The meeting was called to order at 8:06 p.m. by the Chairman of the Committee after the members of
the Traffic Committee introduced themselves to the residents in the Court Room.
APPROVAL OF MINUTES
Richard Mari made a motion to accept the minutes of the June meeting, seconded by Chairman Lobl
and approved by the members of the committee.
HANDICAPPED PARKING SPACES
The Committee had previously voted to remove the temporary handicapped parking spaces that were
created during the reconstruction of the Murray Avenue Bridge. Councilwoman Valerie O'Keeffe
questioned removing the spaces after hearing from disabled residents living in the apartments on
North Chatsworth Avenue wishing to keep the extra spaces. While Meg Morrera of 17 North
Chatsworth Avenue feels that there are now adequate handicapped spaces, Bill McEwen feels that
more spaces should be added stating that there are only five handicapped parking spaces for ten
apartment building. Chairman Lobl researched the placement of handicapped parking spaces and
found that it is mandated in parking lots such as shopping center but there is no law providing for on
street handicapped parking spaces. Nancy Angiulo explained that for twenty-four years she has
always had a paid parking space although her car has a handicapped sticker which she uses when
transporting her disabled mother. She also wonders if five spaces are enough and feels that
enforcement of the three hour parking restriction should be maintained in the handicapped parking
spaces which are not meant to be long term private parking for the disabled.
Frank Vozza wanted to know the criteria for establishing a handicapped parking space on public
streets and what standard is used. Tom Morrera of 17 North Chatsworth Avenue said that the
handicapped parking spaces are used for the various physicians and dentists who have offices in the
apartment buildings and therefore not necessarily for the residents of the building. Buildings with
commercial enterprises should allocate handicapped parking spaces in their lots.0

The Traffic Committee decided that, at this time, the handicapped parking spaces would be left as is
unless further information is provided to increase the handicapped parking spaces currently in that
area. The Chairman asks that the Town Administrator provide information as to the basis or formula
for creating handicapped parking spaces in certain areas on public streets. Also a question was raised
as to why parking is prohibited on Murray Avenue beyond the bridge going north toward Leafy
Lane.
Traffic Sign - 1081 Palmer Avenue
This item is being postponed, however, the Highway Department is asked to look into the following
questions:
1. Is the location of the 20 mile per hour- school sign zone at 1081 Palmer Avenue properly
situated in accordance with the Vehicle and Traffic Laws and Manual of Uniform Traffic
Control Devices.
2. Is the actual sign the correct size and correct distance from the ground.
3. Can the Highway Department recommend to the County to either change the location or the
content or configuration of the sign.
Request: Stop Sign - Glen Eagles Drive and South Drive
Janet Presley of 16 South Drive appeared before the Traffic Committee siting a dangerous traffic
condition existing on South Drive coming from Glen Eagles Drive following a blind curve going up a
hill and suggests a stop sign at the "T" intersection. Pincus Leitner drove through the area and
agreed that it is a dangerous intersection because of a wall blocking visibility. Lt. Anderson research
the police records and found no accidents in the last four years and he too agrees that it is a blind
curve.
Chairman Lobl made a motion to recommend to the Town Board that a stop sign be installed facing
Glen Eagles Drive at the intersection of South Drive. The motion was seconded and carried by the
members of the Traffic Committee.
The Committee requests that the Highway Department review the Rooken Glen area particularly
South Drive proceeding westbound and advise any recommendation for warning or regulatory signs
to alert motorists of curves, limited site distance and intersections.
Request: Hidden Driveway Sign and Driveway Mirror- 5 Avon Road
Jeffrey Berman appeared before the committee explaining how difficult it is for his family to exit their
driveway because of a curve in the road, a dip in the pavement and other obstructions. Pincus
Leitner was in and out of Mr. Berman's driveway several times and found it extremely difficult to
exit the driveway onto the street. Although a mirror installed across the street would help; discussion

ensued at to the responsibility and maintenance of the mirror.
A motion was made by Chairman Lobl that Hidden Driveway sign be place on Avon Road facing
westbound traffic at a distance to be determined by the Highway Department to warn oncoming
motorists of the driveway located at 5 Avon Road. The motion was seconded by Pincus Leitner and
accepted by the members of the committee.
A note to the Town Administrator: What is the Town's policy regarding the establishment or
placement of mirrors at locations where there is limited site distance. Has the Town the authority to
install a mirror on an adjacent property to benefit an adjoining land owner?
Other Matters
Gary Spilotro of 14 North Chatsworth Avenue questioned why the three hour parking restriction in
the Washington Square area was in effect during the weekends and holidays. Other Town areas with
the same three hour parking restrictions have signs stating Monday through Friday only. Chairman
Lobl made a motion to amend the signs which currently deal with the hourly parking restriction
including Murray Avenue, North Chatsworth Avenue and Washington Square to be effective
Monday through Friday only. The motion was seconded by Richard Mari and accepted by the
Committee.
Michael Posner of 82 Hickory Grove Drive stated that he is dissatisfied with the results of the Traffic
Committee's recommendations on an agenda item discussed at the June meeting. He said that the
signs have not been installed nor has the Waring signs been painted on the street. He wishes to take
this matter to the Town Board.
There being no further business to come before the Committee, the meeting was adjourned at 9:50
P.M.
