HomeMy WebLinkAbout1991_09_10 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON TUESDAY, SEPTEMBER 10, 1991 IN THE HALL OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK 10543. O'Flinn, Liaison to Town Board Steven Altieri, Town Administrator The Chairman called the meeting to order at 8:10 p.m. . He introduced the committee members and explained the purpose of the committee to those present. APPROVAL OF MINUTES - On a motion from Mr. Mari, seconded by Mr. Lobl and carried unanimously, the minutes of June 25, 1991 were approved as written. TRUCK TRAFFIC-MURRAY AVENUE - Mr. Zavell stated that this situation has been discussed six times from February 1986 and December 1990 and six times this year. A large number of residents were in attendance to discuss the noise and inconvenience caused by truck traffic on Murray Avenue. Steve Rago of 274 Murray Ave. representing the Murray Ave. association stated that residents did not feel that Murray Ave. is the appropriate route for truck traffic. He stated that the road is narrow, heavily trafficked with school children and the situation has worsened. The association strongly supports any action by this committee to ban commercial traffic from Murray Ave. Martin Ludeke of 2 Bryson Rd. stated that the problem has worsened over the last three years. Ken McCartney of 163 Murray AVe. stated his hopes that the committee will take a stand against truck traffic on Murray Ave. He feels Weaver St. and Palmer Ave. are natural alternatives for trucks. Chris and Susan Levitt of 211 Murray Ave. stated that entire houses shake when the trucks traverse Murray Ave. and there has been a loss in value to property owners since the truck traffic is a deterrent to owning a home on Murray Ave. Joe Fry of 282 Murray Ave. stated that trucks as large as tractor trailers are on the street. He further stated that the existing stop sign is bent over and not very visible since there is a green fungus growing on it. Mike Saade of 200 Murray Ave. asked that a sign up sheet be passed around for those who wish to register their concerns regarding truck traffic on Murray Ave. Mr. and Mrs. Wolpert of 194 Murray Ave. asked what the committee's criteria is for making a recommendation to the Town Board to ban truck traffic on Murray Ave. Mr. Zavell stated that the real issue is where does this truck traffic go. Mrs. O'Flinn pointed out that moving the truck traffic from Murray will create the Town of Mamaroneck Traffic Committee September 10, 1991 Page 2 TRUCK TRAFFIC-MURRAY AVE. (cont. ) - same problem on another street. Mr. Zavell pointed out that when the Weaver St. bridge closed, trucks began to traverse Murray Ave. Residents questioned why the sign on Myrtle Blvd. states "No Truck Traffic". They feel that this sign adds to the truck traffic on Murray Ave. Betty and Ed Scanlan of 12 Maplewood St. stated that more police cars in the area may help deter truck traffic since they would be forced to lower their speed. Chief Munch stated that he uses a rotational selective enforcement program at this time and Murray Ave. is on the rotation. He further stated that the alternatives as he sees them are to ban trucks on Murray Ave. by weight which we do not have the equipment to do, post a "no through trucking" sign which is difficult to enforce or ban trucks on Murray Ave. altogether. Residents suggested that large signs be erected stating "U.S. 1 this way" directing traffic down Weaver St. along with arrows. Mrs. Magazino stated that if the problem can't be solved, it should be shared. Traffic should be redirected for a specific number of years. Mrs. Morehouse stated that she feels a traffic engineer is needed to study the area and the problem. Mr. Lobl agreed and would like to see a proposal to get the trucks onto Weaver St. Mr. Mari felt that this would just divert the truck traffic and create the same problem on another road. He feels the noise issue is due to the poor condition of the roadway. Mrs. Magazino made the following motion: The committee recommends to the Town Board that commercial traffic be banned on Murray Ave. Mrs. Morehouse seconded the motion and the vote was as follows: Magazino-aye, Morehouse-aye, Lobl-nay, Zavell-nay, Mari-nay, Kenny-nay. No action was taken on the motion. After further discussion, it was agreed by the committee that a traffic engineer study this problem. Mr. Altieri will have him study this area and submit a proposal. Mr. Lobl made the following motion: Reduce the speed limit on Murray Ave. to the lowest legal, enforceable limit and add signs directing traffic to U.S.1 - and best route to I95. The motion was seconded by Mr. Zavell and the vote was as follows: Lobl-aye, Zavell-aye, Magazino-aye, Morehouse-aye, Kenny-aye, Mari-nay. The motion carried by majority vote. Mrs. Magazino made the following motion: Ban commercial traffic on Murray Ave. . for a six month period. Mrs. Morehouse seconded the motion and the vote was as follows: Magazino-aye, Morehouse-aye, Lobl-nay, Zavell-nay, Mari-nay, Kenny-nay. No action was taken on the motion. % Town of Mamaroneck Traffic Committee September 10, 1991 Page 3 TRUCK TRAFFIC-MURRAY AVE. (cont. ) - Mr. Bruney of 90 Murray Ave. complimented the committee on lowering the speed limit stating "it is a step". Residents were informed that the next meeting date will be Tuesday, October 8th. PROPOSED ZONING ORDINANCE AMENDMENT - In a memo the Town Board requested that the traffic. committee explain how they arrived at the figure of 103/ of parking spaces remain at the exisiting dimensions of nine feet by twenty feet. After discussion the committee agreed it was not based on information regarding the percentage of larger size vehicles. PARKING: WINGED FOOT DRIVE, DUNDEE RD-BADGER DAY CAMP - It was reported that residents did not seem opposed to cars parking in this area but felt they should be moved further down for safety reasons. Chief Munch felt that at the inter- section of Rockland and Dundee, no parking be allowed past #6 Dundee. After discussion, Mrs. Morehouse made the following motion: No parking zones be established at the intersections of Winged Foot Drive and Dundee plus Winged . Foot Drive and Rockland Ave. at locations determined by the Police Dept. The motion was seconded by Mr. Zavell and carried unanimously. REQUEST: STOP SIGN-FENBROOK DR AND EVERGREEN LANE - After the Police Chief made his recommendation and the committee discussed this, Mr. Zavell made the following motion: The committee recommends erecting a stop sign on Evergreen La. on the S.E. corner where it intersects with Fenbrook Dr. The motion was seconded by Mrs. Magazino and carried unanimously. LETTER OF TRUSTEE CHERYL LEWY-INTERSECTION MURRAY AVE. , MYRTLE BLVD. AND N. CHATSWORTH AVE. - After discussion Mr. Mari made the following motion: The committee recommends four additional advisory signs stating right on red after full stop at the appropriate locations in this intersection. The motion was seconded by Mr. Lobl and carried unanimously. NEXT MEETING DATE - As decided earlier, the next meeting date will be October 8, 1991.
