HomeMy WebLinkAbout2008_03_18 Traffic Committee Minutes Town of Mamaroneck Traffic Committee Meeting Minutes — March 18, 2008 Present: Doris Block, Chair; Camille Odierna, Donald Sutherland, Councilman David Fishman Not Present: Michael Harrington,Nancy Angiulo, Kathy DeVore Also Present: Lt. Michael Cindrich; Mary Stanton, Asst. to Town Administrator Without a quorum,the members agreed to consider the agenda issues and to prepare recommendations to the full Traffic Committee for its next scheduled meeting. Old Business: (1) 10/31/07 correspondence from resident Edward Hoff. Mr. Hoff states that car carriers from three dealerships near the corner of Dillon Road and Boston Post Road double park when loading and unloading and block the bus stop requiring passengers to board in the street. Lt. Cindrich reported that he visited the Pepe Mercedes dealership and was told that Pepe had petitioned the Traffic Committee for additional parking spaces some time ago and never received a response. Lt. Cindrich recommends a comprehensive study of the parking problems in the area with the assistance of the Town Engineer. He cautioned that if the Town simply creates a loading zone for trucks, parking will be pushed back to the residential area creating additional problems. This issue will be revisited at the next meeting. (2) Intersection of Murray, Myrtle, and North Chatsworth(issue discussed at Joint meeting of December 19, 2007). A resident recommended installing a red right turn arrow at the corner of Chatsworth and Myrtle forbidding a right turn during the walk cycles. This light would go out when the crossing time was over, and cars would then be allowed to make a right on red. This issue will be held over to the next meeting. A lagging cycle is being studied and it may prove sufficient. New Business: (1) February 14, 2008 memo to Town Administrator outlining Murray Avenue School traffic issues. Stephanie Bosta and Kristine Budell brought the issues to the Traffic Committee on behalf of the Murray Avenue PTA: (a) Driving on Colonial Avenue is problematic because cars parked on both sides of the street create one narrow lane for traffic headed in both directions. The Committee will recommend to the full Traffic Committee that no parking be allowed in the 4-5 spaces on the school side of Colonial between Daymon Terrace and Murray Avenue during school drop off and pick up times. (b) Cars routinely park illegally at the corner of Sheldrake and Forest during school pick up and drop off times. They block the line of sight down Forest toward the school causing an unsafe condition. The Committee will recommend that the full Traffic Committee make a recommendation to the Town Board that no parking be allowed on Forest in the single parking space available (right past the corner of Sheidrake and Forest as you go towards Murray)during drop off and pick up times. Lt. Cindrich will look into enforcing speeding laws and traffic signal violations on Weaver Street near the school. When asked about creating a "school zone"for this purpose he advised that Weaver Street is a state road and that the state will refuse to create such a zone because the school is not located on Weaver Street. Steve AItieri is working on the possibility of increasing the delay period between when the light turns red on Weaver & Forest Avenue and when the walk sign starts. (2) February 23, 2008 Memorandum to the Traffic Committee from the Town Administrator concerning amending parking restriction on New Jefferson Street. No recommendations. (3) March 17, 2008 memo from Kristine Budill to Mary Stanton, Assistant to the Town Administrator, listing numerous issues affecting the Hommocks School and Central School with respect to the Safe Routes to School Program. Held over to next meeting. Committee requested that a more focused memo be sent to the Traffic Committee listing only those issues that can be addressed by the Town. Issues that involve school, county, and state property should be removed. Ms. Budill agreed to amend the memo and to resubmit it. The Safe Routes Committee is completing a grant application for funding and will be requesting the Town's support in the form of a resolution. (4) Request for a handicapped parking space for Larchmont Acres by resident Kari Koppinen. Lt. Cindrich reported that in order to create a handicapped parking space the Co-op Board must make a request to the County. The Committee asks that the Town Administrator advise Ms. Koppinen that this is the action that must be taken. Next Meeting: April 15, 2008. It was agreed that the Traffic Committee will schedule meetings on the third Tuesday of the month on a more consistent basis.
