HomeMy WebLinkAbout1990_06_26 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON TUESDAY, JUNE 26, 1990 AT 8:00 P.M. IN THE COURT ROOM OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NY PRESENT: Martin, Zavell, Chairman Rosemary Magazino Richard Mari Anthony Math ALSO PRESENT Stephen C. Chapin, Councilman Stephen V. Altieri, Town Administrator Frank Occhiogrosso, Police Department APPROVAL OF MINUTES A motion made by Committeeman Math to approve the May 1990 Traffic Committee, was seconded by Committeeman Mari and accepted. DISCUSSION - COMMITTEE VS. COMMISSION Councilman Chapin indicated to the Committee the concerns of the Town Board regarding the issue of establishing a traffic commission. It was not the opinion of the Town Board to establish a commission at this time. Administrator Altieri reiterated the existing laws that provided for the delegation of authority by the Town Board to a Traffic Commission. Members of the committee indicated their concern over the line of communication between the Town Board and the Committee. Councilman Chapin explained that he would be willing to work on improving oanminication. FIRE LANES Administrator Altieri explained the distinction between those ordinances that have to do with the enforcement of Fire codes. The Traffic Committee has requested specific information as to the exact dimensions of the fire lanes as designated and the impact upon parking. Rosemary Magazino asked if there was criteria for the designation of Fire Lanes. Fire Inspector Peter Perciaseppe indicated that each location must be considered individually. The size of fire apparatus, traffic conditions, locations of fire hydrants are all considered. Administrator Altieri recommended that staff establish the size of each fire lane and determine the parking impact. This information will be brought back to the committee at their next meeting. Richard Mari indicated that he was prepared to move on this local law at this time and that the additional information is not necessary to proceed. Chairman Zavell agreed with Richard Mari to proceed. On motion by Mr. Mari and seconded by Mr. Zavell that the Fire Lane Ordinance he adopted as proposed with the understanding that there be minimal it upon parking. This matter is to be sent on to the Town Board. Mr. Chapin Commended that in the future the Traffic Committee -2- be notified of any amendments to the list. CROSSWALKS - STS. JOHN AND PAUL CHURCH Rosemary Magazino indicated that she was uncomfortable with the painting at crosswalks at this location. The crosswalk creates a perception of safety that may not exist. Martin Zavell reiterated the points made by the Commissioner in his memorandum. He did not feel he could endorse the painting of crosswalks especially in view of the State DOT concerns. Mr. William Byrne of 14 Villa Road appeared before the Committee to discuss this matter and indicated that there should be a designation. On motion by Mr. Math and seconded by Mr. Zavell that the Town request of the State the establishment of a School Zone at Sts. John and Paul School/Church. DECISION OF TOWN BOARD - OVERNIGHT PARKING ORDINANCE Councilman Chapin stated the concerns of the Town Board with the ordinance as proposed. He stated that the Board had concerns aver the safety and aesthetic impacts of the proposal. REVIEW OF FINAL PLAN - PARKING LOT #1 Administrator Altieri presented to the Committee the plan for the restoration of Lot #1. The committee indicated that a copy of the plan should be sent to Ned Ryan. THREE FOUR PARKING - JEFFERSON STREET Administrator Altieri presented the proposal for establishing a three hour parking zone on Jefferson Street. Also he proposed a prohibition on parking on Tuesdays and Thursdays between 9:00 A.M. and 12 P.M. for street sweeping. Mr. Math indicated that he would prefer to see a four hour parking ordinance. Rosemary Mazazino requested that at the next meeting we place on the agenda a 'Rio Parking Here to Corner ' ordinance on Madison Avenue at the corner of New Jefferson Street (Carlton House side) . Mr. Math asked that the three hour parking proposal be tabled to the next meeting. On motion by Mr. Math and second by Mr. Mari, it was unanimously resolved to initiate street sweeping ordinance as proposed. STOP SIGNS - INTERSECTION HICKORY GROVE DRIVE EAST AND ROCKLAND AVENUE Mr. Zavell instructed the Administrator to contact the Village of Mamaroneck on this issue. -3- NEW DISCUSSIONS Mr. Mari -- check on No Parking Signs on Rockland Avenue near Badger Day Camp. On motion by Mr. Mari, the meeting was adjourned. The next Traffic CO mnittee meeting will be held on Tuesday, September 11, 1990.
