The Town of Mamaroneck TRAFFIC COMMITTEE MEETING

A regular meeting of the Town of Mamaroneck Traffic Committee was held on October 21, 2008, in the
Courtroom at the Mamaroneck Town Center located at 740 West Boston Post Road, Mamaroneck, New
York

Old Business
1. Approval of Minutes of September 16, 2008
2. Alden Road Fire Lane — There was a brief discussion of the requirement and location of the Fire
Lane for the apartment building. The Town Administrator indicated that further information would
be provided at the November meeting.
3. Stop & Shop Entrance/Exit Weaver Street — At the next meeting information will be provided on
the feasibility of installing small bollards on the median at the entrance/exit to further prevent left
hand turns onto Weaver Street.
New Business
1. Request for Handicapped Parking Space— Alden Road Apartments
The Committee has received a request for the installation of a handicapped parking space on
Copley Road near the entrance to the apartment building.
Ms. Taylor appeared before the committee to discuss this matter. She provided correspondence
from County Legislator Judith Myers and New York State Senator Suzi Oppenheimer asking that
the committee consider the request
Mr. Lutsky, a resident of 11 Alden Road appeared before the committee to request the
installation of the handicapped space.
Daren Taylor, also a resident of 11AIden Road appeared before the committee to discuss the
installation of a handicapped space.
Members of the committee discussed this matter. While there are benefits there are also
difficulties with cars parked in the space for extended periods of time in violation of the parking
regulations on the street and reducing the opportunity for other handicapped residents in need of
the space. After further consideration the committee recommended that one handicapped space
be installed on Copley Road at a location to be determined. The Town Police and Highway
Department will evaluate the appropriate location. The recommendation will be referred to the
Town Board for further consideration.
2. Request for a Four Way Stop Intersection—Glenn Road and Valley Road
Mr. Lawler of 42 Glenn Road, Mr. Pagan of 34 Glenn Road and several other residents
appeared before committee to request the installation of Stop Signs on Glenn Road at Valley
Road to create a four-way stop. They believe that cars are speeding on Glenn Road and that
with a number of children living in the area the four-way stop would create a safer environment.
The Town Administrator and members of the committee indicated that stop signs are not
intended for speed reduction but rather to provide for the orderly entry of traffic at an
intersection. Guidelines for the installation of a four-way stop are basically the same as that of a
traffic signal. Therefore there was a question as to whether there is sufficient traffic volume to
warrant a four-way stop.
After further discussion the Committee directed that a speed survey be conducted, obtain
accident data for the intersection, and determine other alternatives to slow traffic. The matter will
be placed on the committee agenda for November 18.
3. No Parking Zone— Murray Avenue and Forest Avenue
The committee reviewed a memorandum from the Town Administrator regarding parking on the
west side of Murray Avenue north of Forest Avenue. Currently parking is allowed on the east
side of Murray Avenue north of Forest Avenue. During the morning and afternoon periods when
school is in session vehicles are now parking on both sides of Murray Avenue making the street
virtually impassable to traffic.
As a solution the Town Administrator recommended that that a no parking zone be established
on the west side of Murray Avenue from the intersection of Forest Avenue to a point 150 feet
north on Murray Avenue. Upon further discussion the Committee concurred with the
recommendation however amended it to prohibit parking only from 8:00am to 4:00pm Monday-
Friday. The matter will now be forwarded to the Town Board for further consideration.
4. Request of Mr. Scott Raved — Installation of a Sidewalk on Rockland Avenue near
McKenna Place
Based upon a second communication from Mr. Raved, the committee was again asked to
consider the installation of a sidewalk on Rockland Avenue near McKenna Place. Observations
by various members of the committee revealed that few if any pedestrians were seen in this
area. The Town Administrator reported that from an engineering and construction point of view
the construction of a sidewalk would require rock removal and the construction of a ledge to
support the sidewalk.
The committee agreed that a sidewalk was not necessary in this area.
5. Referral from Town Planning Board — Special Permit Application: 5 Guys Hamburger
Restaurant
The Town Administrator reported that yesterday (October 20, 2008) he had received a referral
from the Planning Board seeking comments on the above application. Because the information
was received so late the committee did not have the opportunity to review the matter. Therefore
the application will be placed on the November 18 Traffic Committee agenda. The Town
Administrator will communicate the committee's intentions to the Planning Board.
6. Update — Traffic Improvements at Intersection of Murray Avenue, Myrtle Blvd and North
Chatsworth Avenue
Councilman Fishman provided the committee with an update on the Town Board's actions with
regard to the issue of No Turn on Red at the intersection. He indicated that the matter would be
taken up by the Board again at their November 19 meeting. It appeared as if the Board was
moving in the direction of easing the restriction and to mandate No Turn on Red at those times
when the Exclusive Pedestrian Phase is in operation. The Town Board was awaiting further
information from the consultant.
The Town Administrator provided the committee with renderings of how the new signage would
appear when activated by the Exclusive Pedestrian Phase
There being no further business the meeting was adjourned.
THE NEXT MEETING IS SCHEDULED FOR NOVEMBER 18, 2008
