MEETING MINUTES x TUESDAY, JUNE 26, 2001 • FOUNDED 1661 • A regular meeting of the Town of Mamaroneck Traffic Committee was held on June 26, 2001 in the Senior Center at Mamaroneck Town Center located at 740 West Boston Post Road, Mamaroneck, New York 10543 Members Present: David Lobl, Chairman Pincus Leitner Camille Odierna Richard Mari Nancy Angiulo Roz Weinstein Others Present: Judy Myers — Town Council Stephen V. Altieri — Town Administrator Lt. John Anderson Committee Business: Approval of Minutes for April 24, 2001. 1. Correspondence - Larchmont Civic Association. Re: Speed limit Brookside Drive. Committee member Richard Mari indicated that he had spoken with Ruth Campanelli regarding the reduction in the speed limit on Brookside Drive. It was explained to Ms. Campanelli that the speed limit could only be reduced to 25 mph and that additional signs would be necessary to inform motorists of the new speed limit. The additional signs might reduce the esthetics of the neighborhood. Mr. Mari indicated that Ms. Campanelli would take this matter back to the Civic Association for further discussion. The Committee therefore took no further action on this matter. 2. Correspondence from Catherine Wachs. Re: Left turn prohibition on Myrtle Blvd. Catherine Wachs appeared before the Committee to review her letter regarding the left turn prohibition on Myrtle Boulevard at Preston Street. Ms. Wachs stated that additional enforcement of the prohibition is necessary, although she does understand that the police department has staff limitations. Also, she would like the sign amended to reflect the fact that the prohibition is only in effect Mondays through Fridays. Lt. Anderson stated that the Police Department will try and place greater emphasis on this matter during commuter times. The Town Administrator indicated that the Highway Department will make the necessary change to the sign. C;\My Documents\Traffic\Minuted June 26,2001.doc 7 J ,4 3. Zoning Board referral. Re: Sts. John and Paul Church sign. The Traffic Committee reviewed a memorandum from the Director of Buildings regarding a proposed sign at Sts. John and Paul Church. The Zoning Board is considering a variance request from the church and has referred this matter to the Traffic Committee for a review of traffic safety implications. The Committee discussed the referral at great length. However, from the information provided, the Committee is unable to determine the exact location of the proposed sign. The sign could be a distraction to traffic depending upon its location on the site. The Committee directed the Town Administrator to correspond with the Director of Buildings to obtain more accurate information as to the proposed location of the sign. 4. Request of Dr. Morton Heide. Re: Yield to Pedestrian Signs at Chatsworth Avenue and Myrtle Blvd. Dr. Heide is requesting the installation of Yield to Pedestrian signs at the intersection of Myrtle Boulevard and Chatsworth Avenue to aid those people crossing at the intersection. The Town Administrator and Councilwoman Myers informed the Committee that the Town Board had stated to the Committee that the Town Board has requested that its planning consultant, Buckhurst, Fish & Jacquemart study this intersection further in conjunction with a study of the installation of medians on Myrtle Boulevard. The Committee has therefore decided to defer this matter until the planning consultant has completed its study of the intersection. 5. Request of Mr. Frank Sabia Re: Installation of Stop Sign on Murray Avenue at Homer Avenue. The Committee reviewed Mr. Sabia's letter and did not agree that a stop sign was necessary on Murray Avenue at Homer. Reference was made to a prior study of Murray Avenue that indicated additional stop signs would not improve safety on the street, but would disrupt the flow of traffic. Based upon observations by members of the Committee, an improvement at the intersection can be made by cutting back shrubbery that causes a visual obstruction at the intersection. The Town Administrator then stated that the matter would be referred to the Building Department for enforcement of the visual obstruction law of the Town. Other Items: 1. Richard Mari requested that the hidden driveway sign on Weaver Street near Myrtle Boulevard be moved further away from an existing hedge to increase the sign's visibility. 2. Richard Mari also requested that the no parking signs previously approved on Colonial Road near Damon Terrace be installed by the Highway Dept. 3. Councilwoman Judy Myers requested that the bushes at the end of Huegunot Drive near Lafayette be trimmed back to improve visibility at the intersection.
