OF THE TOWN OF MAMARONECK, HELD ON THE 21st DAY
OF MAY, 1980, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p.m.

OLD BUSINESS
1 . Acknowledgement of Receipt of Planning
Board's Recommendation - Mr. Charlap's
Application re Helicopter Landing
Supervisor Goldsmith changed the order of the agenda and took
up Item # 1 under OLD BUSINESS, informing those in atten-
dance that each member of the Board had received just prior to
the convening of this meeting, notice that the Planning Board
has withdrawn its recommendation made in the memorandum of
May 16th upon the advice of the Town Attorney. Mr. Goldsmith
further stated that this Board would await further word from the
Planning Board and that no action would be taken until that time
on Mr. Charlap's application relative to the helicopter landing.
APPROVAL OF MINUTES
Following the agenda, the minutes of the regular meeting of
April 16th, 1980, were presented, and on motion by Councilman
Bloom, seconded by Councilwoman Monsen, unanimously ap-
proved as submitted.

OLD BUSINESS
2. Authorization - Cleaning of Storm Drain Pipes
Van Guilder Street & Sherwood Drive
Town Engineer Charles Elfreich presented his memorandum
requesting the Board to accept the unit price quoted by New
England Pipe Cleaning Co. , Inc. and noted that Larchmont
Village had given approval subject to the Town's approval.
Following a brief discussion in which it was noted that this
is part of the project to alleviate flood problems on Sher-
wood Drive, on motion by Councilman Bloom, seconded by
Councilman Amlicke, it was unanimously
RESOLVED, that this Board hereby accepts
the unit price schedule as submitted by New
England Pipe Cleaning Company, Inc. and
authorizes the Cbmptroller's Office to issue
a Purchase Order to said Company.
NEW BUSINESS
1 . Salary Authorizations
a) Recreation
Pursuant to presentation of the Recreation Superintendent's
memorandum, on motion by Councilman Amlicke, seconded
by Councilwoman Monsell, it was unanimously
RESOLVED, that this Board authorizes pay-
ment to the following persons at the rates set
forth and effective dates as listed below:
Andres Keller,; Rec. Assistant- Sailing Program, $3. 10/hr. ,
effective 5/27/80.
Ed Garcia, Rec. Assistant- Sailing Program, $2.50/hr. ,
effective 5/27/80.
Lisa Bondi, Rec. Assistant- Sailing Program, $2.50/hr. ,
effective 5/27/80.
Geoffrey Csenge, Rec. Assistant- Sailing Program, $2.50/hr. ,
effective 5/27/80.
John Paolucci, Rec. Assistant- Sailing Program, $2.50/hr. ,
effective 5/27/80.
b) Part-time Clerk - Town Court
Judge Pelton's memorandum was presented, and on motion by
Councilwoman Monsell, seconded by Councilman Bloom, it
was unanimously
RESOLVED, that Mrs. Alberta McNamara,
Temporary Part-time Clerk at the Justice
Court, be paid at the rate of $3.00 per hour.

2. Comptroller's Request - Resolution re
Citibank as Depository for Police Pension Fund
The Comptroller requested the Board's approval of his desig-
nation of Citibank as a depository for the Police Pension Fund,
stating that it is giving a very good rate. And thereupon, on
motion by Councilwoman Monsell, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that Citibank, N.A. , 711
East Boston Post Road, Mamaroneck,
is hereby designated as a depository
for the Police Pension Fund, effective
August 1st, 1980.
3. Engineer's Recommendation re Flood
Problems - American Legion Parking Lot
The Engineer presented his memorandum relative to Larchmont
Village's request for a drainage connection from the American
Legion parking lot to the East Creek Drain. There followed
some discussion in which concern was expressed by Councilman
Amlicke that oil dripping from cars might pollute the Creek which
empties into the Hommocks Marshlands. Whereupon on motion
by Councilman Bloom, seconded by Councilwoman Monsell, it
was unanimously
RESOLVED, that Councilman Thomas R.
Amlicke be and he hereby is authorized
to confer with Town Engineer Charles El-
freich and Larchmont Village Engineer
Fred Kellogg on the issue of the drainage
connection from the American Legion
Parking Lot to the East Creek Drain and
its possible pollution problem;
and it was further
RESOLVED, that this Board will defer
any action until a further report is
received.
4. Authorization to Advertise for Bids
Three Dump Trucks - Highway Department
The Clerk presented the Engineer's request for bids for three
(3) Dump Trucks for the Highway Department, and after the
Board was assured that there is enough time for adequate and
fair advertising and that the Town mechanics would be able to
work on the new diesel trucks, on motion by Councilman Am-
licke, seconded by Councilwoman Monsell, it was unanimously

