HomeMy WebLinkAbout1998_09_15 Traffic Committee Minutes TOWN OF MAMARONECK TRAFFIC COMMITTEE Meeting Minutes - REVISED Tuesday, September 15, 1998 A regular meeting of the Town of Mamaroneck Traffic Committee was held on September 15, 1998 in the Town Court Room, 740 W. Boston Post Road, Mamaroneck, New York. Athey Jr., TOM Environmental Coordinator Phyllis Wittner, Town Council Liaison 1. Approval of Minutes: The minutes from June 16, 1998 were approved on a motion from P. Leitner, seconded by D. Lobel. Old Business 2. Disabled Parking Space on Daymon Terrace (last discussed at the June 16, 1998 meeting) - D. Lobel stated the Traffic Committee has already recommended this matter to the Town Board for approval. J. Athey stated that the Town Board is going to set a public hearing on this matter at tomorrow nights meeting (9/16). Traffic Committee-9/15/98 Pg.1 - D. Lobel noted that Dr. Drier should be consulted regarding the location of the proposed parking space. 3. Traffic Signal: North Chatsworth/Murray/Myrtle Boulevard (last discussed at the June 16, 1998 meeting) - Lt. Anderson stated that he was unable to obtain a timing schedule for the traffic signals at this intersection for this meeting. Lt. Anderson also noted that he believes the walk signal buttons have been changed. New Business 4. Old White Plains Road (traffic/safety/noise issues) - Mary Hory of 1032 Old White Plains Road stated that as her June 18, 1997 letter to Elaine Price read, a substantial increase in the amount of commercial traffic, primarily 18 and 20 wheelers and large dump trucks, have created an undesirable and dangerous situation. The heavy truck traffic begins around 5:30 to 6:30 and persists all day. Many of these large trucks speed down the straight section of Old White Plains Road, which presents a hazardous situation, and the resulting noise has become a nuisance. M. Hory continued by stating that a substantial amount of non-commercial traffic also speeds excessively down Old White Plains Road. M. Hory presented the following list of neighbors that were unable to attend the meeting but would like to go on record as being concerned about this matter: -Tom Bates at 1021 Old White Plains Road -Harlow Batrus at 11 Bruce Road -John Drexier at 1023 Old White Plains Road -Morton Karmel at 1050 Old White Plains Road -Connie Mogull at 1019 Old White Plains Road M. Hory continued by stating that the large trucks should be banned from using Old White Plains Road and re-routed to a more suitable road such as Mamaroneck Avenue. - The Committee stated that the Town does not have jurisdiction to ban commercial vehicles from using any roads. The Committee also stated that it is difficult to re-route this traffic due to a lack of suitable roads. - Bob Deluche of 1034 Old White Plains Road stated that aside from the noise, the speed and recklessness of some of the drivers on Old White Plains Road, especially around the "S" curve, makes this a very dangerous roadway. B. Deluche also stated that an unusually high number of accidents occur on this road, especially when it rains. - J. Athey stated that the Town is in the process of hiring a contractor to groove the pavement between Gatehouse Lane and Prince Willow and between Bruce Road and the back entrance of Winged Foot. - M. Hory stated that many of the signs around the "S" curve require maintenance. Traffic Committee-9/15/98 Pg.2 - Rosemary Deluche of 1034 Old White Plains Road stated that her primary concern is the speed of the motorists. She also emphasized the hazardous situation around the "S" curve and the substantial number of accidents. - John Lyons of 2 Bruce Road stated that his primary concerns are 1) the high number of accidents, primarily in the rain, 2) the signage could be improved and 3)the curve is very dangerous. Mr. Lyons continued by stating that he belives noise and safety are two entirely different issues and they should be treated as such. - Robert Kelton of 1 Bruce Road stated that he has lived there for 25 years and he has noticed a tremendous increase in the amount traffic. Mr. Kelton stated that his primary concern is the speed of the motorists on Old White Plains Road and the inadequate signage. - Richard Lara of 1036 Old White Plains Road stated that his primary concern is for the safety of his daughter. He has to drive his daughter to the school bus stop because it is dangerous to walk and the bus will not stop any closer to their house because of the "S" curve. - Helen Schwartzman of 1025 Old White Plains Road stated that she just had to replace some trees and move some rocks to repair damage from a car that recently crashed into her front yard, due to this dangerous curve. She suggested placing a radar speed sign along the road to help slow people down. - Lt John Anderson confirmed that this is an accident prone area and stated this is primarily due to an increase in traffic and excessive speeding. He continued by stating that this area is a priority enforcement area and tickets are frequently given out for speeding. - The Committee suggested blitzing the area and Lt. Anderson agreed that this would be a good idea. The Committee stated that perhaps the weight and size limits should be investigated to limit large truck traffic that may not be able to safely negotiate these turns. Other techniques of alleviating this problem that were discussed include the following: a median or some type of barrier in the road, installation of plastic poles along the double yellow line, increased and improved signage and flashing lights, widening the road, straightening the road, placing chevrons along the sides and center of the road and separating the lanes. The Committee suggested hiring a consultant to review this matter. - P. Wittner stated that these suggestions should be sent to the Town attorney for review. - Mr. Bob Deluche volunteered to be a part of any sub-committees that may be established to look into this issue further. - The Committee will research this matter and will continue this discussion at the next meeting. 5. Signage on Lundy Lane and Iselin Terrace (response to a letter from Louise Egan of 15 Lundy Lane) Traffic Committee-9/15/98 Pg.3 - Louise Egan of 15 Lundy Lane stated that there are approximately 16 to 17 children that live and play in this neighborhood. She presented photographs to the Committee displaying the different hazards on Lundy Lane and Iselin Terrace. Mrs. Egan commented that she and many of the other residents are concerned about vehicles speeding. She stated that signage could be greatly improved, possibly the installation of"Children at Play" signs, to reduce traffic hazards in the neighborhood. - The Committee stated that "Children at Play" signs cannot be installed in residential areas. With respect to the pictures, the Committee commented that there is a tree next to the roadway that may require pruning as per Town law. The Committee also suggested that "Stop" signs be installed at the intersection of Lundy Lane and Iselin Terrace and the "Dead End" sign should be replaced by a "No Outlet" sign. It was also mentioned that "SLOW" could possibly be painted on the roadway. - The Committee agreed that the Highway Department should be asked for recommendations with regard to the placement of signage and painting "SLOW" on the roadway. This matter will be discussed further at a future meeting. 6. Intersection of Edgewood Avenue and Weaver Street - The residents that live in the house at the corner of Weaver Street and Edgewood Avenue stated that they believe the "Yield" sign at this intersection should be changed to a "Stop" sign. Cars approaching Weaver on Edgewood often do not stop or even slow down and this presents a hazard for the residents because their driveway outlets onto Edgewood immediately before the intersection. - After a brief discussion, the Committee agreed that the Town should replace the "Yield" sign at the intersection of Edgewood Avenue and Weaver Street with a "Stop" sign and a stop bar should be painted on the roadway; it was approved on a motion by P. Leitner, seconded by D. Lobel and will be recommended to the Town Board. - Lt. Anderson stated that this matter may have to be referred to Westchester County or New York State because of its proximity to Weaver Street. 7. Parking at 35 North Chatsworth - The Committee agreed that parking be restricted on the west side of North Chatsworth Avenue heading in a southerly direction from the driveway of 35 N. Chatsworth for a distance of ten (10) feet. This matter will be recommended to the Town Board.
