MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON TUESDAY, DECEMBER 3, 1991, IN THE COURTROOM OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. ABSENT: Anthony Math ALSO PRESENT: Stephen V. Altieri, Town Administrator Paul A. Munch, Police Chief Kathleen T. O'Flinn, Liaison The chairman called the meeting to order at 8:05 P.M. . He introduced the committee members and explained the purpose of the committee. APPROVAL OF MINUTES On a motion from Mr. Kenny, seconded by Mr. Lobl and carried unanimously, the minutes of October 8, 1991 were accepted with the following corrections: Under Present - add the name Anthony Math. Under Crosswalks-Weaver at Maple Hill/Heather - the second sentence should read: The school administration did not think that further action was required. INTERSECTION-VINE RD/VINE PLACE AND VINE RD/GLEN EAGLES DR. Robbie O'Hara of 61 Vine Rd. stated that the intersection would be better served with as a four way stop. She pointed out that at night it is very difficult to see the existing stop sign at Vine Rd. and Vine Pl. because it is too high up and it is covered by shrubbery. Amy Levitan of 45 Vine Rd. agreed that there is an issue of shrubbery. Enid Friedman of 43 Vine Rd. stated that there is poor visibility at both intersections. She further stated that since there are no sidewalks, the children use the street to walk to school. Stewart Moak of 44 Vine Rd. stated that there is also fast traffic on this road. Virginia White of 55 Vine Rd. suggested speed bumps be installed. Terry Casey of 57 Vine Rd. stated that four way stop signs would slow down traffic at this intersection. Mr. Zavell explained that the state of New York traffic code is strongly against slowing down traffic with stop signs. Mr. Kenny stated that if the shrubbery were not there, stop signs on Vine and Glen Eagles would not be necessary. Mrs. Magazino pointed ut that with a four way stop, there is still the problem of who crosses the intersection first. She feels the shrubbery needs trimming. Mr. Mari suggested the shrubbery be trimmed and the Town Highway Dept. check the height of the existing stop signs. Mrs. Morehouse felt that the four way stop was a reasonable request and also feels the shrubbery must be cut back. Mr. Lobl stated that the shrubbery should be cut back and the stop sign should be repositioned closer to the intersection. (continued) The Police Chief suggested that before further traffic control devices are installed, the shrubbery should be trimmed. Nancy Osborne of 46 Vine Rd. stated that she feels the shrubbery needs to be removed, not just cut back. The following motion was made by Mrs. Morehouse, seconded by Mr. Lobl and carried unanimously: The Traffic Committee recommends that the proper Town authority take appropriate action at the intersection of Vine Rd. and Glen Eagles Dr. to see to the shrubbery being removed or cut back. The decision to be made be the appropriate agency. This agency is to report back at the next meeting so the committee can review. On a motion from Mr. Lobl, seconded by Mrs. Morehouse and carried unanimously, the committee agreed that the intersection of Vine Rd. and Vine P1. should be added to the previous motion along with the existing stop sign being examined for placement. Mr. Altieri will report back at the next meeting. INTERSECTION-MARBOURNE DR. AND PRINCE WILLOW LANE Ilene and Keith Brumberger addressed the coi:truittee with a petition for a stop sign at the intersection of Marbourne Dr. and Prince Willow La. As residents of 10 Marbourne Dr. they feel the intersection is unsafe. Jay Safer of 22 Marbourne Dr. stated that he feels further study is needed since the intersection is rarely used and the curve in Prince Willow Lane is a natural deterrent to speed. Mr. Lobl felt that there are not many traffic control signs in this area and the development should be looked at as a whole. Mrs. Moorehouse and Mr. Kenny agreed with Mr. Lobl. Mr. Kenny pointed out that the volume of traffic does not seem to warrant a traffic control device but when he sees twenty five names on a petition he feels a study of the area is in order. After discussion, the committee agreed that a study of this entire development should be done before any traffic control devices are installed. "HIDDEN DRIVEWAY" SIGN FOR LAKESIDE DRIVE AT MYRTLE BLVD. Paul Rosenfeld of 7 Lakeside Dr. requests a hidden driveway sign be attached to the yellow "warning curve" sign on Lakeside Drive. After discussion, the committee saw no objection to the sign but did not feel it will help the problem. The committee felt trimming some of the shrubbery may be an added help. On a motion from Mr. Lobl, seconded by Mrs. Morehouse and carried unanimously the traffic committee recommends that the highway dept. install a hidden driveway sign at the appropriate site. Town of Mamaroneck Traffic Committee December 3, 1991 Page 3 INTERSECTION-ROUKEN GLEN AREA AT EAST AND WEST DRIVE OFF MURRAY AVE. Elizabeth Siegel of 7 East Drive appeared before the committee to request the yellow line on West Drive continue to the triangle of land at the intersection of Murray Ave. Lynn Cotzen of 18 West Dr. stated that a one way arrow in and out might help. After discussion, Mr. Kenny made the following motion, seconded by Mrs. Morehouse and carried unanimously: The traffic committee recommends that the yellow line be extended to the head of the triangle and the street entering and exiting Rouken Glen be converted to one way in each direction with proper signage. Placement of the signs will be left to the highway and police departments. ADDITION TO "NO PARKING" SIGN ON ROCKLAND AVE BY BADGER CAMP Diana Watson of 5 Oakdale Road requested that the "no parking" sign be changed to "no parking, stopping or standing" in order to deter parents from picking up or dropping off children at this site. After discussion involving on site parking, pedestrians on Rockland Ave. and the seasonal aspect of this problem, it was agreed that the Town Administrator would contact the property owners to discuss on site parking for pick up and drop off of campers. Mrs. O'Flinn volunteered to attend this meeting and report back at the next traffic committee meeting. INTERSECTION-WEAVER ST. AND BONNIE WAY The committee discussed the letter of Edward M. Hindin of 21 Bonnie Way requesting upgrading safety at the intersection of Weaver St. and Bonnie Way. The committee agreed that they would request that the State DOT make a study of this area. HOMMOCKS ROAD The committee discussed the problem of cars stopping on Honuuocks Rd. in order to enter Block Buster Video and the hazard this creates. After discussion, the following motion was made by Mr. Mari, seconded by Mrs. Morehouse and carried unanimously: The traffic committee recommends that a sign be installed on Hommocks Rd. near Block Buster Video which states "NO STOPPING". MURRAY AVE Mr. Altieri distributed the preliminary traffic counts for Murray Ave. A discussion regarding discontinuing the counts took place. It was agreed that until a final report was given, information should not be shared outside of this committee. Mr. Zavell asked Mr. Altieri to share the counts with the Town Board and come back to this committee with their suggestions regarding continuing with the counts. • Town of Mamaroneck December 3, 1991 Page 4 HUMAN RIGHTS COMMISSION Mr. Zavell reported that the Human Rights Commission invited traffic committee members to their award nominations. EXPIRING TERMS OF OFFICE It was reported that Mr. Zavell, Mr. Math and Mr. Kenny have fulfilled their terms of office as traffic committee members. On behalf of the Town Board, Mrs. O'Flinn thanked them for the great amount of time they have committed to the committee. NEXT MEETING DATE The next meeting date for the traffic committee will be Tuesday, January 14, 1992. ADJOURNMENT There being no further matters before the committee, on a motion from Mr. Kenny, seconded by Mr. Mari and carried unanimously, the meeting adjourned at 10:40 p.m. Respectfully submitted by C.
