HomeMy WebLinkAbout2003_12_16 Traffic Committee Minutes t TOWN OF MAMARONECK TRAFFIC COMMITTEE oo` Meeting Minutes • ;:D:561 • Tuesday, December 16, 2003 A regular meeting of the Town of Mamaroneck Traffic Committee was held on December 16, 2003, in the Courtroom at Mamaroneck Town Center, located at 740 West Boston Post Road, Mamaroneck, New York. Members Present: David Lobl, Chairman Nancy Angiulo Donald Derrico Richard Mari Ronald Meister Camille Odierna Roz Weinstein Others Present: Stephen Alberi - Town Administrator Patrolman John Redmond - Town of Mamaroneck Police Dept. Judith Myers - Councilwoman Old Business: 1. Approval of Minutes—October 28, 2003. On motion by Mr. Derrico and second by Mr. Lobl the minutes of the Traffic Committee Meeting of October 28, 2003 were approved without amendment. 2. Correspondence from Edie Reidy, re: Ferndale Shopping Center. The Town Administrator updated the Committee on his recent meeting with Mr. Nick Pepe,the owner of the Ferndale Shopping Center. Mr. Pepe has agreed to reconstruct the median at the Weaver Street Entrance to the shopping center to prevent left turns onto Weaver Street. Mr.Pepe will submit a proposed drawing in the next several weeks for review by Town staff. In addition to the reconstruction of the median, no left turn signs will be relocated onto the median. 3. Correspondence from Marc Rosenbaum re: Intersection of Crescent Road and Briarcliff Road. Mr. Marc Rosenbaum and other residents from Briarcliff Road appeared before the Committee to request the installation of a stop sign at the above referenced intersection. At this time, there is no traffic control device on either Briarcliff Road or Crescent Road. After further discussion,on motion by Mr. Derrico and second by Mr. Lobl it was unanimously resolved that the Traffic Committee recommends to the Town Board that a stop sign be installed at the intersection of Briarcliff Road and Crescent Road and that the stop sign will be installed on Crescent Road. 4. Referral from Town Planning Board re: Melron Associates. The Town Planning Board has referred to the Traffic Committee the proposed site plan for improvements on the former Cook's Restaurant site. Mr. Ronald Getiand,owner of the property and Mr. Donald Tone of Frederick P.Clarke Associates appeared before the Committee to review the site plan application. The applicant has completed a full traffic study as requested by the Planning Board, however, the Traffic Committee had not received copies of the study. Therefore, the applicant re- Page 2 viewed with the Committee the highlights of the study and concerns regarding the traffic impacts of proposed improvements at the site. The Traffic Committee discussed with the applicant the concept of an exclusive left turn lane in the westbound direction on Boston Post Road for traffic entering the site. The applicant has reviewed this proposal with the New York State Department of Transportation and it is the Department's finding that a left turn lane is not warranted. The applicant is awaiting a written confirmation of this finding. There was also discussion regarding the accident record at this location. Officer John Redmond advised the Traffic Committee that his research revealed 28 automobile accidents at the entrance to the property in the last 5 years. The Traffic Committee has requested copies of the study so that they may further consider the traffic impacts of the proposed improvements at the site. The applicant indicated that copies would be provided immediately. Therefore.the Traffic Committee deferred this matter to its next meeting. New Business 1. Referral of Draft Environmental Impact Statement- Forest City Daly . The Traffic Committee was provided with the executive summary of the Draft Environmental Impact Statement as well as a copy of the traffic impact section of the document. The Chairman of the Traffic Committee has been provided with both the full text and appendices of the Draft Environmental Impact Statement. The Town Administrator reviewed with the Committee the procedures regarding the review of the Draft Environmental Impact Statement and the Committee's role as an involved agency. Traffic Committee deferred this matter to its next meeting. 2. Correspondence from George Poline re: Parking—Boston Post Road. The Traffic Committee reviewed the letter from Mr. Poline regarding his request for hour parking on the Boston Post Road near the Eat Rice restaurant. The Traffic Committee entered into a lengthy discussion regarding the implications of establishing short term parking at this location. Concern was expressed that the Committee may be setting a precedent for establishing part time parking for the benefit of a single restaurant. Also, concern was expressed as to the impact upon other residential and commercial uses along the Boston Post Road that require parking for employees and customers. A motion was introduced by Mr.Mari and seconded by Mr.Lobl to recommend to the Town Board the establishment of a 2 hour parking restriction on the Boston Post Road between the Augie's driveway and the driveway at 2423 Boston Post Road. There were, however, insufficient votes to carry the resolution. Therefore, at this time, the Traffic Committee will take no further action on this matter. 3. Memorandum from Joan Lewis. The memorandum was provided to the Traffic Committee for its information and no further action is necessary at this time. The next scheduled Traffic Committee meeting will be a Worksession to be held at 7:30 p.m. Monday, January 5th, 2004 in Conference Room A. The purpose of the Worksession will be to discuss the application of Melron Association and the Forest City Daly Draft Environmental Impact Statement. The Traffic Committee has also scheduled its regular meeting for Tuesday,January 13, 2004 at 8:00 p.m.in the Courtroom.
