COMMITTEE HELD MONDAY, OCTOBER 18 , 1993 IN THE SENIOR CENTER
OF THE TOWN CENTER, 740 W. BOSTON POST RD. , MAMARONECK, NEW YORK.

The chairman called the meeting to order at 8 : 10 p.m. He intro-
duced the committee members and explained the purpose of the
committee.
APPROVAL OF MINUTES
On a motion from Mr. Lobl , seconded by Mr. Mari and carried
unanimously, the minutes of September 14, 1993 were approved
with the correction of the spelling of the name, Frank Vozza.
STOP SIGN-MURRAY AVE AND MAPLE HILL DRIVE
Alice Hefler of Murray Ave. repeated her request that the Stop
Sign on Murray Ave at Maple Hill be moved to Murray and Edgewood
Avenues.
Mrs. Colleary of 65 Hillcrest stated that the Stop Sign on Murray
allowed people on Hillcrest Ave to have a break in traffic in
order to pull out of their driveways.
Lt . Anderson stated that this was the only permanent cross walk
on Murray Ave. between Forest and Myrtle Avenues. He does not
feel the Stop Sign should be moved since Southbound traffic
coming around a blind curve would come upon the Stop Sign if it
were moved to Edgewood Ave. He does not feel a temporary sign
should be considered since they are difficult to maintain and
compliance is difficult.
Mr. Leitner stated that he saw a significant danger due to the
site lines in this area if the Stop Sign were moved or removed.
Ms. Black pointed out that traffic is naturally going slower
towards Murray Ave. School since it is proceeding from Stop Sign.
Ms. Odierna stated she does not believe the Stop Sign should be
moved or removed until a decision regarding a stop light on Murray
Ave. at Edgewood is made by the County with the repaving and
reconfiguration of the curb.
SPEED LIMIT-HILLCREST AVE.
The Police Department memo of 10/13/93 quoted the vehicle and
traffic law which does not allow speed limits on local streets to
be set below 25 mph unless in a school zone.

After discussion which included the decision that the highway
department remove old rusted signs existing on Hillcrest Ave,
and that the speed be monitored, the following motion was made
by Mr. Mari : Install speed advisory sign Westbound on Hillcrest
Ave stating 10 mph on curve at Judson St . The motion was seconded
by Mr. Lobl and carried unanimously.
The Committee agreed to look at the street to determine the
location for signage on Eastbound side of Hillcrest Ave. The
Committee would like a report from Lt . Anderson regarding the
traffic flow on this street during rush hour.
REQUEST-STOP SIGN FOREST AVENUE
Lt. Anderson' s memo of 10/13/93 showed three days of monitoring
speed of traffic on Forest Ave. The average speed was 24 mph.
He stated that he does not believe a Stop Sign will be effective.
Michael Black of 718 Forest Ave. stated that children walk to
school on this street since there are no sidewalks .
Mrs. Lyon of 737 Forest Ave. stated that drivers are more careful
during school hours and traffic should be monitored at other
times .
Tom Kent of 731 Forest Ave. asked if there would be any point
to lowering the speed limit from 30 mph. Lt. Anderson stated
that it is hard to enforce a lower speed limit on a road which
can handle 30 mph.
Mr. Lobl pointed out that a Stop Sign is not meant to control
speed. Studies show that vehicles make up the time lost at
Stop Signs. A stop sign at the T intersection may increase the
problem and create other problems.
Mr. Mari stated that removing the Stop Sign on Holly and Sehldrake
might help with the numbers of vehicles on Forest Ave.
Mrs. Angiulo stated that vehicles normally slow down at the
crest of a hill .
Lt. Anderson will put selective enforcement out from 5 to 6: 30 p.m.
since residents now say that is the difficult time.
Mr. Kent stated that parking on both sides of the street may add
to the problem. Mr. Mari suggested eliminating parking on one
side of the steet near the crest of the hill .
Advisory signs were discussed since there is a short site line.
After discussion, Mr. Lobl made the following motion: The Highway
Department should install signs which are consistent with the
manual of uniform traffic control devices for advisory signs. The
signs should advise of a limited site distance with a 15 mph warning.
The signs should be installed on Fores Ave. Eastbound and Westbound
between Forest Place and Sheldrake and East of Forest Place at
a resonable distance from the crest of the hill .
The motion was seconded by Mr. Leitner and carried unanimously.

OLD BUSINESS
Mr. Altieri reported that the Town Board at its meeting of 10/6/93 ,
authorized the overnight parking exemption for the south side
of Washington Square.
ADJOURNMENT
On a motion from Mr. Mari , seconded by Ms. Black and carried
unanimously, the meeting adjourned at 9 :45 p.m.
