John Anderson, Town Police Department Kathleen Tracy O'Flinn, Town Board Liaison The meeting was called to order at 8:08 p.m. by the Chairman of the Committee after the members of the Traffic Committee introduced themselves to the residents in the Court Room. APPROVAL OF MINUTES Frank Vozza made a motion to accept the minutes of the May meeting with the following correction: On page two, the sentence before adjournment should read: Painted lines at the Village Square shopping area should have a gradual shifting of traffic making a smoother transition of traffic flow. The same lines should be painted on the Boston Post Road near the Edwards Shopping Center. The motion was seconded by Richard Mari and accepted by the members of the committee. #1 - Request: No Left Turn Sign - Palmer Avenue West of the High School Driveway Ronald Benizio, Principal of the Palmer Unit at Mamaroneck High School requested that a no left turn sign be posted at the base of the Palmer Avenue driveway of the high school where visibility for motorists is very poor. He also suggested that one parking space on each side of the driveway be eliminated allowing for better visibility. A discussion ensued concerning this dangerous condition and also that parking cars for residents in this area is at a minimum. Chairman Lobl made a motion that the Town install a NO PARKING HERE TO CORNER sign at the intersection of Palmer Avenue and the driveway to the high school on the southwest corner and an additional twenty feet beyond the existing markings with appropriate signage and pavement markings. The motion was seconded by Frank Vozza and accepted by the members of the committee. #2 - Hickory Grove Drive West - Unsafe Traffic Condition Michael Posen of 82 Hickory Grove Drive West and David Stolman of 93 Hickory Grove Drive West made a presentation with pictures concerning the hill on Hickory Grove Drive West and a -2- history of the area. A letter from the Levenson family of 74 Hickory Grove West was submitted to the committee. The residents feel that the hill causes motorists to speed and there is no visibility until the hill is crested which then enables motorists to speed down the street. Residents feel this is a danger to the many children living on the street and are looking for a resolution to this problem. Ideas were presented such as making it a one way street, making it a dead end street, speed bumps, speed barriers, lowering the speed limit to 15 miles per hour, revamping surrounding streets to eliminate the flow of non-resident traffic on Hickory Grove Drive West and selective enforcement by the Police Department. The committee then informed the residents that many of their suggestions were impossible due to various constraints by Town law and State law or just not workable. A motion was made by Chairman Lobl to request that the Highway Department install limited site distance signs together with 15 mile an hour speed advisory signs at the crest of the hill facing travelers going eastbound and at the base of the hill facing drivers going westbound together with pavement markings SLOW in bold letters at locations at the crest of the hill facing vehicles traveling westbound and at the base of the hill facing vehicles traveling eastbound at locations to be determined by the Highway Department. The motion was seconded by Frank Vozza and accepted by the members of the committee. The committee suggested that if this resolution does not work, the residents should come back to the Traffic Committee. #3 - Strike Contingency Plan - Metro North Mr. Altieri, Town Administrator, presented the contingency plan should rail employees stage a strike on three railroad divisions of Metro-North on July 15th. The plan is to provide bus service from various railroad stations to other key locations to the New York City subway lines. Resident permit holders would park in the commuter parking lots and the general public would be able to use the remaining spaces after 8:00 a.m. at a daily rate of$4.00. Fifteen buses would be provided at the Larchmont Railroad Station between 6:00 a.m. and 9:00 a.m. and then again between 4:00 p.m. and 8:00 p.m. The committee felt that the plan is appropriate should the strike occur with heavier enforcement to be focused on commuters parking their cars on the streets with restricted parking. Metro-North feels that there should not be an excess of cars because some of the commuters will drive to the city or find alternate ways to get to work.
