HomeMy WebLinkAbout1994_03_01 Traffic Committee Minutes I 1 MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD TUESDAY, MARCH 1, 1994 IN THE COURT ROOM OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: David Lobl, Chairman Nancy Angiulo Pincus Leitner Richard Mari Camille Odierna Frank Vozza Deirdre Black ALSO PRESENT: Stephen V. Altieri, Town Administrator Valerie Moore O'Keeffe, Liaison from Town Board i Lt. P. Anderson, Police Department Cindy Giraud, Recording Secretary The chairman called the meeting to order at 8: 00 p.m. He introduced the Committee members and explained the purpose of the committee. APPROVAL OF MINUTES On a motion from Mr. Lobl, seconded by Mr. Pincus Leitner the minutes of February 1, 1993 were approved with the following corrections: absent member was Deirdre Black was not listed, and on the first page at the bottom the word "board" has a small "b" should be capital "B" . OLD BUSINESS Traffic Light Weaver Street/Quaker Ridge Road The Traffic Committee received a copy of a two letters, one written from Stephen Altieri, Town Administrator to Charlene Indelicato, City Manager of New Rochelle and a letter from Charlene Indelicato answering Stephen Aliteri's letter. The City Manager reported that they are in the process of taking bids for the traffic signal modification and anticipate the work to begin in the Spring of 1994 . Mr. Lobl suggested that we re-calendar this for May to make sure that the work is being done. O Improving Safety on Weaver Street at the St. John & Paul School Mr. Byrne didn't attend this meeting. Deirdre Black will speak to Mr. Byrne on this issue and will report back to the Committee. I NEW BUSINESS Murray Avenue/Echo Lane and Hillside Road Mr. Lobl suggested that the Committee revisit the area, and to have Allan Davis' Proposal #3 and 6-15-93 minutes be reviewed. Old Hommock Road Lt. Anderson of the Police Department recommended that the direction of traffic should be reversed Old Hammock Road should be reversed should be reversed so that traffic will flow in a westerly direction. Mrs. Odierna made the motion to approve of this recommendation and Mr. Vozza seconded the motion. Vine Road Mrs. Anita Levur is requesting that Vine Road be made a one way street or have parking allowances only on one side. Mr. Lobl suggested that the Highway Department and Fire Department look into this and it will be placed on next agenda. Traffic Pattern on Murray Avenue Craig D. Samson appeared in front of the board, he is a parent of a first grade child at Murray Avenue School. Mr. Samson resides on Colonial Avenue, the street which intersect with Daymon Terrace running behind the school . The purpose of his appearance was to express his concern about the recent changes made to the traffic patterns at Murray Avenue. Bobbie Flynn, the co-president of the PTA president is also concerned with the dangerous traffic pattern at Murray Avenue. Mr. Lobl made the recommendation to have selective enforcement regarding the stop sign and to educate the parents at Murray Ave School. Weaver Street Firehouse Renovation A presentation was given by Stephen V. Altieri, Town Administrator, Pete Perciasepe of the Fire Department and John Sullivan of John Sullivan and Associates, architects for the renovation. Th4 presentation focus on two main issues which relate to traffic. 1. Traffic flow - Fire apparatus: The Committee was informed that there are five pieces of Apparatus in the firehouse, owned by the Fire Department. The Fire Department responded to 380 Calls last year as follows: 126 - of the calls are General and the ladder and the pumper truck are used 143 - calls 111 - false calls The Traffic Committee was informed that the Firehouse is outdated, being built in 1922 and not having been renovated since then. The Fire Department's five major pieces of equipment occupy the two present bays which face Weaver Street. The renovation will expand the number of bays to four, all of which will still face Weaver Street, with an expanded apron area, i.e. the driveway in front of the building. The northern-most bay will be created as a "drivethrough" , allowing vehicles to enter from the rear lot, which will eliminate the need to have the vehicles back into the bay from Weaver Street. It is intended that the largest vehicle, the ladder will occupy the drive through bay, which vehicle does not respond to every fire call. This should serve to minimize use of the Hillcrest Avenue by the Fire Department to enter the drivethrough. Moreover, the Committee was advised that the refueling of the vehicles will no longer take place in the rear lot and maintenance will be able to be performed on the apron. Since maintenance now takes place in the rear, the renovation project should decrease traffic flow around to the area of the Firehouse and it is anticipated that the renovation will serve to decrease traffic on Hillcrest and Edgewood Avenues. 2 . Traffic Flow - Rear Parking Lot: The parking lot is now only used by volunteers and organization using the second floor auditorium. The auditorium will actually be reduced in size; thus reducing the room's total occupancy. Nonetheless, even with a reduced auditorium, the building does not conform to zoning ordinances with respect to parking spaces. Therefore, the lot needed to be expanded and the renovated lot, as the Traffic Committee was told, incorporated the existing trees to continue to maintain a suburban setting. The Town will seek a zoning variances for the fewer number of parking spaces than is actually required. Also it was mentioned the fact that due to the left turn prohibition from Weaver Street on to Edgewood Avenue, parking lot traffic tends to flow from Hillcrest to Edgewood Avenue. The removal of the refueling station and maintenance should also decrease the use of the parking lot. Beth Colleary appeared on behalf of the residents who presented the Town with a letter dated March 1, 1994 expressing opposition and objections to the proposed renovation. All members of the Traffic Committee felt based upon the presentations made to them by the Town and its presentations at the meeting that the renovation project will benefit the Community and will decrease Fire Department traffic flow on Hillcrest Avenue and surrounding streets, and reduce congestion on Weaver Street. On motion, duly seconded the Traffic Committee unanimously expressed its support and approval of the proposed Firehouse Renovation. Meeting adjourned at 10: 55pm
