HomeMy WebLinkAbout1980_11_05 Town Board Regular Minutes MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD ON THE 5TH DAY OF NOVEMBER 1980 IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, TOWN OF MAMARONECK. Present were the following representing all members of the Board: Supervisor Leo Goldsmith, Jr. Councilman Lee H. Bloom Councilman Stewart J. McMillan Councilwoman Charlotte P. Monsell Councilman Thomas R. Amlicke With the Board's approval, Supervisor Goldsmith changed the order of the agenda and took up Item #2 under COMMUNICATIONS. Richard Marry, a resident of Building #3 at Larchmont Acres described the plight of the Acres tenants in relation to overnight parking and requested the Board's help in alleviating the problem by providing more parking for the residents. The Town Attorney noted that Sampson Management had requested a meeting with the Town Zoning Board regarding the problem. A member of the audience asked that no more parking be added to that already in existence on Palmer Avenue in consideration of the danger to the bicyclists on their way to school. The Police Chief asked that the matter be referred to the Traffic Commission which was unan- imously so ordered. At this time the 1st Item under COMMUNICATION was taken up. Ruth Krebs, President of Pet Assistance, Inc. referred to her letter of September 29th in which it was pointed out that her organization wished to provide animal control for the Town of Mamaroneck which is presently being provided by the Westchester Shore Humane Society, Inc. She read a prepared statement enumerating the services provided by her agency. Councilwoman Monsell asked for the location and a description of the facilities to which Mrs. Krebs stated she has arrangements with a ken- nel and a veterinarian. Following a great deal of discussion, Supervisor Goldsmith then noted that community residents will be requested to study the animal control situation and report back to the Town Board in order that an impartial decision can be made, after both organizations have filed an overview of their services. OLD BUSINESS 1. Report on Bids a) Fuel Oil The Comptroller's memorandum enumerating the bids received was pre- sented and on motion by Councilman McMillan, seconded by Councilman Amlicke, it was unanimously RESOLVED, that this Board hereby accepts the bid of the low bidder, namely Lawrence Heat and Power, in the amount of .903 per gallon for a three year period. b) Uniform Rental The Comptroller's memorandum enumerating the bids received was presented and on motion by Councilman McMillan, seconded by Councilwoman Monsell, -1- it was unanimously RESOLVED, that this Board hereby accepts the bid of the low bidder, namely Industrial Overall Services, in the amount of $3. 75 per man per week for a three year period. III 2. Authorization - Continued Participation in the Municipal Purchasing Program Following a brief discussion with clarifications being made by the Comptroller, on motion by Councilman McMillan, seconded by Councilman Amlicke, it was unanimously RESOLVED, that this Board hereby authorizes the continued participation by the Town of Mamaroneck in the Westchester County Municipal Purchasing Program for the period January 1, 1981 to December 31, 1981. NEW BUSINESS 1. Presentation of 1981 Tentative Budget (Set Date far Public Hearing) A brief discussion followed the submission by the Town Clerk of the Departmental Requests that compose the tentative 1981 budget. Supervisor Goldsmith noted that the Board will be making revisions and that an ef- fort will be made to have copies available to the public by the end of this month. Pursuant to the Supervisor's suggestion that the public III hearing on this Preliminary Budget be held on December 3rd, on motion by Councilman Bloom, seconded by Councilwoman Monsell, it was unanimously RESOLVED, that this Town Board does hereby acknowledge the presentation of the Tentative Budget and approved it as the Preliminary Budget of this Town for the fiscal year be- ginning on the first day of January 1981, the itemized statement of estimated revenues and expenditures hereto attached and made a part of this resolution; and be it further RESOLVED, that such Preliminary Budget shall be filed in the Office of the Town Clerk, where it shall be available for inspection by any interested person at all reasonable hours; and be it further RESOLVED, that the Town Clerk give Notice of public hearing in the manner provided in Section 108 of the Town Law, and that the Notice be published and posted in substantially the follow- ing form: • Public Notice Notice is hereby given that the Preliminary Budget of the Town of Mamaroneck, New York, consisting of the estimated revenues for the year 1981, has been completed and filed in the Office of the Town Clerk of said Town, where the same may be examined by any -2- - person interested therein, and that a public hear- ing on said Budget together with the uses of $170, 000. of Federal Revenue Sharing Funds will be held by and before the Town Board of said Town on Wednes- day evening, December 3, 1980 at 8:15 o'clock in the Auditorium of the Weaver Street Firehouse, Weaver Street, Town of Mamaroneck, New York, at which time and place all those who appear and are interested will be given an opportunity to be heard with respect to said Preliminary Budget, or any part or item thereof and the uses of said Federal Revenue Sharing Funds. Please take further notice, that the proposed sal- aries of the members of the Town Board are as follows: Supervisor - $12,000. ; Town Councilmen (4) - $2,000. each; and that the proposed salary of the Town Clerk is $24,000. By Order of the Town Board Town of Mamaroneck Dorothy Sands Miller Town Clerk and be it further RESOLVED, that Notice shall be published in the following newspaper having general circulation with- in the Town: The Daily Times on November 22, 1980. 