RESOLVED, that this Board hereby au-
thorizes publication in the official news-
paper of the Town of Mamaroneck, The
Daily Times, of a Notice of Bids for
three (3) Dump Trucks, said bids to be
returnable on June 2nd, 1980, and re-
ported to the Town Board on June 4th.
5. Engineer's Request - Authorization to Sell
Surplus Lighting Equipment
Pursuant to presentation of the Town Engineer's memorandum
1 requesting permission to sell surplus street lighting equipment
and following his clarification that only old fixtures being re-
placed with new sodium vapor lights will be sold, on motion by
Councilman Bloom, seconded by Councilman Amlicke, it was
unanimously
RESOLVED, that this Board hereb y au-
thorizes publication in the official news-
paper of the Town of Mamaroneck, The
Daily Times, of a Notice of Bids for the
sale of surplus street lighting equipment
at the highest negotiable price subject to
approval by the Comptroller's Office.
6. Resolution - Coastal Zone Management Program
Supervisor Goldsmith advised that he has heard from both
Senator Pisani and Assemblyman Perone relative to the
Coastal Zone Management Act and following some discussion
in which Mrs. Fredston, a member of the Town's Conserva-
tion Advisory Commission, clarified various aspects of the
Act, on motion by Councilman Amlicke, seconded by Council-
woman Monsell, it was unanimously
RESOLVED, that this Board hereby urges
passage of the Coastal Zone Management
Act;
and it was further
RESOLVED, that copies of the aforesaid
resolution be forwarded to Senator Pisani,
Assemblyman Perone and Governor Carey.
Councilman Amlicke was asked to contact Assemblyman Perone
relative to the confusion about the June 1st cut-off date for
grant applications since it might be possible that the Premium
Marsh could benefit from such a grant.

NOT ON AGENDA
1 . League of Women Voters' Anniversary
Following the Supervisor's acknowledgement of the receipt of
a communication from the Larchmont League of Women Voters
regarding the Memorial Day Parade, he stated the following:
"I should like it noted for the record that I have received from
Mrs. Wolf of the League of Women Voters, a letter requesting
permission to participate in the Memorial Day Parade in honor
of and in celebration of the anniversary of the League of Women
Voters. I must say that I did not realize the League of Women
Voters ever would need permission to participate in the Memorial
Day Parade. I took the liberty of referring Mrs. Wolf to Paul
Anderson, who is the Chairman of the Parade Committee, and
who, I am sure, will make satisfactory arrangements for them.
However, I do want to add a word. At this time, and not just be-
cause it is the anniversary of the League of Women Voters, I
should like to express the thanks, the sincere gratitude of the
community for the part that the League of Women Voters plays in
the life of this Town. Their advice, their help, their sincere
and deep interest are of inestimable value and they play a part in
the governing of this community that cannot be replaced. I add,
and wish to add on behalf of the community, our sincere gratitude,
our congratulations, and the hope and certainity that the League
of Women Voters will continue to participate in the life of our
community as they have in the past and will continue to contribute
so much to the betterment of life here."
COMMUNICATIONS
1 . Letter, Donald Ritacco -
Ritacco's Service Center, Inc.
Some discussion followed the acknowledgement of receipt of the
letter addressed to the Town Board by Donald Ritacco and it was
noted that the letter would be referred to the Assessor and the
Town Attorney.
THE SUPERVISOR
1 . Proclamation - Burglary Prevention
Month
On motion by Councilman Bloom, seconded by Councilwoman
Monsell, the Supervisor was authorized to issue the Procla-
mation which is annexed hereto and which is being issued at
the request of the Chief of Police.

PROCLAMATION
--Whereas , Burglary as a leading major crime across the nation
is exceeded only by Larceny/Theft in terms of num-
bers of violations, and only by Motor Vehicle Theft
in terms of resultant property loss,
and
Whereas , Burglary too frequently results in the injury to or
death of the victim,
and
W h e r e as , the success of Burglary prevention and detection is
dependent upon the active participation of an aroused
and involved public,
Now , Therefore ,
I , Leo Goldsmith , J r . , Supervisor of the
Town of Mamaroneck, do proclaim that the month
of June, 1980, is
Burglary Prevention Month
in said Town, and I call upon all citizens to assist
their police agencies and do all else possible to
prevent, detect, and report the crime of Burglary.

2. Proclamation - Welcome to Beverly
High School Band
At this time on a motion by Councilwoman Monsell, seconded
by Councilman Bloom, the Supervisor was authorized to issue
the Proclamation annexed hereto as had been requested by the
Mamaroneck School District.
NOT ON AGENDA
2. Mr. Angelo Rigano - re Litter on
Blossom Terrace and Lack of Police Patrol
Mr. Rigano of Blossom Terrace, Town, asked to address the
Board and advised of a situation on his street relative to a
builder littering the area with building material (some of which
had remained there for three weeks) and expressed his dissat-
isfaction with the lack of patrolling of his street by the Town
Police. In reply, the Supervisor advised Mr. Rigano that the
Chief of Police would be apprised of the situation he had des-
cribed this evening.

ADJOURNMENT
There being no further business to come before the Board, on
motion duly made and seconded, the meeting was declared ad-
journed at 9:15 p. m.

BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was convened
immediately upon the adjournment of the Town Board meeting.
1 . Claims
Commissioner Bloom presented the Fire claims for authoriza-
tion of payment, and thereupon on his motion, seconded by
Commissioner Monsell, it was unanimously
RESOLVED, that this Commission hereby
authorizes payment of the following Fire
Department claims as approved by the
Fire Chief and audited by the Comptroller's
Office:

P R O C L A M A T I O N
Whereas , for a number of years, Mamaroneck High School
has encouraged the exchange of visits with groups
of students from high schools in other areas,
and
Whereas , the Mamaroneck High School Band has enjoyed
the hospitality of Beverly High School in Beverly,
Massachusetts,
and
W h e r e a s , the Beverly High School Band will visit Mamaro-
neck High School on Wednesday, May the 28th,
and present a Band Concert in its Post Road
Auditorium at 7:30 that evening which everyone
is invited to attend,
Now , Therefore ,
I , Leo Goldsmith , Jr . , Supervisor of
the Town of Mamaroneck, do hereby, on behalf
of the Town, extend a most cordial welcome to
the Beverly High School Band.

April, 1980.
