HomeMy WebLinkAbout1993_05_04 Traffic Committee Minutes Minutes of a regular meeting of the Town of Mamaroneck Traffic Committee held Tuesday, May 4, 1993 in the Court Room of the Town Center, 740 West Boston Post Road, Mamaroneck, N.Y. Stephen Altieri , Town Administrator Paul Ryan, Liaison from Town Board The chairman called the meeting to order at 8 : 10 p.m. APPROVAL OF MINUTES On a motion from Mr. Lobl, seconded by Ms . Angiulo, the minutes of April 13 , 1993 were approved with the following corrections: Correct spelling of committee member Deirdre Black' s name. On page 3 , under the heading Parking at 1299 Palmer Avenue, change the word on the last line to read past instead of pas . OVERNIGHT PARKING - 19 Crescent Road Since there was no one present to discuss the items already on the agenda, the committee began with the overnight parking item which would be heard under NEW BUSINESS. Harold Margolin of 19 Crescent Rd. stated that in the past it was relatively easy to get an overnight parking exemption when overnight guests stayed. A phone call to the Police Department was all that was necessary. Since the new ruling has been in effect, it makes it difficult for residents to get overnight parking permits for several nights in a row. Deborah Margolin, visits at 19 Crescent Rd. questioned the law. Amy Reich of 1299 Palmer Ave. stated that it is inconvenient to get a special permit for overnight parking. Mr. Lobl stated that a phone call was allowed in the past. The Police Department found they were receiving forty to fifty calls per night. The ruling that a form must be filed with the Police Department has fulfilled its ' purpose since calls no longer come in at the high rate they had. He further stated that the Police Department intends to reevaluate the situation in a few months and will take into consideration the possibility of exemptions for several nights rather than for one night only. He further stated that the committee is aware that parking is a problem in the 1299 Palmer Ave. area. These objections have been noted and will be considered when the ruling is reevaluated. Lt. Anderson stated that the requests went from forty phone calls per night to 8 requests per night. REQUEST: SPECIAL PARKING - 4 BRIAR CLOSE A letter has been received from George M. Wilson of 4 Briar Close asking that a special permit to authorized so his daughter may Town of Mamaroneck Traffic Committee Minutes of May 4, 1993 Page 2 REQUEST: SPECIAL PARKING - 4 BRIAR CLOSE (cont) park on the street due to her physical handicap coupled with the terrain of their driveway which makes it inaccessible to his daughter. Mr. Wilson and his daughter addressed the committee and explained the special circumstances which have resulted in asking for permission to park their car overnight on the street in front of there house. After discussion, Mr. Lobl pointed out that the committee may not grant an exemption to the law to an individual person. He would like to work with the Town Attorney on an amendment to the over- night parking ban that would address situations such as this. The Committee would like to propose guidelines to the Town Attorney in order to allow such exemptions. Mr. Lobl will see to it that a memo is sent to the Town Attorney regarding such matters. Mr. Mari suggested that this is a matter of accessibility. He further stated that Mr. Wilson will receive notice when this comes up at the Town meeting. SIGNAGE - 633-635 FIFTH AVENUE RE: ILLEGAL PARKING Mr. Frank Auricchio addressed the committee and explained the problem regarding illegal parking on this stretch of Fifth Ave. He explained that he has put large planters out in front to help remedy the situation. After discussion, Lt . Anderson stated that additional signage might help the problem. On a motion from Mr. Lobl , seconded by Mr. Mari and carried unanimously the following was decided: More signage (no parking) be installed from the New Rochelle line to Madison Avenue on Fifth Ave. particularly in front of 633-635 Fifth Ave. PARKING - BURTON ROAD The parking problem at 8 Burton Road was discussed. Mr. Lobl asked if zebra type striping would help the resident with entering and exiting his driveway. ' It was agreed that no pA rking signage be installed subject to the existence of an ordinance. A motion was made to the Town Board to pass an ordinance if none exists to improve visibility in entering and exiting driveways, restricting parking two feet on either side of 8 Burton Road driveway by installing no parking between signs. NEW BUSINESS Committee members wanted to know why paint was put around certain Town of Mamaroneck Traffic Committee Minutes of May 4, 1993 Page 3 NEW BUSINESS (cont ) areas on the streets . Mr. Altieri explained that it was done in order for ariel photographs to be taken over the weekend. Ms . Angiulo asked if the new signs have arrived yet? Mr. Altieri explained that this is behind schedule due to the snows in March. Mr. Altieri reported that subject to salary discussion, an intern will be doing a sign survey throughout the Town this summer ADJOURNMENT There being no further business, on a motion from Ms. Black, seconded by Mr. Mari , and carried unanimously, the meeting adjourned at 9 : 25 p.m. Respectfully submitted by Cynthia Rocchio
