MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON TUESDAY, APRIL 3, 1990 AT 8:00 P.M. IN THE COURT ROOM OF THE CTOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. Police Commissioner The chairman called the meeting to order at 8:15 p.m. APPROVAL OF MINUTES On a motion from Mr. Zavell, seconded by Mr. Mari, the minutes of February 27, 1990 were approved with the following correction: On page 2, under the heading UPDATE - PARKING LOT #1, paragraph two, the sentence should read as follows: . . . the Vine St. exit being left opened was the result of the recommendations of this committee. Mr. Zavell expressed the committee's appreciation to the Town Administrator for acting on Mr. Math's suggestion to prepare an index of traffic committee minutes from 1986 to 1989. Mr. Math suggested again that numbers be set on © recommendations made by the committee in order to follow up on them. Mr. Ryan suggested a disposition book be kept which shows the subject, date, the committee action and Town Board action. He feels we still need a file number for recommendations. Mr. Chapin suggested that we could still use the index and add a column for the final committee action and Town Board action. He felt this could be updated on a regular basis. He will speak to Mr. Altieri regarding adding an index number. REFERRAL - INTERSECTION OF ROCKINGSTONE & MOUNTAIN AVE. Mr. Chapin stated that the committee passed the recommendation for a traffic light at this intersection and it was installed. Since that time there have been several accidents and the Board is considering four way stop signs at this intersection. Commissioner Dallas stated that multiple stop signs make it difficult to set liability. The Town could be asked why such an outmoded remedy was used. Mr. Mari suggested that the light be moved to the crest of the hill for a better site line for motorists. ' Mr. Zavell stated that he would like the committee to study this further before another recommendation is made. He would like to have this on the May agenda and have residents of the area notified. Mr. Chapin suggested that we could ask Allan Davis his thoughts on the Town's liability regarding four way stop signs. Town of Mamaroneck Traffic Committee C April 3, 1990 Page 2 FIRE LANE ORDINANCE Mr. Zavell read a memo from Mr. Altieri explaining that the locations for the ordinance are not yet complete. This will be on the agenda for the May meeting. OVERNIGHT PARKING ORDINANCE Mr. Zavell thanked the subcommittee on overnight parking for an incredible job. The then turned the floor over to Mr. Ryan, chairman of the subcommittee which consisted of Mr. Ryan, Mr. Kenny and Mr. Mari. Mr. Ryan stated that it is an extreme relief to get this matter on the agenda. He further stated that he hand delivered legible copies of the ordinance to committee members since the copies made at the Town were not legible. Mr. Ryan explained that this problem came to a head because residents have requested overnight parking due to adult children returning home, not enough driveway parking, etc. Some efforts to allow overnight parking for residents throughout Westchester have been challenged legally. Overnight parking is a problem for apartment dwellers, residents with a broken down vehicle or residents who are having work done on driveways. Mr. Ryan explained the different points of the program explaining that an © updated list of streets which are already exempt is needed. He explained the criteria used to determine hardship and then explained how the process of applying for an exemption would be implemented. The resident would make application through the Town Clerk who would refer the information to the Building and Police departments. The application would be made in the form of an affidavit. The Fire Chief questioned page 5, section 3A. Mr. Zavell asked the Fire Chief to get an updated list of the exempt streets from the Town Administrators office and go over the list. The Fire Chief stated that he would like to work with the Police Department on this. Mr. Zavell polled the committee as to their reactions to the suggested ordinance. Mr. Kenny stated that he has never been sure in his own mind how important an issue this is to residents. Mrs. Magazino stated that she felt a wonderful job was done on the research, but does feel that this would encourage drivers to bring more cars and therefore more pollution into the community. She does not agree with this on principal. Mr. Zavell made the following motion: The traffic committee recommends that the Town Board accepts the proposal of the subcommittee on overnight parking with an up to date list of exempt streets substituted for section three. The motion was seconded by Mr. Math and the vote was as follows: Mr. Zavell-aye, Mr. Kenny-aye, Mr. Mari-aye, Mr. Math-aye, Mr. Ryan-aye, Mrs. Magazino-nay. © The motion carried by majority vote. COMMITTEE VS. COMMISSION Mr. Math stated that he feels the subject of a traffic committee versus a traffic commission should be discussed. Mr. Zavell polled the committee as r r Town of Mamaroneck Traffic Committee II:) April 3, 1990 Page 3 COMMITTEE VS COMMISSION (cont. ) to their feelings on this subject. The following committee members would like to see the traffic committee become a traffic commission: Mr. Kenny, Mr. Mari, Mr. Ryan and Mrs. Magazino. Mr. Zavell would like to see it remain as a committee. Mr. Chapin stated that this is on the agenda for tomorrow night at the Town Board meeting. NEW BUSINESS Mr. Ryan restated his request to Mr. Altieri that he would like to know how many permits are sold in lot #1. Mr. Ryan stated that he is still concerned about the site line from the stop sign on Lake Rd. at the Duck Pond. After discussion, the committee agreed that the sign should be relocated to the crest of the hill. The highway department will be notified. Mrs. Magazino stated concern for the amount of truck traffic on Murray Ave. The committee discussed this along with the fact that the traffic had not let up after the opening of the Weaver Street bridge. The committee came to no C conclusions. NEXT MEETING DATE It was agreed that the next meeting date of the traffic committee would be on Tuesday, May 22, 1990 at 8:00 p.m. ADJOURNMENT On a motion from Mr. Mari, seconded by Mrs. Magazino and carried unanimously, the meeting adjourned at 10:15 p.m. Respectfully submitted by Cynthia Rocchio
