HomeMy WebLinkAbout1995_01_12 Traffic Committee Minutes C MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD TUESDAY, JANUARY 12, 1995 IN THE COURT ROOM OF THE TOWN CENTER, 740 W. BOSTON ROAD,MAMARONECK,NEW YORK. PRESENT David Lobl -Chairman Nancy Angiulo Deirdre Black Pincus I,eitner Richard Mari Camille Odierna EXCUSED Frank Vozza ALSO PRESENT Stephen V. Robert Reynolds,Police Department(youth officer) Susan Baron,Murry Avenue School The meeting was called to order at 8:05 p.m. The members of the committee were introduced. APPROVAL,OF MINUTES The approval of minutes was postponed to the next meeting. CVS/STAPLES TRAFFIC STUDY&NATURE'S WAREHOUSE SPECIAL PERMIT APPL. Andrew D. Fredman addressed the committee regarding the proposed NATURE'S WAREHOUSE health food supermarket. He presented the committee with data to estimate the type of business activity he expects the store to generate. The problems of vehicles turning left from opposite directions and illegally parked cars on the Boston Post Road were discussed. The committee re-iterated their desire to implement proposal number seven, prepared by Ethan C. Eldon Associates, Inc.,titled 2444 Boston Post Road, and dated April, 1994. On a motion by David Lobl and seconded by Pincus Leitner,the committee unanimously approved the motion and agreed to monitor the effect of the change and review it to see if the changes are sufficient to have the traffic safely controlled. As this property is a"special permit operation"the property owner may be required to perform additional traffic control work in the future, if needed. PARKING ORDINANCE/DROP OFF ZONE MURRAY AVENUE Detective Reynolds presented to the committee the problems with traffic at school pick-up and drop-off times. He feels that the proposal to create the zone in front of the school will improve the safety and traffic flow at the school. Mr. John Coming of 247 Murray Avenue clarified the two main issues of the drop-off zone and the limits on parking across from the school. He also asked if the police department would be able to enforce the proposed parking regulations. Ms. Nancy Carr asked if the cars could park in the drop-off zone. Barbara of 270 Murray Avenue spoke about a need for parking during school conferences. Richard of 277 Murray Avenue asked that the parking be regulated only during certain peak hours. Susan Baron spoke about the need for alternate areas for long term parking and the need to enforce the areas that are already regulated. Town of Mamaroneck Traffic Committee January 12, 1995 Page Two She also stated that in a survey sent to the parents of children in the school,that 2/3 of the children walk at least some of the time and that more would walk if there was a crossing guard at the corner of Forest Avenue and Murray Avenue. Also, she suggests that an exclusive walk phase would greatly improve the safety of that crossing. One other suggestion was to move the crossing guard to the corner of Bryson Street and Murray Avenue. Marion Levy of 24 Murray Avenue said that drivers often park illegally outside the school except when police are there. A suggestion was made that older kids could be dropped off on Murray Avenue unescorted and the younger kids could be dropped off on Daymon Terrace in the escorted area. Ms. O'Flinn noted that the had been some complaints about the signal not working properly and that the signal may need repairs. Other comments included,but were not limited to the following: The traffic congestion has been a long-time problem. Parents need to be educated to uniform procedures and how to be more courteous. Everyone was concerned for the safety of the children. Parking should only be limited during the drop-off and pick-up times on school days. The crosswalk should be filled with diagonal stripes. The PTA encourages modernization of the signal as enrollment is expected to rise. An increase in traffic was noted near and because of the updated playground. Mr. Lobl requested that the supervisor investigate the cost of installing an exclusive walk phase and after considerable discussion,the Traffic Committee recommends,that the Town Board adopt the following parking restriction on the West side of Murray Avenue between the crosswalk in the front of Murray Avenue School and Bryson Street: No parking and or stopping on school days on Monday, Tuesday, Thursday and Friday 8:00-9:OOAM and 2:30-3:3OPM and on Wednesday 8:00-9:00 AM and 1:30-2:30PM. CTown of Mamaroneck Traffic Committee January 12, 1995 Page Three The motion was made by Mr Lobl, seconded by Ms. Odiema, and was voted as follows: Mr. Lobl,Ms. Odiema,Ms. Anguillo,Mr. Leitner,Ms. Black-Aye, Mr. Man-Nay. HARMON DRIVE/REVERE ROAD Sandra Gironda requested that parking be prohibited on the south side of Harmon Drive from number 138 Harmon Drive to the Town of Mamaroneck border at the Village of Mamaroneck. On a motion made by David Lobl and seconded by Mr. Leitner the committee unanimously approved the motion. ADJOURNMENT On a motion by Mr. Vozza, seconded by Mr. Lobl and carried unanimously,the meeting was adjourned at 8:55 P.M. Respectfully submitted by Richard Mari C c
