HomeMy WebLinkAbout1990_01_09 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON TUESDAY, JANUARY 9, 1990 AT 8:00 P.M. IN THE COURT ROOM OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Rosemarie Magazino Richard Mari Edward F.X. Dallas, POlice Commissioner Steven Altieri, Town Administrator A9% w' .4 Tom McDermott, Deputy Fire Chief �1fq��yc 9c'o�cj`(%) EXCUSED: Dennis Kenny Ny�F� 'io Leslie Schlom ABSENT: Steven Chapin, Liaison to Town Board The chairman called the meeting to order at 8:10 p.m. APPROVAL OF MINUTES There was discussion regarding the amount of detail the committee chooses to include in minutes. After the discussion, on a motion from Mr. Zavell, seconded by Mr. Mari, the minutes of November 20, 1989 were accepted with the following corrections and additions: Mr. Ryan explained that his request to be excused from Tuesday meetings was for an earlier semester. He will now have a conflict with monday evening meetings. On page 2, under the heading OVERNIGHT PARKING, add, Mr. Ryan further reported he had been called by the Town Attorney's secretary the previous Thursday and told he would have a draft of the proposed overnight parking program the next day. He has not received the draft yet, but expects it any day. When it is received, there will be a sub committee meeting to discuss it with the Town Attorney and come back to the traffic committee with a full proposal on the overnight parking issue. FIRE LANE PARKING ON PRIVATE PROPERTY A memo from the Town Attorney to the Fire Chief reported that there does not seem to be a Town Ordinance which specifies the traffic regulation allowing emergency access on private property. Chief McDermott with the Fire Inspector pointed out that the New York State Building and Fire Code addresses private property under Section C, the establishment of fire lanes falls under the auspices of the Fire Inspector. Section 11612C states that enforcement must be done by the Police Department in coordination with the Fire Chief in establishing fire lanes on private property so the size of the apparatus is taken into consideration. After discussion, the following motion was made by Mr. Zavell, seconded by Mr. Ryan and carried: The Traffic Committee recommends that the Town Attorney draft an ordinance to show to the Traffic Committee which covers traffic regulations allowing for emergency access. After discussion, the committee agreed that they have no concerns regarding the application for a special permit. UPDATE - PARKING LOT #1 Mr. Ryan explained the background regarding this parking lot for the new committee member. Mr. Altieri stated that the Town Board has made this part of the 1990 capital budget. He further stated that he will bring the final draft of the plans to the February meeting. TOW AWAY SIGN FOR PREMIUM CONSERVATION AREA ENTRANCE The committee identified the area and discussed the request for a tow away sign. It was agreed that there was no reason to allow parking in this area. On a motion from Ms. Magazino, seconded by Mr. Zavell and carried unanimously, the committee recommended a tow away zone sign be posted at the entrance to the Premium Conservation area. NEW BUSINESS DUCK POND Appm0±. Altieri reported that the stop signs are installed at the duck pond. Mr. Ryan stated his concern regarding the location of the stop signs since they are not at the crest of the hill as recommended by the committee. Commissioner Dallas stated that he was pleased with the end result of the stop signs being placed slightly off the crest due to the break in the wall at this point. Mr. Zavell stated his concerns by observation and resident's comments regarding a tendency to ignore stop signs within the Town. COMMUNICATION WITH TOWN COUNCIL Mr. Ryan stated that he is unhappy to see that the overnight parking issue is not on the agenda for this meeting. He has spoken with Mr. Altieri feeling he does not get a response from the Town Attorney. Mr. Ryan feels there is a total lack of communication between this committee and the Town Council. He pointed out that once again there is no liaison present from the Town Council. Mr. Altieri explained that Supervisor Silverstone did not want the overnight parking final recommendations on the agenda until any restructuring of the committee be completed. The Supervisor indicated that the Town Attorney is supportive of overnight parking regulations being legally feasible. Mr. Ryan suggested this committee abolish itself and recommend a traffic commission take its place, thereby equalizing responsibility with power. Cyr. Math stated that he feels the committee has functioned effectively although he feels council representation has been weak in past years. Town of Mamaroneck Traffic Committee filanuary 9, 1990 age 3 • COMMUNICATION WITH TOWN COUNCIL (cont. ) Mr. Zavell stated that he was very please with Mr. Chapin as liaison from the Town Council, but is concerned with the number of meetings where there is no liaison present. Mr. Altieri stated that the Town Supervisor is aware of the situation and has considered appointing a back up liaison if Mr. Chapin could not attend a meeting. Committee members were receptive to this suggestion. PARKING LOT #1 Mr. Ryan stated that during the last snow, only half of the lot was plowed. He further stated that in the past, the highway department tended to plow snow into the walkway making walking to the stairs impossible since the walkway was blocked. • OVERNIGHT PARKING Mr. Zavell asked Mr. Ryan to contact him when Mr. Zaidin has the loose draft . delivered to Mr. Ryan. NEW COMMI'1`1'bE MEMBER Mr. Zavell welcomed the new committee member, Rosemarie Magazino. It was agreed at past information regarding overnight parking issues would be made available IC5her. SCHOOL ZONE-PALMER AVE. Mr. Mari questioned if scool zone signs were positioned on both sides of Palmer Ave. at the Central School location. • Mr. Altieri and Mr. Dallas stated that they were. • NEXT MEETING DATE It was agreed that the next meeting date of the traffic committee would be on Tuesday, February 27, 1990. • ADJOURNMENT On a motion from Mr. Ryan, seconded by Mr. Mari and carried unanimously, the meeting adjourned at 10:45 p.m. • Respectfully submitted by Cynthia Rocchio