2. Salary Authorizations a) Recreation Pursuant to presentation of the Recreation Superintendent's memoranda dated October 16 and 30, 1980, on motion by Councilman Amlicke, seconded by Councilwoman Monsell, it was unanimously RESOLVED, that this Board hereby authorizes that Beresford Walker and Ben Decime, Custo- dians, Hommocks Park Ice Rink, be compensated at the rate of $4.50 and $4.00 respectively per hour, effective October 16, 1980; and that Jay Vosler, Recreation Assistant, Hommocks Park Ice Rink, be compensated at the rate of $2.50 per hour, effective October 16, 1980, and Robert Lunde, Recreation Assistant, Hommocks Park Ice Rink, be compensated at the rate of $4.00 per hour, effective October 15, 1980; and it was further RESOLVED, that this Board authorizes payment to the following persons at the rates and effective dates as listed below: Barry M. Salottolo, Rec. Asst. , Open House, $30/session effective-10/31/80 Laura LaManga, Swim Instructor, $12/session-effective 11/1/80 Maureen Quinlan, Swim Instructor, $12/session-effective 11/1/80 and it was further RESOLVED, that this Board hereby authorizes the following salary expenditures to the persons named on the listing annexed hereto, for the effective dates and at the rate of compensation for each as set forth: (see next pages for listing) -3- b) Substitute School Crossing Guard Police Chief Barasch's memorandum was presented and on motion by Councilwoman Monsell, seconded by Councilman Amlicke, it was unanimously RESOLVED, that this Board hereby authorizes that Patricia Seery, 2433 Boston Post Road, Town be engaged as a substitute School Guard at the rate of $20.00 per day and will be called upon to work in the absence of any regular school guard. 3. Authorization to Advertise for Bids - (1) 1981 Police Vehicle Upon presentation of the Police Chief's memorandum, on motion by Councilman Bloom, seconded by Councilwoman Monsell, it was unanimously RESOLVED, that this Board hereby authorizes publication in the official newspaper of the Town of Mamaroneck, The Daily Times, of a Notice of Invitation to Bid for (1) 1981 Police Vehicle. COMMUNICATIONS These two Items were taken up earlier in the meeting. THE TOWN CLERK Regular Reports The Town Clerk presented the Report of the Town Clerk's office for the month of October 1980 and the Report of the Building and Plumbing In- spector for the month of October 1980. THE TOWN ATTORNEY 1. Suit Against Planning Board and Building Inspector - Federal Court - Southern District The Town Attorney reported the status of the above captioned suit and advised that he was working with the Westchester County Clerk and the Attorneys for the Developers relative to the property commonly known as the "Marx Property". Not on Agenda The Supervisor represented the Law Enforcement Officers Personal Safety Awareness (Bullet Proof Vest) Program Agreement and on motion by Council- woman Monsell, seconded by Councilman Amlicke, it was unanimously RESOLVED, that this Board hereby authorizes the Supervisor and Police Chief to execute the agree- ment between the Westchester County Office of Criminal Justice Planning and Town of Mamaroneck Police Department relative to the Law Enforcement Officers Personal Safety Awareness (Bullet Proof Vest) Program. -4- Not on Agenda Councilwoman Monsell gave a brief report relative to the progress of the newly opened Teen Center at the Hommocks School and noted that it is ex- pected that a Grand Opening will be held in a few weeks and a further announcement of that will be made at a later date. III Not on Agenda Councilman McMillan announced that a tri-municipal informational meeting regarding cable television will be held on Tuesday, November 25th at 8:00 P.M. in the Auditorium of the Weaver Street Firehouse. He further noted that it will be necessary for each municipal board, following the informational meeting, to convene within their respective geographical boundaries and vote on the agreements, if all terms are agreed to. Thereupon, on motion by Councilman McMillan, seconded by Councilwoman Monsell, it was unanimously RESOLVED, that this Board hereby fixes the date of Tuesday, November 25, 1980 for holding a Special Meeting in the Council Room of the Weaver Street Firehouse, Weaver Street, Town immediately follow- ing the tri-municipal informational meeting relative to cable television for the purpose of considering the signing of the necessary agreements as they pertain to the Unincorporated Area; and it was further RESOLVED, that the Town Clerk be and she hereby is authorized to publish in the official newspaper of III the Town of Mamaroneck, The Daily Times, the Notice . of said meeting. Not on Agenda Councilwoman Monsell noted that the Prosecution Unit of the Domestic Violence Bureau for Westchester County is slated to be cut from the County Budget and requested that residents write to the County Executive and the County Legislators urging that that very worthwhile program remain in force. Not on Agenda Some discussion followed Larchmont League of Women Voters President, Marie Wolf's request that a schedule of leaf pickup be instituted in the Town. Supervisor Goldsmith responded that a schedule cannot be set up and asked that residents be patient and rake leaves in piles between the sidewalk and curb. He noted that leaves are being removed as quickly as possible and stated that the crews have other assignments and various tasks are performed in order of priority. ADJOURNMENT There being no further business to come before the Board, on motion duly made and seconded, it was declared adjourned at 9:15 P.M. -5- BOARD OF FIRE COMMISSIONERS The meeting of the Board of Fire Commissioners was convened immediately upon the adjournment of the Town Board meeting. 1. Claims Commissioner Bloom presented the fire claims for authorization of payment, IIIIII and on his motion, seconded by Commissioner Monsell, it was unanimously RESOLVED, that this Commission hereby authorizes payment of the following Fire Department claims as approved by the Fire Chief and audited by the Comptroller's office: AAA Emergency Supply Co. $1,048.50 B & C Smith, Inc. 49.90 Brewer Hardware 53.30 Frank.
