The Chairman called the meeting to order at 8:05 p.m. . Mr. Zavell explained the
purpose of this committee to those in attendance and introduced the members of
the Traffic Committee.
APPROVAL OF MINUTES
On a motion from Mr. Math, seconded by Mr. Mari and carried unanimously, the
minutes of February 25, 1991 were accepted with the following correction:
Under UPDATE-TRAFFIC ON BURTON RD. correct the spelling of the resident's
name to read Mike Mele.
NEW MEMBER TO TRAFFIC COMMITTEE
Mr. Zavell introduced and welcomed Susan Morehouse as a new member to the
Traffic Committee.
FOUR HOUR PARKING-NEW JEFFERSON ST.
Agnes Durand of 21 N. Chatsworth Ave stated that since there was a shareholders
meeting which conflicted with the Traffic Committee meeting, many members of
her building could not be present. She stated that it would be inconvenient
for residents of the building if the 4 hour parking limit were approved. She
feels the alternate side of the street parking for street cleaning makes parking
difficult for residents. There are few parking spaces available to the residents
until the commuters leave in the evening.
Jim Sutterlin, Vice President of the co-operative Board at 17 N. Chatsworth
stated that there are 78 apartments in this building with 12 parking spaces.
If this change were made, it would eliminate the last possible parking spaces
for residents. He felt it does effect the price one can get for the apartments.
Phil McEneny, Vice President of the Board representing #1 and #3 Washington Square
stated that he agrees with the previous speakers and there is not sufficient
parking spaces at the building. Residents would bear a greater hardship if
this change were to be made.
Heather Macley of 1 Washington Square stated that she has concerns of any
further parking restrictions on New Jefferson Street.
Greg Harrison of 17 N. Chatsworth Ave. stated that he agrees with the residents
who spoke previously and would like to hear any recommendations from the committee
for those residents who live in the area and commute.

Mr. Altieri stated that the area includes many people's concerns-residents,
businesses, shoppers, etc. The intention of limiting parking on New Jefferson
St. is to discourage commuters from using these spaces. He stated that it is
possible to put the four hour restriction in effect from noon to 4:00 p.m. .
Mr. Zavell polled the committee. Mrs. Magazino stated that the residents
would not benefit from this as originally planned. Mrs. Morehouse agreed
that this solution would not help the residents as intended. Mr. Mari stated
that he feels this is the last area left to residents to park. They would
have no where to put there cars for three hours. Mrs. O'Flinn stated that
commuters may be using New Jefferson St. to park, but it is obvious from those
in attendance that the residents are also using New Jefferson St. to park.
After discussion, the committee unanimously opposed making New Jefferson Street
four hour parking from 8:00 a.m. to 5:00 p.m.
UPDATE-BURTON ROAD
Mr. Altieri reported that there was a meeting on March 7th with both acres and
Burton Rd. residents along with School District personnel. The School District
has asked that this problem be dealt with further after they finish preparations
for a difficult budget. At that time they would like to meet further.
William Hart of 726B Larchmont Acres asked if there would be a discussion
regarding making Burton Rd. a one way. Mr. Altieri stated that this was not
in front of this committee.
Mr. Michael Salem of Larchmont Acres stated that a letter from the Principal
has been sent home with Central School children asking parents not to use the
Acres parking lot for pick up or drop off for school. The parents use Acres
residents parking spaces for this purpose.
It was stated that parking on the East side of Palmer Ave. at the intersection
of Burton Rd. causes a visual obstruction as you leave Burton Rd.
The cuuuuittee discussed eliminating one parking space on Palmer Ave. at Burton
Road. Mr. Mari stated that he would agree with eliminating a visual obstruction
at this intersection with the suggestion that a space be added at the end of
Burton Rd. near the Acres hill. The committee agreed to add the recommendation
of an additional parking space at the end of Burton Rd. to next month's agenda.
Mr. Math asked if a full space would have to be eliminated. Commissioner Dallas
stated that he will look at the site and take away the smallest amount of
footage possible if the committee decides to eliminate the obstruction.
Mr. Mari made the following motion: Eliminate one parking space (approximately
18 feet) exact distance to be determined by the Police Commissioner, on the
East side of Palmer Ave. South of Burton Rd. The motion was seconded by Mr. Zavell
and the vote was as follows: Mr. Mari-aye, Mr. Zavell-aye, Mrs. Morehouse-aye
Mrs. Magazino-aye, Mr. Math-abstain. The motion carried by majority vote.

PARKING-MURRAY AVE. BETWEEN COLONIAL AVE. AND FOREST AVE.
Since there were no residents present to address this issue, it was agreed to
put this on the April agenda.
HANDICAPPED PARKING-LOT #3
The resident who wrote addressing this issue asked that it be deferred until
the April meeting.
REQUEST TRAFFIC SIGN-HOMER AVE AND ORSINI DR.
Charles Wareing of 21 Orsini Dr. stated that he was unclear of the reason for
the stop sign request.
Mr. Zavell asked Commissioner Dallas if there had been a large number of
accidents reported at this site. The Commissioner responded that one or two
accidents would not be a warrant for a stop sign and recommends against one at
this site.
Mrs. O'Flinn stated that she feels the shrubbery causes a visual impairment
at this site. At the request of the committee, she stated that she would wait
a few weeks until the greenery filled in on the hedge and would then feel
comfortable approaching the resident with a request to trim the hedge.
Mr. Mari stated that a yield sign with the word YIELD painted on the street
on Orsini Dr. at the intersection of Homer would be more appropriate than a
stop sign. Commissioner Dallas stated that Homer Ave. has the right of way
at this intersection.
After discussion, Mr. Zavell made the following motion: In all due respect to
Mr. Archer's concern, the committee does not feel any sign should be erected
at this intersection. The motion was seconded by Mrs. Morehouse and the vote was
as follows: Mr. Zavell-aye, Mrs. Morehouse-aye, Mrs. Magazino-aye Mr. Math-aye,
Mr. Mari-nay. The motion carried by majority vote.
NEW BUSINESS
MURRAY AVE
Mr. Altieri stated that he needs direction from the committee regarding scope
of the study desired regarding truck traffic on Murray Ave. It was agreed
to put this on the April agenda. Mrs. Magazino reported that she has called
the interested parties and explained that the road will be pave in May.
PARKING METERS
Mrs. O'Flinn stated that the Town Board approved the change in parking meters
in lot #2 and lot #3. She thanked the sub-committee for their extensive report.
STREET CLEANING
Mr. Mari stated that the Village of Mamaroneck does not schedule street cleaning
every week and this might be something to look into. Mr. Altieri feels it is
important to have flexibility in the street sweep schedule. There will be a
meeting held on April 3 regarding alternate side of the street parking for cleaning.
N. CHATSWORTH AVE. INTERSECTION
Mr. Math restated his concern regarding the safety of going straight from the

left lane on Myrtle Blvd. across N. Chatsworth Ave. He would like to see the
right lane have the option of going straight ahead or make a right turn.
Commissioner Dallas stated that there is no data to substantiate the change.
MISSING TRAFFIC SIGNS
Mrs. Magazino reported that the sign designating Route 1 with an arrow on
Weaver Street is missing.
Mr. Mari reported that the signs on Weaver St. regarding parking across from
St. Johns and Pauls Church are missing.
NEXT MEETING DATE
It was agreed that the next meeting date will be Tuesday, April 30th at 8:00 p.m.
ADJOURNMENT
On a motion from Mr. Zavell, seconded by Mr. Mari, the meeting adjourned at 10:05 p.m.
