HomeMy WebLinkAbout1992_05_19 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD TUESDAY, MAY 19, 1992 IN THE SENIOR CENTER OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. ALSO PRESENT: Paul A. Ryan, Town Board Liaison Paul Munch, Police Chief Stephen V. Altieri, Town Administrator The Chairman called the meeting to order at 8:05 p.m. . He introduced the members of the committee and explained the purpose of the committee to those present. APPROVAL OF MINUTES On a motion from Mr. Lobl, seconded by Mrs. Black, the minutes of April 7, 1992 were approved as written. SELECTIVE ENFORCEMENT AND SIGNAGE - ROCKLAND AVE. Chief Munch distributed copies of the Police Department report which included a review of signage on Rockland Ave. along with a diagram of existing signs. The report noted the signs which needed replacement and included a speed survey during selective enforcement periods. Chief Munch spoke with the owners of Suburban Carting who agreed that their trucks would no longer traverse Rockland Avenue. Resident Jane Paget of 14 Orsini Drive stated that visibility is hindered at the intersection of Rockland and Hickory Grove Dr. due to overgrown shrubbery. Chief Munch will have an officer look over this intersection. The following motion was made by Mr. Lobl, seconded by Mr. Mari and carried unanimously: Upgrade signs as needed and recommended by the Police Department in their report of May 18, 1992 regarding Rockland Ave. . Exclude "no thru trucks" signs until further study is done. REQUEST: SCHOOL CROSSING GUARD - MURRAY AVENUE SCHOOL Parents from Murray Ave. School stated their concerns for the safety of children crossing at the intersections of Colonial and Murray Avenue and Vine and Forest. A lengthy discussion took place with the following issues raised: Shelly Schaefer of 35 Villa Rd. , Safety & Health Chairperson from Murray Ave. School stated that vehicles do not stop at the crosswalks at these intersections. Mary Lou Baiocco, Co-President of Murray Ave. PTA stated that if there were crossing guards at these intersections it would help with the traffic congestion on Damon Terrace since more parents would allow their children to walk to school rather than feel the need to drive them. She further stated that more parking was removed on Damon Terrace for a Fire Zone. Pat Sullivan of 207 Weaver St. stated that children walk between cars stopped on Colonial waiting to make a left onto Murray Ave. Mrs. Kenny of 276 Rockingstone Ave. stated that she would like to see enforcement of the existing stop sign at Vine and Forest. Jackie Purcell of 41 Echo stated that crossing guards would discourage children Town of Mamaroneck Traffic Committee May 19, 1992 Page 2 REQUEST: SCHOOL CROSSING GUARD - MURRAY AVENUE SCHOOL (cont. ) from crossing Murray Ave. at Colonial Ave. which is hazardous. Emily Irving of 49 Maple Hill Dr. stated that cars do not yield to her at Colonial Ave. when she walks a group of children to school. Chief Munch shared the results of the counts of children crossing at each intersection in question. He further stated that he has met with Dr. Dreier and Caroline Silverstone and has the following suggestions: Consider student aides to escort kindergarteners into the building so parents will not have to park. Relocate the bus stop further down Damon Terrace towards Forest Ave. Selective enforcement of the stop sign at the crosswalk on Forest at Vine. Chief Munch further stated that Murray Ave. has three crossing guards at present. He would like to see the safety program implemented between the Youth Officer and the children at Murray Ave. . He would like to implement these ideas before adding additional personnel, the cost of which may be prohibitive. After discussion, the committee agreed that they would like to see these ideas implemented and have an update available from the Police Department for the next meeting. They further agreed that, due to school closing in June, this should be put on the agenda again in September. VISUAL OBS'1'HUCTION - MURRAY AVENUE AND ECHO AVENUE Residents have signed a petition to have the hedges trimmed at the difficult intersection of Murray Ave. and Echo. The lot in question is 97 Murray Ave. Many residents spoke on the subject of the difficulty of traversing this intersection. Many concerns were raised. Some suggestions were to install a traffic light at this intersection since some residents remember that a light was there in 1952 and was not replaced when it was hit by a car. Another suggestion was to move the stop sign from Maple Hill to Murray Ave. at the corner of Echo. Chief Munch asked residents if there would be a great hardship if Echo was made a one way from Murray Ave. to Hillside. After discussion, Mrs. Black asked for accident statistics for this intersection. Chief Munch will supply them for the next meeting. The committee agreed with the Police Chief that the County may share in the cost of any change at this intersection since Murray Ave. is a County road and sets limitations on it. The following motion was made by Mr. Lobl, seconded by Mr. Leitner: Appropriate personnel should check into the limitations set by the County on this road and see if the County will include this problem in their study of Murray Ave. The conauittee would also like to hire our own traffic engineer and hear his suggestions. The vote was as follows: Mr. Lobl-aye, Mrs. Black-aye, Mr. Leitner-aye, Mrs. Magazino-aye, Mr. Mari-aye, Mrs. Odierna-nay. The motion passed by majority vote. REPEAL OF TRUCK BAN - MYRTLE BOULEVARD Residents of Myrtle Blvd. cited several reasons to keep the truck ban on Myrtle Blvd. such as traffic from train station, difficulty of a truck negotiating a right turn onto Myrtle from Weaver St. plus the existing traffic on Myrtle Blvd. Mr. Ryan explained to residents that this was a fact finding mission. (cont. ) After discussion, the committee agreed that they would like a list of the streets which have an existing truck ban and the reasons why the ban was placed. Mr. Lobl assured residents that if, after that information was received, there was overwhelming support to remove the ban on Myrtle Blvd. , residents would be notified before the Town meeting. DISCUSSION-ON STREET PARKING-CHATSWORTH APARTMENTS, STONECREST AND CARLETON HOUSE AREA After discussion, it was agreed that Chief Munch will contact the writer of the letter requesting parking and explain the legality of the situation. DISCUSSION-THREE HOUR PARKING LIMIT-MURRAY AVE. & WASHINGTON SQ. After a short discussion, Mrs. Black asked that this be adjourned to the next meeting date since residents were not present and she would like to give this more thought. TEMPORARY PARKING REGULATIONS A memo was received from the Police Department requesting the right to declare an area off limits to parking for a limited period if necessary. After discussion, the committee agreed unanimously to approve the Police Department request and asked that the Town Attorney write the law. PARKING - BLOCK BUSTER VIDEO The Town has a meeting set with Block Buster Video regarding this problem. After discussion, Mr. Mari made the following motion: Change the signs along Hommocks Road at Block Buster Video to read NO STOPPING ANY TIME. The motion was seconded by Mr. Lobl and the vote was as follows: Mr. Lobl-aye, Mrs. Black-aye, Mr. Leitner-aye, Mr. Mari-aye, Mrs. Odierna-aye, Mr. Magazino- abstain. The motion was carried by majority vote. NEW BUSINESS CORNER OF FOREST AND MURRAY AVE. Mr. Beninati of 272 Murray Ave. requests no parking near the corners in question. He feels the problem has increased since the Murray Ave. school playground has been upgraded. Chief Munch stated that there should be no parking within 15 feet of the intersection. Mr. Lobl asked that the Fire Department look at this intersection and give their recommendations at the June meeting. OVERNIGHT PARKING Madeline Stier of East Drive gave her request for overnight street parking due to a hardship. After discussion the committee determined that there is enough physical space to park cars on the property, although it is inconvenient. The committee agreed that this does not meet with the hardship guidelines and the request was denied unanimously. ADJOURNMENT There being no further business, on a motion by Mr. Mari, seconded by Mr. Lobl and carried unanimously, the meeting adjourned at 10:45 p.m.
