Altieri Town Administrator Lt. John Anderson Police Department Phyllis Wittner Town Board Liaison Overnight Parking Exemption Policy The Chair introduced this item as part of the discussion of overnight parking on Blossom Terrace. Lt. John Anderson then presented information regarding overnight parking exemptions /*` issued over the last year. The information provided, showed a number of residents that continually obtained overnight parking exemptions. After presentation of the data, the Chair allowed people in the audience to speak on the issue. Mr. Phillip Lombardo 3 Blossom Terrace He said that his concern was for cars parked overnight in front of his home. He would prefer to have the exemption be for one night only. Marguerite Roma Blossom Terrace She stated that cars parked on Blossom Terrace presented a hazard to vehicular traffic and there were many children that play on the street. After further discussion, the Committee considered limiting the number of exemptions that could be granted by the Police Department in a calendar year. On motion by David Lobl, and second by Frank Vozza it was unanimously Resolved that the overnight parking exemption policy be amended to allow a maximum of twelve (12) parking exemptions per calendar year. The Town Administrator said that staff would redraft the policy and return it to the Committee for final review at the April meeting. Page Two Traffic Committee 3/12/96 Application of James Gaita 17 North Chatsworth Ave. Mr. James Gaita appeared before the committee as a referral by the Zoning Board in connection with an application for a variance. Mr. Gaita stated to the committee that he has applied for a variance to operate an architect office in a coop currently used for residential purpose. The applicant further said that at this time there was no available parking in the building or available in the Town's permit lots. According to Mr. Gaita, there will no employees other than himself and that clients rarely visit the office. The committee has been asked to consider the traffic and parking impacts of this application. Based upon the information provided to the committee, they have found there to be no impact upon traffic and parking. The Town Administrator will communicate this finding to the Town Building Department. Request for Dead End - Howell Park Association Mr. Jan Gould and Mr. Kirk Palmer appeared before the committee to request that a dead end be established at the intersection of Howell Ave. and Weaver St.. The residents sited the fact that Carleon and Howell Ave. are used as a short cut to avoid the traffic signal at Weaver St. and Palmer Ave.. Their concern is that the additional traffic poses a hazard in the neighborhood. The committee expressed reservations about closing off streets in Town. The Chair said that there were many examples of roads used as shortcuts between streets. The committee considered alternatives such as establishing Howell Ave. as a one-way street and to prohibit left hand turns onto Howell Ave. from Weaver St.. After further discussion the committee chose the following action. Consideration of the dead end street will be deferred to the next meeting to allow for information from the Town's police, highway, and fire departments. The committee did decide to proceed with a recommendation to prohibit left hand turns onto Howell Ave. from Weaver St.. On motion by Richard Mari and second by David Lobl it was unanimously Resolved, the Traffic Committee recommends that left turns be prohibited from Weaver St. to Howell Ave. The Town Administrator will notify the New York State Department of Transportation of the recommendation. Parking on Howell Ave. Susan Leon of Howell Ave. appeared before the committee to request an extension of the existing three hour parking ordinances that exists on Carleon Ave. Ms. Leon said that commuters using the train station park on her section of the street. Page Three Traffic Committee 3/12/96 The committee discussed the request and took the following action. On motion by David Lobl and second by Pincus Leitner, it was unanimously Resolved, that the Traffic Committee recommends that a parking ordinance be established on Howell Ave. between Carleon Ave. and Hawthorne Rd. limiting parking to three hours Monday- Friday 9:00am -5:00 pm . Garthchester Realty - Request for Traffic Signal Mr. Larry Greenberg of Garthchester Realty submitted a letter regarding the intersection of Washington Square and Madison Ave. . The letter said that due to traffic volume on Madison Ave. it was difficult to make left turns onto Madison Ave.. A traffic signal was requested to resolve this problem. After discussion of this matter, the committee decided that the volume of traffic would not warrant a traffic signal. Also, a signal may create traffic backups near the Thruway entrance and at the corner of Madison Ave. and Myrtle Boulevard. The committee did however decide to revisit this matter after the reconstruction of the Thruway. Approval of Minutes -January 23, 1996 The committee noted corrections to the minutes and on motion by David Lobl and second by Frank Vozza it was unanimously, Resolved, that the minutes of the meeting of January 23, 1996 are approved as corrected. Other Items The Chair would like to consider at the next meeting the relocation of the school bus stop on Daymon Terrace and as part of that discussion would like an estimate to widen Daymon Terrace between Senate Place and Colonial Ave. The next meeting will be Tuesday, April 16, 1996. There being no further business, the meeting was adjourned. 0
