OF THE TOWN OF MAMARONECK, HELD ON THE 16th DAY
OF APRIL, 1980, IN THE AUDITORIUM OF THE WEAVER
STREET FIREHOUSE, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor' called the meeting to order at 8:15 p.m.

APPROVAL OF MINUTES
The minutes of the regular meeting of April 2nd, 1980 were
presented and on motion by Councilman Bloom, seconded by
Councilman McMillan, unanimously approved as submitted.
OLD BUSINESS
1 . Recommendation of Planning Board -
Request from Lester Philip Glass Associates
re Connection to Rock Ridge Road
Following Supervisor Goldsmith's presentation of the Plan-
ning Board's memorandum of April 10th, 1980, Mr. Gerry
Glaser of 19 Rock Ridge Road, Town, addressed the Board
on behalf of the residents of that street. Mr. Glaser re-
ferred specifically to the six recommendations made by the
Planning Board and a lengthy discussion ensued when he ur-
ged the Board to authorize the installation of a gate at the
Town-Village boundary.
Mr. Glass addressed the Board and reiterated his position
as the Architect for the project, and noted that the devel-
opers were willing to discuss and work out any appropriate
solutions.

At the conclusion of the discussion, it was noted that no action
would be taken by this Board tonight since all requested re-
ports have not as yet been received.
2. Recommendation of Planning Board -
re Special Permit Application to Alter
Existing Building for Service and Repair -
of Automobiles - 178 Myrtle Boulevard
(Set Date for Public Hearing)
A memorandum from the Planning Board was presented to the
Town Board recommending the approval of the Special Permit
application submitted on behalf of the 178 Myrtle Boulevard
Corporation, and thereupon on motion by Councilwoman Mon-
sell, seconded by Councilman Bloom, it was unanimously
RESOLVED, that May 7th, 1980 be set as the
date for the Public Hearing on the request for
Special Permit so as to allow the use of the
former Gas Station for the Service and Re-
pair of automobiles at 178 Myrtle Boulevard;
and it was further
RESOLVED, that the Town Clerk be and she
is hereby authorized to publish in The Daily
Times, the Notice of said Hearing as required
bylaw.
NEW BUSINESS
1 . Salary Authorizations
a) Recreation
At this time the request for authorization for salaries to be paid
to certain persons employed by the Recreation Commission was
presented, and thereupon on a motion by Councilwoman Monsell,
who asked that the effective dates be included in the requests,
seconded by Councilman Bloom, it was unanimously
RESOLVED, that David Katz, Recreation At-
tendant at the Memorial Park Tennis Courts,
be paid at the rate of $2.50 per hour, effec-
tive April 5th, 1980;
and it was further
RESOLVED, that Vivian Lawrence, Recrea-
tion Assistant, Recreation Office, be paid at
the rate of $3.25 per hour, effective April
14th, 1980.

and it was further
RESOLVED, that Karen Savage, Recreation
Assistant, Gymnastics Program, be paid at
the rate of $5.00 per hour, effective April
12th, 1980.
b) Real Property Appraiser
(Assessor's Office)
Following presentation of the Assessor's memorandum and some
discussion precipitated by Mrs. Berlin's query about that Office,
on a motion by Councilman Bloom, seconded by Councilman Mc-
Millan, it was unanimously
RESOLVED, that this Board hereby author-
izes the hiring of Barbara Chase as Real
Property Appraiser, Job Group XA in the
Assessor's Office, at an annual salary of
$14,550.00, effective April 7th, 1980.
NOT ON AGENDA
Authorization - