O'Flinn, Town Board Liaison Mr. Arthur T. Dallas, Police Commissioner Mr. Steven V. Altieri, Town Administrator The Chairman called the meeting to order at 8:05 p.m. The Chairman asked that a reminder to committee members be stated in the minutes regarding a three day notice to the Chairman if they wish to be excused from a meeting. This will be expected except for emergencies. Mr. Zavell explained the purpose of this committee to those in attendance and introduced the members of the Traffic Committee. APPROVAL OF MINUTES On a motion from Mrs. Morehouse, seconded by Mr. Mari and carried unanimously, the minutes of March 26, 1991 were accepted with the following corrections: On page 2, paragraph seven the sentence should read - It was stated that parking on the SOUTH side of Palmer Ave. . . On page 3, paragraph seven change the spelling of the name to MR. ASHER. On page 3, paragraph eight, change the word pave in the last sentence to PAVED. On page 3, paragraph ten, change the last sentence to read - There will be a PUBLIC HEARING held on April 3 regarding alternate side of the street parking for cleaning OF LOWER MURRAY AVE. HANDICAPPED PARKING - LOT #3 Mr. Maurice Manner of 172 Myrtle Blvd. sent a letter to the committee requesting an overnight handicapped parking space in lot #3. Mr. Manner stated that he has been on the waiting list for a 24 hour permit for years. Mr. Mari stated that he agrees with the need to establish a handicapped parking space in lot #3 but the space would have to meet the same time allowance as the other parking spaces. Mr. Lobl stated that this was not considered in the sub-committee study of the lots. Mr. Altieri stated that he saw a handicapped space in this lot to have a limited benefit since there is no facility to access from this lot. CMr. Manner stated that there is a very narrow space which he has been offered in the lot. He would be interested in accepting this as long as he could remain on the list for a standard size space. Town of Mamaroneck © Traffic Committee April 30, 1991 Page 2 HANDICAPPED PARKING - LOT #3 (cont. ) It was agreed that Mr. Altieri will speak to the Town Clerk and have her speak to the resident directly to see if something can be worked out. BURTON ROAD - ADDITIONAL PARKING Police Commissioner Dallas stated the department's recommendation to either eliminate five to seven parking spaces immediately West of Burton Rd. on the South side of Palmer Ave. , or to prohibit all left turn maneuvers from Burton Road (onto Palmer Ave. ) Judy Zambardino of 10 Burton Rd. stated that it is equally dangerous to make a right turn from Burton Rd. Mrs. Morehouse stated her agreement with the fact that all turns are unsafe from Burton Rd. She also feels that removing parking spaces from this area would create a burden. Although this is a real concern, Mrs. Morehouse cannot determine how many parking spaces should be removed. Mr. Kenny stated that he agrees with the Commissioner that left hand turns are more dangerous since one is driving with the traffic when making a right hand turn. ® Mr. Lobl asked if there was a possibility of installing a traffic control device at this intersection which could be synchronized with Richbell Rd. Commissioner Dallas stated that he does not believe the traffic data would support an expenditure of that amount. There is also the issue of jurisdiction- County vs. Town. Mr. Mari stated that removing 5 to 7 parking spaces is overkill. He further feels that restricting left hand turns at this location would create traffic problems on streets where vehicles would be forced to make right turns to travel south. His suggestion is to remove one parking spaces and see if there is improvement. He further stated that removing traffic from Burton Rd. that does not belong there will improve the situation. After further discussion, Mr. Zavell made the following motion: To begin solving the problem by eliminating one parking space (approximately 28 feet) immediately west of Burton Rd. on the south side of Palmer Ave. along with Police presence in the area. The motion was seconded by Mr. Lobl and the vote was as follows: Mr. Zavell-aye, Mr. Lobl-aye, Mr. Kenny-aye, Mr. Mari-aye, Mrs. Morehouse-nay. The motion carried by majority vote. After further discussion, Mr. Mari made the following motion: Add one parking space to the end of Burton Rd. by the Acres hill. The motion was seconded by Mr. Kenny and carried unanimously. Mr. Mari stated that there is difficulty for three residents on Burton Rd. whose driveways are blocked by cars parking illegally. After discussion, the committee agreed that a tow away zone may have to be imposed if the problem persists. Town of Mamaroneck Traffic Committee ® April 30, 1991 Page 3 PARKING - 21 NORTH CHATSWORTH AVENUE Rosann Lentin of 21 N. Chatsworth Ave. brought to the committees attention that since she and her husband moved in two years ago, added parking restrictions to New Jefferson Street have made it impossible for residents to park their car during the day when commuting to the City. Out of town commuters plus resident commuters are ticketed if they park in the area. Mr. Mari stated that there are many different parking needs in this area- merchants, residents, patrons of the doctors offices and stores plus commuters. He further stated that if the existing parking restrictions were not in place, most of the parking would be taken up by out of town commuters. He suggested residents check with the Carlton House since they may be willing to rent spaces month to month. Mrs. O'Flinn stated that there is a lot at the end of Myrtle Blvd. (across from the clock tower building) that is open to residents at night. Mr. Zavell stated that the committee understands the residents' frustration and apologized for there seeming to be no solution. He stated that if the resident could think of a solution, to bring it to the committee for study. PARKING ON MURRAY AVE. BETWEEN COLONIAL AVE AND FOREST AVE. The Police Commissioner presented the department's recommendations along with drawings, showing existing and proposed parking. Mr. Kenny stated that if parking is limited only during school hours, the problem exists at all other times of day. Mr. Lobl stated that he disagrees with making the driving area closest to the school a smaller lane since he forsees cars pulling out around other parked cars. Mrs. Morehouse agrees that this is a problem, but does not see the recommendation as a solution. Mr. Mari suggested the possibility of widening the street by reducing the area of sidewalk in front of the school. After further discussion, it was agreed that the committee could come up • with no viable solution to the problem. PARKING - EAST AND WEST BROOKSIDE DRIVE The Police Commissioner presented his recommendation that such parking does not currently appear to be a problem and sinage might adversely impact the scenic nature of the neighborhood. Mrs. O'Flinn asked sinage would be needed or if a white stripe might deter ® parking on the brook side of the street. After discussion, the committee agreed unanimously to restrict parking on the water side of East and West Brookside Drive. • a Town of Mamaroneck Q Traffic Committee April 30, 1991 Page 4 NEW BUSINESS OLD WHITE PLAINS RD. A letter was received from Mr. Montesano of Old White Plains Rd. regarding the fact that the committee did not respond to Mr. Robert Kelton's letter. After discussion, it was agreed that Mr. Altieri would send a letter to Mr. Kelton from the Traffic Committee with a carbon copy to Mr. Montesano explaining that Mr. Kelton's letter of May 1989 was not received by the Committee therefore he was not notified when Old White Plains Rd. was on the agenda. Mr. Altieri will explain in the letter the Committee's decisions regarding this road ie: chevrons and in road reflectors. STREET CLEANING Mrs. O'Flinn notified the Committee that the alternate side of the street parking on Murray Ave. for street cleaning was approved by the Town Board. STREET SIGNS Mr. Altieri reported that the state DOT will replace the Weaver Street signs this spring. He further reported that the Town has purchased a used sign making machine since signs throughout the Town are being stolen. NEXT MEETING DATE It was agreed that the Committee will consider moving the meetings back to Monday evenings after June. The next meeting date will be Tuesday, June 4, 1991 at 8:00 p.m. ADJOURNMENT On a motion from Mr. Mari, seconded by Mrs. Morehouse and carried unanimously, the meeting adjourned at 10:10 p.m. Respectfully submitted by Cynthia Rocchio
