Place: Senior Center, Mamaroneck Town Center Present: Traffic Committee members : David Lobl , Chair Camille Odierno Nancy Angiulo Donald Sutherland Kathy Devore Doris Shaw [Excused: Ron Meister] Town representatives : Lt. Paul Creazzo, Police Department [Excused: Steve Altieri , Town Administrator Paul Winick, Liaison, Town Board] The Chair called the meeting to order at 8 : 10P.M. and polled the four (4) persons in attendance to determine the matters on the agenda that concerned them. The Committee decided to consider the following two matters out-of-order as a courtesy to the residents in attendance. 1 . New Business, item # 2 - Madison and Lafayette signage. Diane Safer of 99 Madison Avenue; Susan Bonnadonna of 8 Lafayette; and Josh Dionne of 10 Lafayette, appeared in support of Diane and Adam Safer' s letter dated July 25, 2006 re: Signage at Lafayette, Huguenot and North Chatsworth (the "HLC Intersection") to alert drivers, particularly trucks, that there is no outlet to I-95 or Fifth Avenue. It was pointed out to the Committee that some internet map sites show Lafayette connecting to Madison and the Town' s zoning map seems to show the same thing. The Committee was unanimous in its request to the Highway Department [or State DOT if necessary since it involves I-95] , to explore whether an I-95 sign [such as an 1 arrow on the standard I-95 signs] could be placed at the HLC Intersection informing southbound motorists that they need to continue south on North Chatsworth, where they will see the "arrow" pointing right on New Jefferson - the route to I-95 . Also, the Highway Dept should explore a more prominently placed sign or signs at the entrance to the HLC Intersection since the present "Dead End" sign is located in a manner that does not adequately convey where the dead end is. The residents were also advised, in response to their concern about the unsightliness and smallish size of the "triangle" medium at this intersection, to speak to Valerie O' Keefe with a view towards bringing the issue to the attention of the Beautification Committee. 2 . New Business, item #5 - Laurel Avenue parking: Dennis O' Toole of 102 Laurel Avenue, appeared in support of his letter dated August 25, 2006. He explained that at a Holiday Party several years ago at his house, he signed a petition passed around by his neighbor, Richard Ruggiero. Mr. O' Toole thought the Petition involved a parking issue limited to Mr. Ruggiero' s house but turned out to be a request for an overnight parking exemption for the entire block. Now, the even side of the street has permitted parking from 3-6A.M. ; it was presumed that the other side of the street is where the hydrants are located so the Fire Dept would have objected to 24 parking on that side. There was a lengthy discussion of the issues, including Mr. O' Toole' s belief that the exemption is not necessary since the houses have driveways; that residents abuse the privilege by parking on the street instead of their respective driveways even though there is room; and that cars are parked in front of his house for days on end without being moved. When Mr. O' Toole tries to discuss this issue with his neighbors, he is rebuffed. The Committee requests a report from the Fire Department after its study of the street [a dead end street] at various times of the day and night to determine whether there is a safety issue in moving equipment through the street. In addition, it is unclear to the Committee why Laurel Avenue has an overnight parking exemption since all the homes appear to have driveways, unlike the situation that exists at Plymouth and Winthrop, or in the apartment complex areas where there is limited off-street parking. If the Town has any records of when and why Laurel received an exemption, this information would be of interest to the Committee. Further consideration on this matter was deferred pending the receipt of the additional information and the Fire Dept' s report. The Committee then followed the agenda: OLD BUSINESS: 3. Old Business, item 1 - June 20, 2006 Minutes : Not considered. 4 . Old Business, item #2 - Accident histories - (a) Hickory Grove at Rocky Road; and (b) Country Lane and Country Road: Lt. Creazzo reports that there is no accident history for those two locations . The Committee believes that no changes and/or additions in signage are warranted at these locations . 5 . Old business, item #3 - Hickory Grove Drive West. No appearance by Mr. Rauschnabel . After discussion of the issues raised by letter dated June 15, 2006 and e-mail of Sept. 12 , 2005, the Committee believes that no traffic control devices or additional signage is warranted for Hickory Grove West between Mardon and West Brookside Drive other than the limited sight distance cautionary signs already in place. 6. Old business, item #4 - Cornell Street: Scarsdale' s response by Stephen Pappalardo to signage issue at Grand Park and Cornell noted by Committee. 3 NEW BUSINESS: 7 . New business, item #1 - Murdock Woods . No appearance by Mr. Belkin. Since the issue raised by Mr. Belkin is believed to be a temporary, no action taken. 8 . New business, item #2 : See above. 9. New business, item #3 - Richell parking spaces . No appearance by Ms . McDermott. The Committee believes that painted lines will decrease parking, which is already at a premium in that part of the Town. 10. New business, item #4 - Truck traffic on New Jefferson: No appearance by Ms . Shehadeh; the Committee believes that the requested action [to re-route truck traffic] is inappropriate and unwarranted. Next meeting set for Tuesday, October 17, 2006. Meeting adjourned at 9: 15PM. 4
