HomeMy WebLinkAbout2012_11_28 Traffic Committee Minutes A regular meeting of the Town of Mamaroneck Traffic Committee was held on November 28, 2012 in the Courtroom at the Mamaroneck Town Center located at 740 West Boston Post Road, Mamaroneck, New York. Members Present: Doris Shaw Block, Chair Linnet Tse Kim Larsen Camille Odierna Nancy Anjulo Stephen Bartell Donald Sutherland Others Present: Lt. Paul Creazzo, Police Department Councilwoman Abby Katz, Liaison Mary Stanton, Asst. to the Town Administrator Old Business: Update: Re: Speeding vehicles on N. Chatsworth Avenue between Myrtle Blvd. and Mountain Avenue and poor visibility at North Chatsworth Ave near Edgewood. At the last meeting moving the stop line forward on Edgewood Avenue and cut back the brush was recommended. The Highway Department has not completed this work. Administrator's office will follow up with Highway and report back to the Committee. New Business: 1. Officer William Rakas reported that a stop sign is needed for traffic going southbound on Rockingstone Avenue at Forest Avenue. Traffic Committee recommended that this be done. The recommendation will be forwarded to Town Administrator for the next Town Board agenda. 2. Deputy Fire Chief Joe Russo has indicated that he believes Cabot Road is a problem for emergency vehicle access because parking is permitted on both sides of the street. Lt. Creazzo will follow up with him to determine if the problem can be solved by limiting parking to one side of the street or if he is recommending that parking be suspended on both sides of the street. 3. Mr. Joseph Russo (no relation to the Fire Chief) attended the meeting to explain that cars park between his house and his father in law Angelo Colella's house and he and his father in law cannot safely back out of their driveways because of limited visibility. He asked for either "no parking from 7:00 AM to 7:00 PM"signs and/or street markings five feet on either side of their driveways to prevent cars parking too closely. Currently there is room for four cars to park. Mr. Russo requests that the Traffic Committee recommend limiting it to two spaces. Committee members will visit this location before making a recommendation.This item will be put on the agenda for the next meeting. 4. Mr. Robert Bennett proposed modifications to the Palmer Avenue intersection at Central School. He requests elimination of the proposed bump out of the southwestern corner and suggests turning the curb lane into a right turn only lane. Committee will table this request until it is determined whether the Town will receive grant money to make any modifications at the site. If the funds are forthcoming the Town Engineer will provide a mock up of the proposed bump outs to determine how they will affect traffic flow. The issue will be revisited once the Town receives more information about the status of the grant application. 5. Michael C. Putnam requests that signs pertaining to 3 AM to 6 AM parking restrictions be placed closer to the southbound side of Palmer Avenue between Richbell Road and Burton Road. He has received parking tickets because he says the signage is not clear. The Committee will not act on this request for additional signage at this time. 6. Request for a left turn arrow at the intersection of Boston Post Road and Hommocks Road coming out of Hommocks Middle School. The Committee is not prepared to make a recommendation for a left turn arrow without a traffic study. 7. Amalie Howard and Holly Kreisman appeared before the Traffic Committee to request a green and white "State law stop for pedestrians within crosswalk" sign to be placed in the middle of the crosswalk at the intersection of Rochelle Road and North Chattsworth Avenue. The Committee did not believe that a sign in the middle of the crosswalk would be effective but suggested moving the crosswalk to Mountain Avenue and Chattsworth Avenue where there is a four way stop sign. Ms. Howard and Ms. Kreisman did not think moving the crosswalk was a good solution. The Committee will find out why there are no signs in the middle of any crosswalks in the Town, although there are in both Villages, before making a recommendation. This item will be placed on the agenda for the next meeting. 8. Ms. Audrey Prediger brought a letter requesting that she be allowed to park overnight in Elkan Circle. This item will be placed on the agenda for the next meeting. Next Meeting: Monday January 7, 2013.
