John Anderson, Town Police Department 6 Stephen V. Altieri, Town Administrator The meeting was called to order at 8:03 p.m. by the Chairman of the Committee after the members of the Traffic Committee introduced themselves to the residents in the Senior Center. TRAFFIC SIGN- 1081 PALMER AVENUE Mr. Catera,the father of the resident at 1081 Palmer Avenue who had previously written to the Traffic Committee both of whom reside at the above address, stated that the school zone sign and the speed limit sign in front of his home are misplaced. A recommendation from the Highway Department as to the placement and effectiveness of the signs are attached. Mr. Catera question the necessity of a 30 mile an hour sign near the 20 mile an hour school zone sign. Lt. Anderson explained that the 30 mile an hour sign is at the entrance of the Town and is mandated. The confusion lies in the fact that there are two different school zones in close proximity that need speed limit signs. However, it was not quite clear where the Highway Department was going to relocate the signs. The Highway Department will place the signs in what they consider the proper locations and report back to the Traffic Committee at the next meeting. TRAFFIC STUDY-HOMMOCKS ROAD Nancy Delaney represented the Mamaroneck Public School District to discuss the traffic study submitted to the Traffic Committee. The school district wishes to redesign the traffic flow on Hommocks Road at its intersection with the Boston Post Road. Traffic congestion arises as a result of the Hommocks Middle School pick up and drop off of children during the early morning hours and mid afternoon hours. The School is asking that the Hommocks Road approach to the Boston Post Road be restriped to , accommodate two ten foot travel lanes with one thirteen foot lane leaving the intersection. The School Board is also asking that the Traffic Committee recommend to the State Department of Transportation a modification of the traffic signal timing at the Boston Post Road/Hommocks Road intersection to accommodate the traffic flow at peak hours and to expedite the traffic flow away from the school to the Boston Post Road. The Traffic Committee supports the school district in this venture to improve traffic flow at this location. -2- APPROVAL OF MINUTES David Lobl made a motion to accept the minutes of the September meeting, seconded by Richard Mari and approved by the members of the committee. HANDICAPPED PARKING SPACES The Building Inspector of the Town of Mamaroneck has advised that there is no policy or legal requirements to provide on street handicap parking in residential areas. REQUEST: HIDDEN DRIVEWAY SIGN AND DRIVEWAY MIRROR- 5 AVON ROAD This item was discussed at the last meeting, however, more information was needed concerning the erection of mirrors. Mr. Altieri stated that the erection of a mirror would be taking an action to protect an individual resident and it would be a matter of maintenance. Mr. Altieri was unable to question the Town Attorney as to the responsibility and maintenance of the mirror. This matter will be deferred until the next meeting when information will be forthcoming from the Town Attorney. PARKING RESTRICTIONS -WASHINGTON SQUARE AREA Lt. Anderson reviewed the areas that have restricted parking and found that most of the regulations stipulate Monday through Friday on the corresponding signs. A memo is attached showing the parking restrictions, their various locations and whether or not Monday through Friday inclusions are on the signs. A motion was made that all parking restriction signs be consistent and include Monday through Friday except the north side of Myrtle Boulevard which should stipulate Monday through Saturday. The motion was accepted by the members of the Committee. ALDEN ROAD -TRAFFIC SIGNAGE At this time,the Highway Department has inspected the signs on Alden Road. As a safety measure, one of the DO NOT ENTER SIGNS will be replaced with a new sign and the sign that was bent has been fixed. Both signs now appear to be in the correct locations. Lt. Anderson also reported that since Alden Road has been made one way, there have been no accidents. There being no further business to come before the Committee,the meeting was adjourned at 8:50 P.M.
