HELD ON TUESDAY, JUNE 4, 1991 IN THE COURT ROOM OF THE TOWN CENTER, 740
WEST BOSTON POST ROAD, MAMARONECK, NEW YORK 10543.

The Chairman called the meeting to order at 8:00 p.m. He introduced the
committee members and explained the purpose of the committee to those
present.
APPROVAL OF MINUTES - On a motion from Mr. Mari, seconded by Mrs. Morehouse,
and carried unanimously, the minutes of April 30, 1991 were approved with
the following corrections: On page 2, third paragraph from the bottom should
read 18 feet not 28 feet. On page 3, the second to the last line correct
to read ". . . Mrs. O'Flinn if signage would be needed."
EAST AND WEST BROOKSIDE DRIVE - To clarify the area where no parking should
be allowed on the bank of the brook, the committee decided: E. Brookside from
Briarcliff Rd. to Hickory Grove East. On West Brookside, the North side from
Clover Rd. to Hickory Grove West.
STOP SIGN-OAKDALE ROAD AND STRATFORD ROAD - Dorothy Rossman of 10 Oakdale
Road, Bobbie Flynn of 37 Bonnie Briar Lane and Diana Watson of 5 Oakdale
Rd presented their concerns as outlined in the petition received from the
residents. The request that a stop sign be placed at the intersection of
Staratford and Oakdale Roads on Stratford Road east side (woods side) of
the street in order to require a full stop of those vehicles proceeding North
on Stratford. Residents further request a "slow-children at play sign"
on Stratford Rd. at the intersection of Rebeau Dr.
After discussion, the following motion was made by Mr. Math, seconded by
Mrs. Morehouse and carried unanimously: The traffic committee recommends to
the Town Board that they support the residents petition and install a Stop
Sign on Stratford Rd. , the East side of the street, placement determined by
the Police Department.
In regard to the "Slow-children at play" sign, the committee discussed this
and decided unanimously not to install such a sign since it can not be
enforced and can be seen as a distraction to motorists.
REQUEST-NO PARKING 979 PALMER AVE. - Arthur Tisi of 979 Palmer Ave. stated
the difficulty he has experienced leaving his driveway and requests no parking
be instituted on Palmer Ave. on the side of the driveway so a clear site
line is possible.
The Police Department agreed that limiting parking on the North side of
the street for West bound traffic from the driveway would improve the condition.
The Police Chief further stated that the jurisdiction is clearly in the

REQUEST-NO PARKING 979 PALMER AVE (cont. ) - Village of Mamaroneck. After
discussion, it was agreed that the Town Administrators office will draft a
letter to the Village of Mamaroneck traffic committee with a copy to the
Village Mayor and the resident.
DRAFT GENERIC ENVIRONMENTAL IMPACT STATEMENT - The Town has been reviewing
the zoning of golf club properties and many areas it impacts. The traffic
committee has been asked to review the study with regard to the impact on
traffic.
The conauittee agreed on a sub-committee chaired by Richard Mari with David
Lobl and Rosemarie Magazino as members.
There will be public hearings for oral comments on June 17, 18 and July 1.
Written comments must be submitted by July 15. Mr. Altieri stated that the
consultant will respond to comments made orally and in writing.
LE'ITER OF PAMELA T. WASHINGTON - A letter was received regarding the number
of parking permits for metered parking sold in lot #1. Mr. Altieri reported
that the Town Clerk has responded to the resident and the matter has been
resolved.
REQUEST OF RESIDENTS - DEAN PLACE - Residents of Dean Place have requested
that their street be made a dead end street. The committee discussed this
and decided against making Dean Place a dead end street but agreed that a
sign be placed on the Boston Post Rd. directing traffic to Lorenzen Park
via Lorenzen street would be an alternative.
SPEEDING-ROCKLAND AVE. - In response to a letter received from Helen Swift of
97 Rockland Avenue regarding speeding on Rockland Ave. , Mr. Zavell stated
that this has been brought up on several occasions. Committee members
agreed that this is a difficult road to traverse.
Chief Munch recommended selective enforcement at this site and pointed
out that speeding has not been shown as a factor when it was checked.
The resident stated concern during summer months when Badger day camp is
open. She suggested the no parking sign near the entrance to the camp be
changed to no stoping or standing.
Chief Munch feels that if parents can not drop off children at this site,
it will cause traffic to back up onto Rockland Ave.
The committee agreed with the Police Chief. Signs will not be changed at
this location.
BLOSSOM TERRACE TRAFFIC/PARKING CONCERN - Chief Munch presented the residents
concern regarding difficulty at the T intersection with Palmer Ave.
After discussion, Mr. Zavell made the following motion: The Traffic Committee
recommends that a no parking here to corner sign be installed on the South
side of Blossom Terrace at a distance decided upon by the Police Dept.
The motion carried unanimously.

PARKING REGULATIONS-TOWN'S RIGHT-OF-WAY - In response to a complaint that
residents are parking overnight off the street but on the property in front
of their homes, the committe agreed that they would need a definition of Town
Streets. The Committee further decided to take no action since this is not
causing a traffic hazard.
NEW BUSINESS
SCHOOL ZONE - Linda Harrington of 742 Forest Ave. stated that the words
"SCHOOL ZONE" used to be painted on Forest Ave. at Weaver St. and has been
worn away. Mr. Altieri will check to see if this is defined as a school
zone by State DOT standards.
STOP SIGN-SHELDRAKE AND FOREST AVE. - A resident stated that a stop sign
has been removed from Sheldrake and Forest Ave. Steve Altieri will check
the Town code to see if a Stop sign was ever there. It will be put on the
agenda for the next meeting if there is no prior ordinance and Mr. Altieri's
offic3 will notify the resident.
OLD BUSINESS
FIRE LANE ORDINANCE- Mr. Mari asked the status of the Fire Lane Ordinance since
residents of Larchmont Acres West are concerned with cars parking in the
circle.
Mr. Altieri reported that the Town is reviewing this and hopes to have it done
by next month.
MURRAY AVE. - Mrs. Magazino stated that Murray Ave. was supposed to be paved in
May. This has not been done. Mr. Altieri will try to get in touch with the
State DOT office to see what the status is.
Mrs. Magazino would like to see no truck traffic on Murray Ave. The Committee
discussed this. Mrs. Magazino made the following motion: The Traffic
Committee recommends that commercial traffic be limited on Murray Ave.
The motion did not receive a second and no action was taken. It was agreed
to put this on the agenda for the next meeting.
NEXT MEETING DATE - It was agreed that the next meeting date for the Traffic
Committee will be June 25, 1991.
ADJOURNMENT - On a motion from Mn. Mari, seconded by Mrs. Morehouse
and carried unanimously, the meeting adjourned at 10:20 p.m.
