HomeMy WebLinkAbout2003_10_28 Traffic Committee Minutes a TOWN OF MAMARONECK TRAFFIC COMMITTEE 2 i=' z Meeting Minutes Tuesday, October 28, 2003 • FOMEC 1561 • A regular meeting of the Town of Mamaroneck Traffic Committee was held on October 28, 2003, in the Courtroom at Mamaroneck Town Center, located at 740 West Boston Post Road, Mamaroneck, New York, 10543. Members Present: David Lobl, Chairman Nancy Angiulo Donald Derrico Richard Mari Ronald Meister Others Present: Stephen Altieri - Town Administrator Patrolman John Redmond - Town of Mamaroneck Police Dept. Judith Myers - Councilwoman Old Business: 1. Approval of Minutes—September 23, 2003. On motion by David Lobl and second by Donald Derrico the minutes of 9/23/03 were approved as amended. 2. Correspondence Edie Reidy, June 9, 2003. Re: Illegal left turns—Ferndale Shopping Center. The Town Administrator requested that this matter be deferred to the next Traffic Committee meeting to allow more time to discuss this matter with the Shopping Center's owner. 3. Correspondence C.J. Drosins of the Chatsworth Neighborhood Association. Re: Curve reflectors North Chatsworth Avenue/Huguenot Drive. Mr. Drosins appeared before the Traffic Committee to request the installation of traffic curve reflectors. The purpose of the reflectors would be to warn motorists traveling southeast on North Chatsworth Avenue of the curve in the road at Huguenot Drive. After discussion by the Traffic Committee they decided to install a"Curve Ahead"sign on the telephone pole at Huguenot Drive and North Chatsworth Avenue, New Business 1. Referral from Town Planning Board. Re: Melron Associates— 1265 Boston Post Road. The Town Administrator explained that there is currently a development proposal at the site of the former Cooks to construct a bank and retail drug store. The Planning Board has asked for the Traffic Committee's input pursuant to the Town's Site Plan Ordinance on traffic matters. A copy of the proposed site plan was presented to the Traffic Committee for review. The Committee raised a number of questions regarding ingress and egress and vehicle circulation within the site. The Committee decided to defer this matter to the next meeting for final recommendations. The Town Administrator was asked to bring to the next meeting a copy of the Route 1 Corridor Study. C:\My Documents\Traffic\Minutes 10-28-03.doc 2. Howell Park Association Letter. Re: Various Traffic Issues. Kimberly Larsen and Sue Wahrhaftig, Co- Presidents of the Howell Park Association, appeared before the Traffic Committee to discuss three traffic matters. The first had to do with traffic speed in the Howell Park neighborhood. The Association's request is that the speed limit be reduced from 30 mph to 25 mph. Members of the Committee indicated that a large number of requests have come in for reductions in speed limits. The 25 mph speed limit however, is virtually impossible to enforce effectively. Therefore, the Committee denied the request for a reduction in the speed limit but directed that the Police Department increased enforcement of both the speed limit on Howell Avenue and the stop signs on Howell Avenue near Meadow Place. The second concern of the Association was a potential visual obstruction at the corner of Howell Avenue and Weaver Street. The Town Administrator will direct the Code Enforcement Officer to investigate this intersection and to determine if a violation exists and to take the necessary enforcement action. Finally, the Association asked for the Traffic Committee's input in regard to the traffic pattern at the intersection of Howell Avenue and Carleon Avenue. Because of the island at this intersection there is some confusion regarding g the direction of travel for motorists coming from either Palmer Avenue or from Weaver Street. After a discussion of several alternatives the Committee is recommending that a yield sign be installed on Howell Avenue at the intersection of Carleon. The installation of the yield sign will improve the safety at the intersection of Carleon and Howell Avenue. The Association will monitor the new yield sign and come back to the Committee should further measures be necessary to improve the traffic pattern at Howell and Carleon Avenue. 3. Letter of Eliseo Sampayo. Re: Speeding Cars—Myrtle Boulevard. The Traffic Committee reviewed the letter submitted by Ms. Sampayo. They decided that a stop sign on Myrtle Boulevard was inappropriate however, the Police Department was directed to increase speed enforcement on this street. The next scheduled Traffic Committee meeting will be held on Tuesday, December 2, 2003 C:1My Documents\Traffic\Minutes 10-28-03.doc
