HomeMy WebLinkAbout1991_02_25 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD MONDAY, FEBRUARY 25, 1991 IN THE SENIOR CENTER OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. ALSO PRESENT: Mr. Steven Altieri, Town Administrator Mr. Arthur Dallas, Police Commissioner Mrs. Kathleen O'Flinn, Liaison to the Town Board The chairman called the meeting to order at 8:05 p.m. . Mr. Zavell explained the purpose of this committee to those in attendance and introduced the members of the traffic committee. APPROVAL OF MINUTES On a motion from Mr. Math, seconded by Mrs. Magazino, the minutes of January 8, 1991 were approved as written. FOUR HOUR PARKING - JEFFERSON ST. Mr. Math requested that this item be tabled until the next meeting date in order to allow the Boards of all the buildings affected to meet in March. UPDATE - TRAFFIC ON BURTON RD. Mr. Mike Maley of Larchmont Acres stated the problem regarding traffic entering on Burton Road and traveling to the Acres parking lot in order to drop children off for school. Assigned parking spaces are taken by this traffic and there have been many problems. Mr. Altieri stated that a work session will take place on March 8th with Burton Rd. residents and Town representatives. He asked Mr. Maley to attend. There was some discussion regarding the possibility of closing the fence between the parking lot and the school. It was agreed that this will be put on the March agenda. SUBCOMMITTEE REPORT - PARKING LOTS 2 and 3 Mr. Math gave background on discussions regarding parking lots 2 and 3 along with the need for short term parking in this area. The reports from the sub-committee and from the Town Administrator were presented with recommendations for short term parking in lot 3 and recommended changes in lot 2 adding 26 short term spaces. After discussion, the committee thanked the sub-committee for their presentation and agreed to adopt the recommendations of the Town Administrator which are in agreement with the sub-committee of Mr. Lobl, Mr. Math and Mr. Mari. It was further agreed that the signs in the lots will be clarified. TRAFFIC - OLD WHITE PLAINS RD. Mr. Vincent Montesano of 8 Bruce Rd. distributed maps of Old White Plains Rd. showing the dangerous areas. He feels there are not enough signs stating the speed, curves in road, etc. Mr. Montesano was involved in an accident at one of these locations and feels additional signage and enforcement is necessary. (cont. ) After discussion which included Commissioner Dallas' recomendations, the committee was in agreement that this is a very difficult roadway to traverse. It was further agreed that bad weather conditions add to the problem. It was agreed that chevrons and road reflectors along with selective enforcement of the speed should be effective. Mr. Montesano agreed that these recommendations should bring an improvement in traversing the roadway. PARKING - PLYMOUTH RD. Karen Germani of 22 Plymouth Rd. reported that the parking problem here has increased since the last meeting. A memo from the Town Administrator was distributed which explained why the grade of the street made it impossible to widen Plymouth Rd. Widening Winthrop Rd. would make parking extremely close to the houses. Allowing parking on both sides of Plymouth Rd. would make it too difficult to have emergency access to the street. The engineering department has studied this area and has not found a viable solution to widen the streets in order to allow more parking. Residents mentioned that the lighting on Plymouth Rd. is very poor. Mr. Altieri will look into the lighting. The Fire Chief will be asked his opinion of adding one more parking space on Winthrop Rd. If this is possible, the committee asked Mr. Altieri to have the sign moved to accommodate the space. INTERSECTION - MURRAY, EDGEWOOD, HILLSIDE The proposal before the committee is whether to move the stop sign from Murray Ave. and Maple Hill Dr. southwest to the intersection of Echo, Murray and Edgewood. The Police Depts. recommendation to do so was discussed along with committee members views on this matter. The final vote on the matter was three members in favor of the proposal, Mr. Kenny, Mr. Mari and Mr. Math and three members against the proposal, Mr. Zavell, Mrs. Magazino and Mr. Lobl. Since the proposal did not pass by majority vote, no action will be taken. BUS STOP SHELTERS A referral from the Town Supervisor regarding the possibility of additional funding for bus stop shelters in the Town was discussed. The feelings of the committee were negative in regard to the shelters with advertising posted on them. NEW BUSINESS INTERSECTION - MURRAY, MYRTLE, N. CHATSWORTH Mr. Math and Mr. Mari stated that traffic traveling from Madison Ave. on Myrtle Blvd. must shift position in order to go straight across intersection. Mr. Math suggested an arrow showing an option in the left lane to go straight across the intersection. After discussion, the committee did not arrive at a decision that this was the best course of action. MURRAY AVE Mr. Kenny stated his concern regarding parking on both sides of Murray Ave. from Forest to Colonial. The committee agreed to put this on the March agenda.
