MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC
COMMITTEE HELD TUESDAY DECEMBER 13 , 1994 IN THE SENIOR CENTER OF THE
TOWN CENTER, 740 WEST BOSTON POST TOAD, MAMARONECK, NEW YORK.

The meeting was called to order at 8 : 07 p.m. The members of the
committee were introduced.
APPROVAL OF MINUTES
The minutes of the November 22 , 1994 meeting were approved
unanimously be a motion by Mr. Lobl and seconded by Mr. Vozza with
the following changes :
- page 1 and 3 correct name of Mr. Pincus to Mr. Leitner
- add approval of Eaton/Little Farms stop sign until the end of
meeting
- Cooper Lane/ Mardon Road Project add to addendum Camille
Odierna ' s discussion of detour Hickory Grove Drive East, Cooper
Lane from Myrtle Boulevard to Falls Road.
- page 2 third line from bottom add- an additional advisory sign-
- page 3 at the top- eastbound traffic visual obstruction-
third line from the bottom "NO PARKING HERE TO CORNER" sign
NEW BUSINESS
PROPOSED NO PARKING ORDINANCE-MURRAY AVENUE deferred until later in
the meeting by Mr. Lobl
REQUEST-OLD WHITE PLAINS ROAD/MAMARONECK ROAD
Shari Miles of One Gate House Lane, Mamaroneck, New York 10543
commended the Police Department for all the help and chevron signs .
Signs are not sufficient, The Miles Family has had cars in their
yard, and shrubbery has been destroyed. Believes nothing short of
a metal barricade will resolve the situation. Mrs . Miles insists
and takes a strong tone with the Committee or legal action will
follow. Pictures of the last two accidents were presented,
statistics had been requested from the Police Department . The
Miles ' are fearful for the lives of their children. The chevron
signs were knocked down in the April 1994 accident. Calls were
made several times, but, signs were never replaced. Signs won't be
enough, but the barrier along with signs will be. Discussion
continued, Mr. Vozza saw the April 1994 accident and has concern
for Town liability and noted that the Town has been on notice for
5 years regarding these situations . Lt. Anderson stated there has
been 7 accidents in the last 8 years; of the 7, two of them he was
on the scene, of the two he saw, one of them hit the deck.
Discussion continued on effectiveness of barriers, engineering ,
and proper research that would need to be done. Mrs . Miles
expressed willingness to cooperate. Mr. Altieri added that if a
barrier was recommended, the curb may be lowered to avert a vehicle
from catapulting over the barrier. It was agreed the Committee
would need to call upon the expertise of the Highway Department .
Mr. Altieri also stated the underground conditions would have to be
considered, that the Rockland Avenue was physically impossible. If
the Board wanted to go forward subject to conditions and then a
possible alternative, an installation date could not be guaranteed.
A temporary barrier was also considered.
Mr. Lobl proposed that the Town evaluate the condition on Old White
Plains Road at Gatehouse Lane and install a metal or cable, or
similar barriers consistent with what is installed on Old White
Plains Road to prevent cause from careening vehicles into adjoining
properties . Seconded by Mr. Vozza and unanimously voted.
REQUEST-NO PARKING SIGN-19 CABOT ROAD
Pictures and a sketch were presented to the Committee by Mr. and
Mrs . Whittier Pierce 19 Cabot Road, Larchmont, New York 10538
showing very little space left in the street after cars are parked
on both sides of the street for a passing vehicle. Need for a NO
PARKING sign on at least one side of the street where the street
narrows has been requested, or that strip of street to be widened.
Among many other problems Mr. Pierce noted that an emergency
vehicle may not get through with cars parked on both sides of the
street . Problem times are from 7 : 00a.m. until 7 : 30 p.m. , also noted
was the fact that the Pierce driveway is the only one used for
vehicles to constantly turn around on the street.
Mr. Leitner stated a problem entrance into Cabot Road also and two
places would be needed to be posted. Discussion was deferred to Mr.
Leitner regarding restricted parking on both areas where the road
is constricted. Mr. Leitner then proposed a "No Parking Between
Signs ' at constriction closest to 19 Cabot Road. One sign to be
placed at the beginning of Cabot Road going eastbound on east side
of street, one placed at the throughway end of 19 Cabot Road; also
a "No Parking Here To Corner" sign to be determined by the Highway
Department at east and west sides of Cabot at the intersection of
Myrtle Boulevard to allow for ingress and egress to Cabot Road from
Myrtle Boulevard. Seconded by Mr. Mari . Discussion by Camille
Odierna requesting that no signs be posted on trees, and if there
is a policy regarding that subject. Mr. Altieri stated they would
likely go up on poles and there is no policy. The proposal was
unanimously voted along with an exhortation by Mr. Lobl to Mr.
Pierce to be at the meeting when it is decided. Mr. Lobl also
noted that the property is not squared off on the zoning map.
PROPOSED NO PARKING ORDINANCE-MURRAY AVENUE
Mr. Lobl stated the Friedmans were at the September meeting. The
ordinance still needs to be drafted. Mr. Altieri pointed out that
one resident Mr. Kadan was opposed. Mr. Lobl said there was an
agreement with the residents and the Fire Department to choose the
side. Mrs . Odierna noted the parking to being restricted to school
hours .
OLD BUSINESS
Prior action with respect taken to Daymon Terrace and Geiater Place.
Mr.Altieri met with the Police Department, and representatives of
the Murray Avenue PTA reference the drop off zone to prevent cars
from parking. Ordinance presented is the result of the meetings .
Discussion ensued, the Committee was informed that under this
ordinance summons will be issued, and that the PTA presently
enforces a Daymon Terrace sight. Mr. Black brought up the question
regarding babysitters dropping off children-are they being properly
instructed of where to park? Nancy Angiulo stated the PTA needs to
work it with the parents and babysitters, and the internal
problems . Frank Vozza suggested urging the PTA to explore
internally, if it is appropriate . Richard Mari noted that the
Public Hearing has already been set. Mr. Lobl brought up three
courses of action- endorse, take no action, amend. Mr. Mari
doesn 't see purpose in making lots of changes, and questioned how
the town can enforce keeping the area clear of congestion unless
the police are physically present. Lt. anderson said there would
be enforcement, when available. Mr. Lobl wanted to know if the
County is doing repairing while signs are going up. Mrs . Angiulo
stated she thought no action would need to be taken. Mrs . Odierna
stated that Mrs . O'Keefe would be asked what the Committee
recommended, Mrs . O'Keefe concurred. After some discussion Mr. Lobl
stated that the parents need to be educated, and vigorous
enforcement should be recommended. Mrs . Odierna also recommends
parent-teacher involvement, and school personnel to assist children
getting into the school . After more discussion Mr. Lobl on behalf
of the Traffic Committee confirmed support of the recommendations
on Murray Avenue along with strong urging of maximum effort of
voluntary compliance with the new regulations; encouraging the
school to provide adult supervision to aid the children by gaining
safe entrance into the school similar to the Daymon Terrace drop-
off .
Mr. Lobl asked Mr. Altieri information regarding the CVS situation.
Mr. Altieri stated there is not enough background to have it put on
the next agenda. Mr. Lobl urged the Committee to refamiliarize
themselves with the CVS by Staples . Proposal 7 was adopted, a
delayed signal . There may be concern that more should be done.
Mr. Lobl asked if the sub-committee regarding Chatsworth/Myrtle
ever got off the ground, Mrs . Odierna replied no. Mr. Altieri said
it is the NYC format. Discussion continued with Mr. Mari stating
to limit right on red during certain hours .
Mr. Lobl pointed out the folks in the area are enthusiastic and
that it may make sense to put yellow flashing lights at Murray
during the construction.
Mr. Catera 's letters and resubmitted calculations were reviewed
with great interest .
ADJOURNMENT
On a motion by Mr. Lobl, seconded by Mr. Mari and carried
unanimously, the meeting was adjourned at 10 : 06 p.m. Mr. Lobl set
a date for the January meeting with the balance of the schedule to
be set at the January 24, 1995 meeting.
