HomeMy WebLinkAbout2002_05_21 Traffic Committee Minutes 06i0?i02 14:42 NO. 180 P002 MINUTES OF THE MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD AT 8 : 00PM ON MAY 21, 2002, AT THE SENIOR CENTER, TOWN CENTER. Present: David Lobl, Chairman Richard Mari Camille Odiernt _ Roz Weinstein Donald Derrico Pincus Leitner Lt. John Anderson, Town of Mamaroneck Police Department Excused: Nancy Angutlo Unavailable: Steve Altieri, Judy Myers The meeting was called to order by the Chairman, David Lobl, at 8: 10PM. Items of business considered: 1. Joe McElhiney of 17 Judson Avenue presented the Committee with three pictures (attached) of the intersection of Murray and Edgewood Avenue for the purpose of demonstrating that the "No parking here to Corner" signs on Edgewood east of Murray are too close to the corner and do not create a zone free of parked cars for vehicles turning into or out of Edgewood. The Committee recommends to the Town that the Highway Department revisit this intersection with a view towards relocating the signs a greater distance into Edgewood from the Corner formed with Murray Avenue. 2. The three items on the agenda re" Myrtle Island center median, where considered together. David Silverstone of 22 Glenn Road was present and highlighted the major themes of his letter received by the Town on May 6, 2002. Mr. Silverstone believes the island will increase noise due to honking of horns, that the island will create a problem for larger vehicles (i.e. , buses) that have to use Myrtle to access I-95 or Fifth Avenue; that double parking in front of Peter' s will be impossible (since although unlawful, it is tolerated by the Town to enable 06/07/02 14:42 NO. 180 P003 customers to quickly run into the store to make a purchase) . The Committee highlighted the fact that the Town reduced the width of the median on the northerly side facing Peter' s to the point of the original double yellow line, the effect of which re-established the original width of the street on that side . This was done to ease the traffic flow down Myrtle towards Fifth Avenue and I-95. After discussion, the Committee recommends to the Town that a final decision on the median be postponed until after the deck issue and Forest Daley project are resolved and the Committee will then be in a better position to evaluate the effect of the median. 3 . Jack Bauer of 17 N. Chatsworth Avenue appeared before the Committee. His wife was recently in an accident at the intersection of Edgewood and Murray. Her car was hit while crossing Murray from Edgewood (coming from Judson) by a car coming north on Murray that she could not see due to a tree and hedges obstructing her view. The Committee pointed out to Mr. Bauer that extensive work was done at that intersection, albeit on the other side, several years ago and that there are numerous intersections around Town that require caution and patience when attempting to traverse. Also, Lt. Anderson pointed out that there was no significant history of accidents associated with that intersection, at least nothing outside a normal range. Nonetheless, that Committee discussed the problem with overgrown or large hedges and bushes on corner lots that obstruct visibility. The Committee recommends to the Town a more aggressive and vigilant policy on obstructions at intersections, particularly the following; the hedges and bushes at the southeastern corner of Murray and Edgewood next to the bus stop that prevent a driver from having an unobstructed view south on Murray towards Myrtle; the southeastern intersection of Murray and Homer where the hedges bow out around the curve and prevent a driver from seeing vehicles traveling north on Murray. Item 5 on the agenda re: Angela Lorenza' s letter/Homer and Murray, was also addressed and the Committee strongly urges the Town to have the hedges and bushes cut back by the .y •m.a 06/07/02 14:42 N0. 180 P004 intersection of Orsini and Homer to increase sight lines around the curve where Orsini meets Homer towards Murray, in addition to the work recommended above on the intersection of Homer and Murray. 4 . The matter of speeding on Avon was adjourned to the next meeting. 5. The Committee discussed the (ere Driveway issue again. Mr. Lobl advised the Committee of his personal observation that notwithstanding several other available parking spots in the immediate area, a driver insisted on squeezing into a tight spot right up to curb cuts of the Gere Driveway. The conclusion to be drawn is that the spots next to the driveway are not the last available spots that will be taken by a driver, but rather, drivers find them attractive for other reasons and will park there even if larger spaces are available in the immediate area. After discussion, the Committee, by a 5 to 1 vote, reinstated its earlier recommendation that the Town create a "No Parking" zone with appropriate striping (similar to the entrance to the Carlton House) extending six feet beyond each curb cut of the Gere Driveway. A smaller "no parking zone" would be inconsistent with what was done elsewhere and would make it more difficult to exit the driveway while the loss of two or three feet on each side is viewed as inconsequential. 6. The Committee postponed discussion of the PSC Engineering Report dated December 7, 2001 in light of the detailed nature of its contents and the unavailability of Town officials at the meeting. ii
