HELD ON TUESDAY, MAY 22, 1990 AT 8:00 P.M. IN THE COURT ROOM OF THE TOWN
CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK.

The chairman called the meeting to order at 8:10 p.m.
APPROVAL OF MINUTES
The following correction was made in the minutes of April 3, 1990:
Under the heading REFERRAL-INTERSECTION OF ROCKINGSTONE & MOUNTAIN AVE. , in
the first paragraph, second sentence, the word several should be changed to
the word two.
Mr. Ryan stated that he finds the minutes objectionable and only negative
comments are noted. He stated that he is aware that the secretary does not
agree with some subjects and accused her of purposefully slanting the minutes.
Mr. Zavell stated that he does not agree with this statement.
S The minutes of April 3, 1990 were approved with the correction on a four
to one vote. The vote was as follows: Motion to approve-Mr. Mari, second-
Mrs. Magazino, aye-Mr. Zavell, aye-Mr. Kenny, aye-Mr. Math, nay-Mr. Ryan.
DISCUSSION - COMMITTEE VS. COMMISSION
A memo was given to committee members from the Town Attorney which outlines the
limits set on a commission without a referendum. Mr. Ryan read
from the memo and explained that a commission is limited in four areas.
He went on to explain those areas and their relation to this committee.
Mr. Zavell asked Mr. Chapin the Town Board reaction to making this committee
a commission. Mr. Chapin stated that this came up at a work session and
the general feeling of the board members was that there are limits to a commission
and they would like to stay with the status quo. Mr. Chapin suggested that the
Town attorney attend the next meeting of the traffic committee.
Mr. Ryan suggested that a Traffic Commission can have it's own attorney with
expertise on traffic law. Mr. Mari stated that he felt Mr. Silverberg is
an excellent attorney. Mr. Chapin agreed.
After further discussion regarding the memo, it was agreed that the committee
needed clarification. Mr. Zavell asked that the Town Attorney attend the next
meeting.
FIRE LANE ORDINANCE
® Mr. Zavell asked Commissioner Dallas for his input on this issue. Commissioner
Dallas stated that the Fire Department has not contact the Police Department as
of this time. At this time, the Police Department may not go onto private
property and issue a summons for parking in a Fire Zone. The Commissioner

further stated that the committee needs to settle on a word of choice, either
Fire Lane or Fire Zone.
Mr. Chapin stated that the intention is to make the law enforceable by the
Police Department. He stated his concern for the impact on parking if new
fire lanes are to be designated.
Mr. Mari stated that some of the listings supplied are new as fire zone designations.
Mr. Ryan stated that he feels thirty five of the listed locations are questionable
as fire lanes. Mr. Mari asked how much distance is required to designate a
fire zone.
Mr. Chapin stated that he would like the fire chief to be present for this
discussion and would like to know the impact on parking.
Commissioner Dallas suggested that a subcoiurnittee study this issue with the
fire chief and town attorney.
It was agreed that Richard Mari will represent the traffic committee on the
subcommittee which should include the fire department, building department,
fire inspector and the town attorney.
The committee along with the town liaison stated their disappointment with
the presentation of this ordinance. Mr. Math suggested that there had not
been enough preparation done before the presentation.
CROSSWALKS NEAR STS. JOHN AND PAUL CHURCH
Mr. William Byrne of 19 Villa Road addressed the committee. He has sent letters
to the town board stating his concern that there is no crosswalk on Heather
Lane, Maple Hill Dr. or Weaver St. at this intersection. He compared the
area to other schools.
Mrs. Magazino stated her agreement with Mr. Byrne. She suggested moving the
traffic light on Weaver, Myrtle and Cooper to Maple Hill and Weaver St. She
further suggesed a fence could be put across the entire area on Heather Lane
which would change school traffic to the back of the building rather than
Weaver St.
Mr. Ryan read from the ordinance governing State roads and explained that
the State D.O.T. must give their approval of the installation of signs, etc.
on this road.
Mr. Mari would like the State D.O.T. contacted with the request for a cross
walk on this street. He would also like to know how much traffic there is
behind the building. He further suggested a crosswalk warning sign placed
on Weaver St.
Commissioner Dallas stated that he has contacted the State regarding a cross-
walk at this point, but pointed out that a crosswalk on Weaver St. , at this
point in the curve of the road might be more dangerous than it now is. We
may be creating a hazardous condition.

Mr. Chapin stated that Mr. Byrne would like to see a safer area here. He
asked that Commissioner Dallas look over this area and come back with a
recommendation for making the area safer. Mr. Math stated his agreement
with this suggestion.
Mr. Ryan stated that he feels strongly that no parking should be allowed on
Weaver Street. The Commissioner agreed with this and stated that he will
contact the parish council regarding this.
Mr. Chapin asked if there should be a blinking light on Weaver St. going
south and school zone signs.
Mr. Kenny stated that he does not feel a blinking light along with a crosswalk
is enough for this area.
It was agreed that this will come up at the next meeting.
HANDICAPPED PARKING-RICHBELL RD.
A resident of the area has stated that there is a need for handicapped parking
in this area with many handicapped people.
Mr. Mari stated that he does not feel there is a need for a handicapped space
in this area.
Mr. Ryan suggested that the committee for the disabled or community services
may be able to establish if there is a need in this area. He asked that we
have them do some research since we do not know what the demand is.
Mr. Zavell agreed that he would like to see a comment from community services
along with a letter sent to the author of the requesting letter suggesting he
contact the management of the building.
Commissioner Dallas feels letters should be sent from Acres residents requesting
the grass area be cut into for a handicapped spot.
Mr. Chapin stated that if it is decided that a space be designated handicapped,
we might have the Town follow up to see if the space is used.
REPORT ON REVIEW OF PROPOSED OVERNIGHT PARKING ORDINANCE BY THE TOWN BOARD
Mr. Chapin brought the message from the town board that they have some concerns.
It was decided that this should be discussed in public and then decide if it
should go to a public hearing.
Mr. Math stated that this committee would like to see the overnight parking
ordinance followed up on.
Mr. Zavell asked Mr. Math to follow up on getting the names of the people
who have shown interest in overnight parking, both pro and con, and see to
it that they are notified of the meeting date. Mr. Math will use the index
and will be assisted by Mr. Chapin. The comnittee will be notified of the date.

REPORT ON REVIEW OF PROPOSED OVERNIGHT PARKING ORDINANCE BY THE TOWN BOARD (cont. )
Mr. Ryan stated that he believes the town council is correct in having a
public discussion to clarify some information. He feels we must have an
accurate listing of existing exempt streets and verification of the distance
of the ,drieway of 1829 Palmer Ave. to the Larchmont Municipal Parking Lot.
ROCKINGSTONE AND MOUNTAIN AVE.
Mr. Chapin reported that Mr. Altieri is still working on this item with Mr. Davis
and the town attorney.
NEW BUSINESS
STOP SIGN AT DUCK POND
Mr. Ryan stated that he feels strongly that the stop sign at the duck pond
should be moved to the crest of the hill where it was originally decided that
it should be positioned.
Commissioner Dallas stated that the stop sign allows one to stop at the break
in the wall which is where children cross.
It was reported in a message from Mr. Altieri that the decision has been
made that the stop sign shall remain where it is.
NEXT MEETING DATE
Mr. Chapin assured the committee that the town administrator, town attorney,
fire chief, town liaison and the police commissioner will be present at the
next meeting.
It was agreed that the next meeting date of the traffic committee would be
on Tuesday, June 26, 1990 at 8:00 p.m.
ADJOURNMENT
On a motion from Mrs. Magazino, seconded by Mr. Kenny and carried unanimously,
the meeting adjourned at 11:10 p.m.
