IN THE COURT ROOM OF THE TOWN CCENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Rosemarie Magazino Richard Mari4 Anthony Math REC V Edward F.X. Police Commissioner N.Y EXCUSED: Dennis Kenny The chairman called the meeting to order at 8:10 p.m. . Mr. Zavell explained the purpose of the committee to those present. APPROVAL OF MINUTES On a motion from Mr. Math, seconded by Mrs. Magazino, the minutes of January 9, 1990 were approved with the following additions: On Page 2, under COMMUNICATION WITH TOWN COUNCIL, change the next to last paragraph to read: Mr. Ryan suggested that this committee be abolished and recommend a traffic commission take its place, thereby equalizing responsibility with power, expertise and information. Page #2 is numbered page 3 - correct to read Page 2. On Page 3, under SCHOOL ZONE-PALMER AVE. , in the first sentence correct the spelling of the word school. RESIGNATION Mr. Zavell announced that Leslie Schlom has resigned from the committee. He further stated that Les Schlom has contributed greatly to the committee and will be missed. LETTER - ELKAN PARK Mr. Wallace Chateauvert, past president of the Elkan Park Association, attended the meeting to represent the fifty homeowners of Elkan Park. Residents of the area wish to go on record that they would like the overnight parking ban to be maintained on Elkan Rd. There is concern regarding emergency access and convenience for the Elkan Rd. residents. Mr. Zavell stated that this committee has not discussed granting overnight parking on Elkan Road. Mr. Ryan explained that overnight parking exemptions would only be granted where it is allowed during the day. DRAFT ORDINANCE - FIRE LANE PARKING Mr. Altieri distributed copies of the suggested language for the ordinance. Mr. Ryan stated that it is difficult to comment with the locations being left C out. Mr. Zavell stated that he would rather leave the locations up to the professionals. Town of Mamaroneck Traffic Committee Q February 27, 1990 Page 2 DRAFT ORDINANCE - FIRE LANE PARKING (cont. ) Commissioner Dallas stated that he would like to see added that before a vehicle could be towed, a citation from the Police Department would have to be issued. Mr. Ryan questioned the wording under #3, snow storms,floods, etc. The committee and the Police Commissioner agreed that this wording should be taken out. Mr. Altieri suggested that the fire zone locations be added and brought back to the committee at the next meeting. Mr. Mari suggested that he would like to see rewording of paragraph 3 and the locations added. The committee agreed that this should be on the agenda for the next meeting. UPDATE - PARKING LOT #1 Mr. Altieri stated that the Town Board authorized capital expenditures for parking lot #1 in the 1990 budget. This committee saw the original plans in March 1989. He pointed out the changes made to the original plans and explained that the Vine Street exit will be left open until it is decided that it should be closed. Mr. Altieri further stated that the emphasis in the lot is for permit holders. The consultant has been asked to submit the construction proposal to C the Town Board. The total construction time is estimated at three to four weeks. Mr. Chapin pointed out that the added lighting and the Vine St. exit being left opened was done by the recommendations of this committee. Mr. Ryan stated that he is opposed to the entrances/exits being on Wood St. or Vine St. only. He would like to see an entrance/exit opened at the corner of Wood St. at Myrtle Blvd. Mr. Altieri explained this was done to get the maximum amount of permit spaces and to keep an orderly flow to the traffic exiting/entering. Mr. Ryan asked if the lot is oversold at this point. Mr. Altieri stated that he will check with the Town Clerk, but does not believe it is. Mr. Ryan stated that if it was not, permit spaces are open. After discussion, the following motion was made by Mr. Ryan: The traffic committee recommends to the Town Board to adopt the entire plan for parking lot #1 with the exception of the closing of the existing opening at Wood St. and Myrtle Blvd. from the lot. The motion was seconded by Mr. Zavell and the vote was as follows: Mr. Math-aye, Mr. Mari-nay, Mrs. Magazino-aye. The motion carried on a four to one vote. OLD BUSINESS OVERNIGHT PARKING Mr. Math asked why the overnight parking subject was not on the agenda. Mr. Ryan joined him in this question. Mr. Altieri stated that he was not told to put it on the agenda. Town of Mamaroneck ® Traffic Committee February 27, 1990 Page 3 OVERNIGHT PARKING (cont. ) Mr. Ryan reported that the sub committee has met and received input from several different departments. The Fire Department has not responded. He further stated that the proposal was in draft form. The committee agreed that they would like to see overnight parking on the agenda for the next meeting when the sub committee will make their proposal. NEW BUSINESS TERMS OF OFFICE Mr. Zavell read the terms of office from the Town Clerk for the minutes. Mr. Zavell - 2 years Mr. Kenny - 2 years Mr. Mari - 3 years Mrs. Magazino - 3 years Mr. Math - 2 years Mr. Ryan - 1 year Mr. Chapin stated that the Town Supervisor would like a cocrEnittee member from the northern area of the town. If there are any suggestions, she would like ® to hear them. BONNIE BRIAR PROPERTY Mrs. Magazino asked if the committee has an interest in the Bonnie Briar letter and traffic as it impacts the quality of life in the area. Mr. Altieri stated that the traffic committee is a mandatory referral of on site plans. The Bonnie Briar plan must come before this committee before total acceptance is granted. TRAFFIC COMMITTE VS. TRAFFIC COMMISSION Mr. Ryan stated that he would like to see discussion regarding abolishing this committee and establishing a traffic commission at the next meeting. Mr. Math stated that perhaps a more formal definition of what this committee does is needed. Mr. Ryan stated that he feels the Town Council is a political body and matters of safety should be determined by an apolitical body. Mr. Chapin stated that decisions made by the Town Board are often apolitical. He does not feel the Board should be discounted as a political body. He further stated that the Town Board respects what this committee does. Mr. Chapin suggested that if discussion of a commission vs. a committee is wanted, he will be glad to bring any information back to the Town Board. He would also be happy to poll the Board members and see what their feelings are. Mr. Chapin stated that Qhe feels the double review of safety issues is positive. Mr. Ryan stated that he feels the Town Council has treated this committee badly. Specifically in the master plan of traffic and parking. TRAFFIC COMMISSION (cont. ) Mr. Chapin stated that he was disturbed and objects to the statement in the minutes that there is a total lack of communication between this committee and the Town Council. Mr. Math suggested that numbers could be set on recommendations so they could be tracked. Mr. Chapin agreed to speak to the Town Clerk regarding this. The committee agreed that the next agenda should include discussion of the pros and cons of a commission with Mr. Chapin returning with results of an informal poll of the Town Council. NEXT MEETING DATE It was agreed that the next meeting date of the traffic committee would be on Tuesday, April 3, 1990 at 8:00 p.m. .
