HomeMy WebLinkAbout1998_03_31 Traffic Committee Minutes TOWN OF MAMARONECK TRAFFIC COMMITTEE Meeting Minutes Tuesday, March 31, 1998 A regular meeting of the Town of Mamaroneck Traffic Committee was held on March 31, 1998 in the Town Court Room, 740 W. Boston Post Road,Mamaroneck,New York. The meeting was called to order at 8:10 p.m. Members Present: Nancy Angiulo David Lobl, Chairman Richard Mari Camille Odierna Members Absent: Pincus Leitner Brian Morris Frank Vozza Others Present: Stephen Altieri Town Administrator Lt. Robert Reynolds Town Police Liaison Phyllis Wittner Town Council Liaison 1. Approval of Minutes: The minutes from February 10, 1998 were approved with corrections from members. Old Business 2. Intersection of Lafayette Road and Huguenot Drive (last discussed at the 2/10/98 meeting) - Motorists are not stopping at this intersection. - The Committee agreed that changes in the landscaping configuration, recommended by the Beautification Committee, may alleviate the problem. However, changes or additions to signage and reconfiguration of the island will remain under consideration until this matter is resolved. Traffic Committee-3/31/98 Pg.1 - R. Reynolds stated that this intersection is already a priority enforcement area, however it can be moved up on the list. 3. Morning Traffic Congestion - Murray Avenue School (last discussed at the 2/10/98 meeting) - R. Reynolds stated that persons dropping children off at the official drop off zone are not using the drop off zone properly. This issue, combined with the large number of vehicles that access the school and drive through this area in the morning, constitute the majority of the problem. - The Committee agreed and stated that the 10-15 minute backup is a difficult problem to remedy because of the volume of cars involved. The Committee continued by stating that the parents and volunteers helping children and assisting traffic appear to be working sufficiently and additional regulations or signage will not alleviate the problem. 4. Parking on Hommocks Road (last discussed at the 2/10/98 meeting) - Peggy Miralia, who resides at 210 Hommocks Road, stated that the Hommocks Road parking problem is its worst in the afternoon and during weekend events. She commented that people park there cars everywhere including in the Blockbuster Video parking lot, in front of hydrants and no parking signs, all along the road and, although it is seldom at full capacity, in the school parking lot also. She also stated that there are people constantly making U-turns and occasionally driving the wrong way down Old Hommocks Road. She suggested that perhaps it would be beneficial to have more crossing guards and a better directed route for the children to walk (using painted crosswalks) because as it is now, there are groups of children walking in every direction which creates a hazard for everybody. - Larry Miralia, who also resides at 210 Hommocks Road, suggested that if roadside parking is to be allowed, the road should be widened because in order to pass parked vehicles you now have to cross over the road centerline; this creates a hazardous situation. Mr. Miralia also proposed placing a small fence along the road and directing children (using crossing guards, crosswalks, etc.) to walk on the outside of the fence to keep them out of the road. - Mr. and Mrs. Miralia also suggested the following: people should not be allowed to park on the school side of the road because this is a blind corner, enforcement should be increased and parents should be directed to use the available parking lot. - The Committee stated that the school should accept some responsibility in alleviating this problem. In order for any efforts to be effective, the Town must have cooperation from the Board of Education. - R. Reynolds suggested the following: the PTA be contacted and involved, orange cones along the roadway be re-installed during problem hours, a crosswalk be painted on the road, one hour parking be allowed on the field side of the road and an officer be placed in the area to help educate residents. Traffic Committee-3/31/98 Pg.2 - The Traffic Committee hereby made the following recommendation: One hour parking will be allowed on the east side of Hommocks Road from the curb indentation down pa the field and on the west side of Hommocks Road there will be no parking or standing anytime. 5. Traffic Signal - North Chatsworth Avenue/Murray Avenue/Myrtle Boulevard (last discussed at the 6/26/97 meeting) - The Committee stated that the light cycle should be shortened. Currently the arrow on Murray going onto Myrtle stays green for 45 seconds. - Lt. Anderson that shortening the cycle may also shorten the walk signal, which is already fast. - S. Altieri stated that he would speak to somebody at Verdi Electric about remedying this situation and possibly changing the cycle length. He will report back to the Committee at the next meeting. New Business 6. Parking on Burton Road - The Committee stated that overnight parking is permitted on Burton Road. - The Committee stated that it would repeal the "No Parking Between Signs" on the eastern end of Burton Road. - A brief discussion ensued and the Committee decided that on Palmer Avenue, Burton Road and Richbell Road the "No Parking" area will not be enforced next Wednesday and Thursday (4/8 and 4/9), until paving of Larchmont Acres is completed. 7. Diagonal Parking on Myrtle Boulevard - S. Altieri stated that the diagonal on-street parking will be metered short term and the lot will be long term parking (with meters also). - The Committee stated that many people violate the current parking regulations and inquired what the time limit would be for the diagonal parking. - S. Altieri stated that the proposed time limit would be 2-3 hours. He also stated that a few spots will be made available for 15 minute parking. - The Committee commented that the proposed plan provides ample space for passing motorists, however at the intersection the addition of diagonal parking will constrict the roadway entrance which may impede traffic. The Committee also stated that left turns into the angled parking spaces should not be permitted. Traffic Committee-3/31/98 Pg.3 - The Committee decided that this matter should be discussed at the next Traffic Committee meeting when S. Altieri agreed to bring additional information for discussion. Member Reports - Several members of the Committee inquired whether the recommendations for the parking/ signage for the Murray Avenue bridge have been followed through yet. S. Altieri stated that he would find out before the next meeting. The meeting was adjourned at 9:45 p.m. The next scheduled Traffic Committee meeting will be held on May 5, 1998.
