HomeMy WebLinkAbout1995_04_11 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMITTEE OF THE TOWN OF MAMARONECK HELD IN THE TOWN CENTER BUILDING ON TUESDAY EVENING, APRIL 11, 1995. PRESENT: David Lobl, Chairman Nancy Angiulo Deirdre Black Pincus Leitner Richard Mari Camille Odierna Frank Vozza ABSENT: Kathleen Tracy O'Flinn, Town Board Liaison ALSO PRESENT: Stephen V. Altieri, Town Administrator Lt. John Anderson, Town Police Department The meeting was called to order at 8:07 P.M. The members of the committee were introduced. APPROVAL OF MINUTES Chairman Lobl made a motion to accept the minutes of the March meeting with an amendment noting that Mr. Altieri did not attend the meeting. The motion was seconded by Pincus Leitner. OLD BUSINESS - #1 --Intersection - Myrtle Boulevard and Preston Avenue Guidelines from the New York State Uniform Traffic Control Devices Manual for crosswalks were handed out at the last Traffic Committee meeting in an effort to look into the situation at Myrtle Boulevard and Preston Avenue. According to the manual, the criteria for installing crosswalk lines at this intersection is not warranted. Some members felt that the painting of crosswalk lines across the road would give pedestrians a false sense of security in that it would be safe to cross the road at that point. David Lobl showed the committee members a picture of a pedestrian crossing sign that could be installed alerting motorists. Nancy Anguilo feels that motorists would respect and obey the pedestrian walking sign as they do stop signs. Stuart Wachs of 31 Edgewood Avenue witnessed an accident whereby a pedestrian was hit by a car and feels that painted crosswalk lines would have made a difference. He also feels that Preston Street should be made a one way street down the hill as it once was which would also help the pedestrian situation. Pincus Leitner said that according to the guidelines, pedestrian painted cross walks actually increased pedestrians being hit by cars. Richard Mari feels that pedestrian crosswalks should be painted on both sides of Preston Street along with pedestrian crosswalk signs. Mr. Altieri said that the members should think seriously about placing crosswalk lines because of the liability to the Town. Mr. Leitner made a motion to install signage at an appropriate distance from the intersection in accordance with (W5-1) 235 of the Uniform Traffic Control Devices Manual. The motion was seconded by Mrs. Odierna and carried. Richard Mari made a motion to install crosswalk lines on both side of Preston Street at Myrtle Boulevard which was seconded by David Lobl, however, not accepted by the other members of the Traffic Committee. NEW BUSINESS #1 - Handicapped Parking Spaces Prior to the reconstruction of the Murray Avenue Bridge, there were two handicapped parking spaces on Murray Avenue. During the construction work, the Town created three temporary handicapped parking spaces, however, after the construction work was completed, the three extra spaces remained. Because of the severe demand for parking in this area, Mr. and Mrs. Berliner of 14 North Chatsworth Avenue requested that the parking situation revert back to the original plan and the temporary handicapped spaces become parking for non-handicapped parkers. David Lobl stated that he noticed those handicapped spaces being under utilized while Nancy Angiulo feels they are needed. An estimate of the area counted nine handicapped parking spaces. David Lobl made a motion to revert back to the pre-construction parking plan seconded by Pincus Leitner and accepted by the members of the committee. Mr. Berliner feels that overnight parking should be looked into throughout the Town as it was years ago. He was informed that more streets have been opened to overnight parking for apartment dwellers. Request - Stop sign at Myrtle Boulevard/Madison Avenue Mary Ann Liebert reported that a dangerous condition exists at the Clock Tower building when people exit the building and cross the street to get to their parked cars. She is representing her company with fifty employees and presented a petition signed by the other fifty employees working in the building. She is requesting a stop sign at the corner of Myrtle Boulevard in an attempt to slow traffic when it gets to the curve where people tend to cross. Most members claimed that because the street is so wide, motorists would not be looking for a stop sign and therefore not adhere to it. Suggestions were: a railing on the sidewalk at the curve to make people walk to the already existing crosswalk at Washington Square and Madison Avenue; or crosswalk lines could be painted on the east side of Washington Square. In response to the issue of pedestrian crossing at Madison Avenue, the Traffic Committee believes that a stop sign would not provide an adequate solution but that a properly designated cross walk traversing Madison Avenue in the vicinity of the Clock Tower Building may provide guidance to pedestrians to safely cross the street. A motion was made by David Lobl to install a cross walk in accordance with the appropriate markings and guidelines in the New York State Uniform Control Devices Manual to designate a crosswalk at the easterly intersection of Washington Square and Madison Avenue with street markings indicating pedestrian crossing visible from either direction on Madison Avenue. The motion was seconded by Richard Mari and accepted by the members of the Traffic Committee. Frank Vozza will send a letter to Ms. Liebert informing her of the Traffic Committee's decision.
