The meeting was called to order at 8:07 p.m. by the Chairman of the Committee
APPROVAL OF MINUTES
Chairman Lobl made a motion to accept the minutes of the March meeting and the minutes of the
January meeting. Amendments to the minutes are as follows:
January minutes -Parking Ordinance/Drop Off Zone Murray Avenue
The resident at 277 Murray Avenue is Richard Zweig, the secretary taking the minutes at the
January meeting could not get the name of the resident at 270 Murray Avenue
April minutes - Nancy Angiulo opposed the motion to abolish the temporary handicapped
parking spaces on Murray Avenue that were created during the reconstruction of the Murray Avenue
Bridge.
1. Proposed Re-decking of Chatsworth Avenue Bridge and Chatsworth Avenue Parking
Lot
Town staff will be meeting on Thursday, May 18, 1995 to discuss the re-decking. During the week of
May 22nd a meeting will be held with all agencies to coordinate the project. Although the project
will not start until 1996, bids for the project will be let in July of 1995. There will be no construction
work performed in the Town, however, traffic flow will be impacted especially on streets such as
Myrtle Boulevard and North Chatsworth Avenue. Mr. Leitner expressed concern about the traffic on
North Avenue which is a one way street. North Avenue could be made into a two way street with no
left hand turns during the period of re-decking. There were also concerns about the upper parking
deck when the ramp from Myrtle Boulevard is closed - how would the traffic flow in and out.
Temporary arrangements would have to be made like decreasing the signal light phase at Myrtle
Boulevard, however, Mr. Altieri stated that pedestrians already complain that the phasing is not
enough. Because there are four phases of construction, Councilwoman O'Flinn suggested that
commuters be made aware of what each phase is doing and the new traffic routes. Will parking
restrictions be changed for commuters? No parking signs should be properly displayed so that
commuters do not park in spaces designated for three hour spaces for shoppers. Signal lights should
be coordinated so that there is a smooth flow of traffic with no back ups. It was suggested that the bus
company be contacted to increase their service transporting commuters to the train station for that
period. The Town's next news letter will apprise the Town residents of the upcoming construction
work. Mr. Altieri will report back to the Traffic Committee the results of the meeting with the Village
of Larchmont and the Thruway Authority.
3. 1420 Boston Post Road - J. B. Tiptons Restaurant
Mr. John Caldararo appeared along with his architect concerning the above referenced restaurant
seeking a special permit application from the Planning Board. Basically the parking arrangements
will be the same as the former restaurant Casey's. During evening hours, cars will park across the
street behind Echo Leasing and patrons will have to cross the Boston Post Road to enter the
restaurant. It will not be a family style restaurant but will cater to steak and lobster dinners.
During 1989 and 1990, two people were killed attempting to cross the street at that location. The
Police Department produced records showing that twenty-nine minor car accidents have occurred
since 1989 with no injury to people. The restaurant will make every effort to inform patrons that the
safest way to cross the street is to go to the traffic signal light by posting signs inside the restaurant.
Push to walk buttons are on the traffic light poles on both sides of Boston Post Road. It was
suggested that larger signs be posted by the State of New York alerting pedestrians that pushing the
button will activate the red light to safely cross the street. The push button by the restaurant is on the
traffic light pole while the push button on the opposite side of the street is on a separate pole about
five feet from the traffic light pole.
David Lobl reported that the sign on Rockingstone Avenue and Forest Avenue was only up for a day
and is now gone.
Motorists are having difficulty getting in and out of the Chemical Bank driveway at Weaver Street and
the Boston Post Road. It was suggested that a sign be posted not to block the bank's driveway.
Painted lines at the Village Square shopping area should have a gradual shifting of traffic making a
smoother transition of traffic flow. The same should be done at the Edwards Shopping Center
roadway on the Boston Post Road.
There being no further business to come before the Traffic Committee, the meeting was adjourned at
8:50 P.M.
