FIem6ers Present: David Lobl, Chairman Nancy Angiullo Richard Mari Ronald Meister Camille Odierna Others Present: Judy Myers Town Board Liaison Lt. John Anderson Town of Mamaroneck Police Department The Chairman called the meeting to order at 8:00 p.m., and the members of the Committee were introduced to the audience. New Business 1. Approval of March 25, 2003 minutes. Motion by David Lobl and second by Richard Mari; minutes approved. 2. Handicapped ParkinglMurray Avenue. Seymour Alpert addressed the Committee and reviewed the contents of his letter dated March 4, 2003,a copy of which was previously distributed to the Committee members. The Committee noted that parking in the Murray Avenue/Washington Square area is limited,that there were two handicapped parking spots adjacent to the bus stop on the west side of Murray Avenue, and two handicapped spots on North Chatsworth Avenue. The Committee related the circumstances of Nancy Diamond,who appeared before the Committee in March 2003. Ms. Diamond is a resident of the Washington Square area and she cannot find parking when she returns home from work late at night. The Traffic Committee expressed its view that it did not want to reduce the number of general parking spaces in the area since those spaces are available equally to all vehicles. The Committee recalled that recently an effort was made with the Police Department's recommendation and George Latimer's assistance, to have the County approve the relocation of the bus stop on Murray Avenue approaching Myrtle Boulevard. It would be moved closer to Myrtle Boulevard for the purpose of adding two additional handicapped spaces next to the existing handicapped spots.This would thereby increase handicapped parking without sacrificing the existing number of general parking spaces. Early indications were that the County agreed, but the effort was not carried through to completion. The Traffic Committee requests that the Town reactivate the effort to relocate the bus stop for the purpose of adding handicapped spots on the western side of Murray Avenue approaching Myrtle Boulevard. The Traffic Committee believes that adding spaces on the west side, not the east side as requested by Dr.Alpert,would be more prudent for safer access to the apartment buildings. moil Damaov \Maim s 21-03 : 3. Madison Avenue/Speeding (Taken out of order). Diane Safer appeared and reviewed her letter of May 12, 2003, regarding the frequency of motorists who wrongly believe her dead end street is an entrance to 1-95. After discussion about existing signage at the intersections of Huguenot Drive, Lafayette Road and North Chatsworth Avenue southbound and the unusual confluence of these three streets, the Traffic Committee approved the following: a) Contact the Thruway Authority/County DOT and request signage on North Chatsworth Avenue be placed before Lafayette Street, indicating by a straight arrow,that 1-95 is accessed by continuing south on North Chatsworth Avenue (to New Jefferson Street where there is a sign indicating a right to 1-95). b) Replace the existing "Dead End" sign with a "No Outlet"sign. c) The Traffic Committee pointed out that"Children at Play"signs were not warranted in residential areas. The Traffic Committee also discussed the need for additional signage for 1-95 throughout the Town,particularly on Myrtle Boulevard at Weaver Street to direct traffic to Palmer Avenue,then east,away from the Gardens Lake area (where vehicles wind up on the belief that there is access to 1-95). 4. Ormond Place: There was no appearance on this matter. Nonetheless,the Traffic Committee reiterated that"CAP"signage is not warranted in residential areas, and the Traffic Committee requests that the Town advise the Fortinsky's of this policy. Further,since there was no accident history at this location,the street in question is one block long, and is used primarily by local residents, the Traffic Committee determined that no further action is warranted at this time. It was noted by the Traffic Committee that there is some shrubbery overgrowth on this street and the Traffic Committee suggests to the Town that this location be investigated by the Highway Department for possible trimming. 5. Catherine Wachs' letter dated May 20, 2003, is self-explanatory, as this matter was already addressed by the Traffic Committee. New Matter: David Lobl pointed out that there is no signage at the intersection of 1-95, Madison Avenue and New Jefferson Street other than a sign on New Jefferson that identifies that street. (Further,there is no signage at all at the intersection of New Jefferson Street and North Chatsworth Avenue). Since the 1-95 Exit is (incorrectly)designated as"Larchmont-Chatsworth Avenue", signage should be placed at the end of the exit ramp indicating that North Chatsworth Avenue is one block ahead and that Chatsworth Avenue is located to the right,with another sign at the Chatsworth Avenue bridge indicating a right turn over the railroad tracks. A green sign (similar to the sign the Town erected at the fork by North Chatsworth Avenue) indicating that 35 North Chatsworth Avenue is to the left and that 1-21 North Chatsworth Avenue is to the right, would seem to make sense.
