIEW Lt. Anderson reported that the signs on Wagon Wheel Road and Huguenot Drive have been installed but the I landicapped Parking sign i/f/o Carl's Restaurant has not been installed. C'VS/STAPLES 'I'he committee acknowledged the copies of correspondence received with their agenda packets. The currant status ol'the proposal is uncertain and the committee will wait for an update from the Town Administrator. COOPER LANE /MARr)ON ROAD The committee noted the recant construction activity in this area and would like a report from the'fowl Administrator on the scope and duration of this project at the next meeting. 'Ilnis matter was adjourned until the next meeting. WEAVER STREET/Bo STON POST ROAD The committee discussed the letter from Ms Portnoy. They requested the'town Administrator advise them of the signage requested for this location, "DO:)NOT BLOCK DRIVEWAY",which was requested for the Weaver Street entrance to the bank. The committee also requests that Ms. Portnoy be notified of the committee's reconunendation as she was not in attendance. (1) • Town of Maunaroncck Traffic Committee September 20, 1994 Page 2 REOE JEST-SENATE P1 ACE The committee was presented with a nine page memo from Harry& Susan Gedan of 17 Senate Place which opposed"Full-Block One-Sided School Day Parking on Senate Place". Mr. Joshua Friedman of 25 Senate Place presented the committee with an additional letter signed by 18 of 20 residents who agreed with his earlier letter ofJunc 23. On bchalf of most of the residents that agreed with him,he spoke to the committee to highlight the points of his letter which addressed parking on Senate Place, the intersections of Daymon Terrace at Scnatc Place and Daymon Tcrracc at Forest.Avenue. Approximately 50 residents were present at the meeting_ 1)AYMON TERRACE Al' FOREST AVENUE! The residents left that the extension of the island in the middle of Forest Avenue should be extended closer to Weaver Street so drivers can better associate The yield sign on Forest Avenue with the traffic turning ldl onto Daymon Terrace. Mr. Marty Segal of 10 Senate Place suggested placing an additional signal for the light at Forest Avenue and Weaver Street at the present location of the yield sign on Forest Avenue. Mr. Doug Burrell of 2 Senate Place stated that a yield sign is need on both sides ante Weaver-Street-bound traffic on Forest Avenue and that many drivers ignore the present sign. The low-to-high grade change is a contributing factor in the traffic flow from the Weaver Street to Forest.Avenue to Dayton Terrace turn. Ms. Friedmann stated that visibility is also poor at night. LI Anderson does not recall a high number of accidents at this location. The committee discussed their observations of this intersection and agreed that drivers seemed contused as to what they were yield to. Mr Mari questioned weather the State DOT would have to be consulted since Weaver Street traffic would be affected. The committee would like the Town I iighway Dept. to study the intersection and suggest.any ways of improving the safety of cars turning kit onto Dayton Terrace. Extending the island should be studied for feasibility and cost. Also requested,is any relevant data the Town has regarding the installation of the yield sign at the island at Forest.Avenue. SENATE P1.A('h:TRAFFIC.: Mr. Friedman then discussed his letter ofJunc 23 regarding problems of trallic traversing Scnatc Place due to parked cars on both sides during school hours at morning drop-off and afternoon pick-up. 11e slated that ollentimcs if a lire or garbage truck were to try to enter Senate Place it would not be able to go down the block. Then he suggested that parking be prohibited on one side of Senate Place during the hours of 8:00 a.m. to 3:30 p.m. on school days due to the number of cars parked on the street at. that time. The recommendation of restricting parking at the corners of Senate Place and Dayton Terrace was also made. Mr. JelTBerry of 5 Senate Place stated that a lira truck could not lit down the block if cars were parked on both sides of the block and Mr. i turret) agreed. Residents also stated that the school traffic often double and triple park at drop-off and pick-up times. Lt. Anderson said that the Police Dept. Youth Offices is working with the school to improve the situation. Town of Mamaroneck Traffic Committee September 20, 1994 Page 3 The committee discussed the advantages and disadvantage of restricting parking. Mr. Mari stated that he felt that parking should be restricted at all tunes on one side of the street to insure that access is always available. 'Ihe committee also pointed out that drop-off and pick-up would Continue to be a problem notwithstanding new traffic regulations or stepped up police enforcement.Lt.Anderson confirmed that police arc almost inncllectivc at drop-oll'and pick-up tunes because as soon as one car is chased another pulls up and the driver will ignore directions not to park or stand. I A. Anderson felt that the primary problem was the turn into Senate Place. The committee also felt that the schooltimc restriction on one side could be tried and amended as necessary as well as a'NO S'I'ANi)ING FROM HERE TO CORNER'at the corner of Dayton Terrace and Senate Place to!make Senate Place accessible to traffic and to improve visibility. Mr. I obi made a motion to recommend to the Town Board to install'NO PARKING/NO STANDING/NO STOPPING ANYTIME FROM HERE TO CORNER'signs approximately twenty feet from the Northeast corner of Senate Place and Dayton Terrace. 'the motion was seconded by Mr. Vozza and carried unanimously. Mr. Loll made a motion to recommend to the Town Board to install NO PARKING/NO STANDING/NO STOPPING-SCHOOL DAYS FROM 8:00 A.M. Ti 3:30 P.M.'signs on one side of the street which will be determined by the Town I lighway Department in close consultation with the Town Fire Department.The motion was seconded by Mr. Vozza.. Mr. Loll,Mr. Vozza,Ms. Angiulo, Ms. Black and Ms. Odieraa voted aye and Mr. Mari voted nay. The motion carried. It was brought to the attention of the committee that a'NO)I.EFT TURN'sign at the intersection of Dayton Terrace/Senate Place and'DO NOT ENTER'signs at the corner of Dayton Terrace/ Colonial Avenue are missing. The committee requests that the Highway Dept.replace these signs. ADJOURNMENT On a motion by Mr. Vozza,seconded by Mr. Loll and carried unanimously, the meeting was adjourned at 10:05 P.M.
