Traffic Committee Meeting

1. Approval of Minutes — Meeting of October 11, 2005
Upon review the minutes were unanimously approved
2. Correspondence — Ruth Campanelli — Intersection of Falls Road and Cooper Lane
This matter was carried over from the last meeting. Ms. Campanelli expressed concern
over the lack of any traffic control devices on either Falls Road or Cooper Lane.
Members of the committee have viewed the area. There was discussion among the
members of the committee about the use of a yield sign versus a stop sign and on
which street should a sign be installed. In the end there was no consensus among the
members of the committee and therefore the Chairman asked that the matter be
deferred to the December meeting for further consideration.
3. Parking on Cooper Lane
This matter was carried over from the last meeting. At issue is the problem of cars
parking on Cooper Lane between Myrtle Boulevard and Mardon Road. The concern is
that cars will at times park on the street in such a way as to cause a hazard for vehicles
traveling on Cooper Lane. The problem is particularly bad on Sundays when masses
are held at Sts. John and Paul church. Members of the committee considered whether
a total parking ban was needed or to further restrict parking on one side of the street.
It was decided that this matter would be tabled to the next meeting.

4. Correspondence — Bruce Weinstein —Addition of third Stop Sign at the intersection of
Rocky Road and Hickory Grove Drive
Mr. Weinstein suggested in his correspondence that a third stop sign be installed at the
above intersection for traffic traveling west on Hickory Grove Drive. Members of the
committee did feel that a third stop sign was necessary at this location. Therefore no
further action was taken by the committee on this matter,
5. Correspondence — Susan Chateauvert — Elkan Park
In her correspondence Ms. Chateauvert requested that overnight parking be permitted
at the dead end of Elkan Park near Central School. Ms. Chateauvert appeared at the
meeting to present her request. This matter had been referred to the Town Fire
Department, Police Department, and Highway Department for review. Although the
Fire Department did not object to the overnight parking at that location, the Police
and Highway Departments expressed opposition. The Police Department expressed
concern that without the overnight parking restriction cars could be stored on the
street for long periods of time and there were also safety concerns. The Highway
Department uses the dead end for the storage of snow during snow removal
operations on the street. Cars parked at the dead end hamper snow removal
operations.
Ms. Chateauvert in her comments indicated that due to a lack of sufficient parking in
the housing unit driveways the dead end would provide additional parking. There was
discussion among the committee members over possible enacting a seasonal parking
ban to prohibit parking during the winter months. It was felt however that this might
set a precedent for other streets to receive the same treatment.
As a result of concerns expressed by the Police and Highway Departments the Traffic
Committee determined that overnight parking should not be allowed at the dead end
of Elkan Park.
6. Correspondence — Eliza Kelly- Requesting a Stop Sign on Rocky Road at the
intersection of Lakeside Drive
At this time there are no traffic control devices at this intersection. The Police
Department indicated that there had not been accidents at this location. In addition
there does not appear to be an overabundance of traffic. Since there does not appear
to be any compelling reasons to install a stop sign at this location the committee
decided to take no further action at this time.
7. Special Permit Application — Forest City Residential LLC
The Town Planning Board referred to the Traffic Committee the special permit
application of Forest City Residential LLC to construct 135 housing units on the land
between Byron Place, Maxwell Avenue, and Madison Avenue. The committee heard a
presentation on the project from Mr. Andy Tung of Divney, Tung, Schwalbe planning
consultants to Forest City.
After discussion among the members of the committee the follow recommendations
were to be forwarded to the Planning Board:
• To coincide with the installation of the new traffic signal at the intersection of
New Jefferson Street, Madison Avenue, and the 1-95 ramps additional signage
should be installed to direct motorists to Chatsworth Avenue and the Village of
Larchmont.
❖ A stop sign should be installed at the end of Byron Place to control the
increased traffic exiting from Byron Place onto Madison Avenue and Myrtle
Boulevard.
❖ Because of the limited parking in the neighborhood, delivery vehicles,
construction equipment, and construction workers should not be permitted to
park on local streets. As presented by the applicant contractors and their
employers should park either on the construction site or in the lot to be
provided on Fifth Avenue for construction parking.
• Regarding the parking lot to be expanded in front of the retail stores on
Madison Avenue appropriate signage should be installed to remind motorists
that the lot is solely for the retails stores. In addition parking in the lot should
be limited to two hours, and the property owner should develop a means of
enforcing the parking restrictions in the lot.
