MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC
COMMITTEE HELD TUESDAY OCTOBER 25, 1994 IN THE SENIOR CENTER OF THE
TOWN CENTER, 740 W. BOSTON ROAD, MAMARONECK, NEW YORK.

The meeting was called to order at 8 : 03 p.m. The members of the
committee were intoduced.
APPROVAL OF MINUTES
The minutes of the September 20, 1994 meeting were approved
unanimously by a motion by Mr. Lobl and seconded by Mr. Mari with
the following changes :
pg 2 correct spelling to the name SIEGEL
OLD BUSINESS
COOPER LANE/MARDON ROAD PROJECT deferred until later in the
meeting.
NEW BUSINESS
NORTH CHATSWORTH AVENUE, AND ROCKINGSTONE AVENUES
Sandra Marraffino of 150 Rockingstone Avenue, Larchmont, gave a
sample of a sign that would difuse confusion on the curve that
would allow drivers to know they need to stay to the right to
continue driving on North Chatsworth, and traffic traveling
straight ahead would be on Rockingstone. Mr. Pincus made motion to
have the sign installed. Mr. Mari suggested the sign have bigger
letters so they can be clearly seen before the driver comes up on
the curve. Mr. Lobl seconded, adding to have the Highway
Department put in a sign similar to the one drawn up and presented
by Mrs . Marraffino at a height and location to be determined by the
Highway Department .
PEDESTRIAN CROSSING CHATSWORTH AVENUE AND MYRTLE BOULEVARD
Mr. Michael Glotzer of 21 North Chatsworth Avenue stated the
request for a cycle change for the pedestrian crosswalk. Cars
going west making a left turn speed up to beat the eastbound
traffic leaving pedestrians in the middle of the cross traffic
allowing for what he stated as being an anti-pedestrian crossing.
Mr. James McDonald stated a similar complaint that was given to the
comittee on 12-11-90 and replied to on 12-14-90 . He was advised
then there were no perfect solutions to an already problematic
intersection. Mr. Lobl stated that a study with considerable
input was made 1986-89 and at that time, it was reconfigured.
There was exclusive walk lights, but traffic bottlenecked and
delays of over 2 minutes were the results . It is one of the most
studied intersections in town. Lt. Anderson further established
the 1986-89 study resulted in the reconfiguration, and in the last
10 years only 2 accidents ( with no serious injuries ) for failure
to yield to pedestrians had occurred. Further discussion by Nancy
Anguilo and Camille Odierna along with Mr. Lobl was added. Mr .
Mari was at the 1990 meetings referred to by Mr. McDonald and
advised that the issue has been reviewed at numerous meetings with
a conclusion that every possibility has been considered that could
be collectively thought of and implemented with solutions that have
been less satisfactory. Mr. Lobl suggested a sub-committee, it was
unanimously agreed to. The sub-committee will be Richard Mari along
with Nancy Anguilo.
EATON ROAD
Monica Casey of 50 Eaton Road, Robert Siegel of 48 Eaton Road,
Harriet Wachs of 44 Eaton Road, Mr. Flint of 49 Eaton Road, Ralph
Edwards of 45 Eaton Road, Andrew Roth of 43 Eaton Road, Alan
Ginsberg of 46 Eaton Road, and Michael Bloom of 39 Eaton Road were
all present and in agreement that the curve is a hinderance and a
danger to pedestrians and drivers the resolve being: the road
needs a warning sign of curves ahead, double painted lines to keep
people within the boundaries of the road, and a 3 way stop sign at
the intersection. Lt. Anderson stated there has been 2 accidents,
one in 1989 , and one other in 1992 . It was also agreed that hedges
on the private property at the same intersection are also
contributing factors to the blind spots . There was extensive
discussion by the Committee regarding where stop signs should be,
double lines should be painted, and a 15MPH curve sign could be
placed. Mr. Lobl recommended the Traffic Committee agree double
lines be placed in the center of the curve of Eaton Road north of
the intersection of Little Farms, ( at the 90 degree curve) ;
together with the slow-curve 15MPH sign in the approved form
pursuant to the New York State Traffic Manual to be determined by
the town Highway Department going north to south and south to north
on Eaton Road at the location of the 90 degree turn. . It was
seconded by Mr. Pincus and carried unanimously by the Committee.
RELOCATION OF SIGN AT PALMER AVENUE OPPOSITE EKLAN ROAD
Mr. Catera of 1081 Palmer Avenue, Larchmont presented the
mathematical documentation and reasons for relocating the existing
signs at the location, reiterating the information he wrote in his
letter which was submitted to the Committee. Lt. Anderson pointed
out that the County has to move th 20MPH sign. Mr. Altieri agreed
and stated the County could be requested to put up the advisory
sign that denotes School Zone Ahead. Mr. Lobl motioned a request
for the County to install a sign to advise of the School Zone Ahead
similar to section 236 . 1 of the New York State Manual, at Blossom
Terrace and Palmer Avenue facing west for westbound traffic on the
telephone pole. It was seconded by Nancy Anguilo.
VISUAL OBSTRUCTIONS INTERSECTIONS ELKAN ROAD AND PALMER AVENUE
Marcy Trenholm of 1054 Palmer avenue stated the biggest problem as
being poor visibility due to trucks parking and obstructing the
view of oncoming traffic. Mr. Howard Atchison of 20 Elkan
described the location as being only 6 feet from the corner where
parking ends . Visibility is impossible if there is anything other
than a car parked. A request for parking spaces to be removed, and
parking restrictions of cars only to be enacted was suggested by
Ms . Trenholm. Sara Rowen of 42 Elkan another resident in
attendance was in agreement with Mr. Atchison, and Ms . Trenholm.
Lt. Anderson informed the Committee that the road is a County road
and they would be the authority to decide to restrict . Mr. Mari
pointed out that if the vehicles parking have passenger tags, there
would be nothing to restrict. Mr. Atchison stated the right side
has already been restricted, now the left side should be. Mr. Mari
acknowledged the issue has been discussed in the past. After
discussion by the Committee Mr. Lobl motioned it be recommended to
the Town Board to move the no parking sign to a corner sign 20
feet west from it 's present location at the S .E. corner of Palmer
and Elkan. Seconded by Mr. Pincus .
DISCUSSION - PARKING SENATE PLACE
Result- Point of clarification by the Town Administrator.
Mr. Altieri stated it does not need to be returned to the Traffic
Committee. Whatever the Fire Department and the Highway Department
determine to be appropriate is acceptable to the Committee and
should go directly to the Town Board.
MURRAY AVENUE RESURFACING
Mr. Altieri informed the Committee the work would commence on
October 31, 1994 . There will be curb replacement, water main, and
road milling. The decision by this Committee will be incorporated.
The only revision:
Radius of turns too sharp, they will be cut back slightly so it is
a smoother turn.
To be completed in 45 days subject to conditions . There will
probably be a detour, and street closed at Murray Avenue between
Colonial and Myrtle.
Discussion about Mr. Quigley's situation was resolved.
There was discussion regarding the bus stop at Dillon Road and the
condition of the sidewalk; and the video store in the CVS center
regarding traffic turnover.
There was also discussion by Mr. Mari regarding the Palmer/Blossom
Terrace No Parking sign on the west side. It is faded and needs to
be replaced.
Camille Odierna informed the Committee of the High Ridge/Mulberry
Lane intersection having the High Ridge sign missing.
ADJOURNMENT
On a motion by Mr. Lobl, seconded by Mr. Mari and carried
unanimously, the meeting was adjouned at 10 : 04 p.m.
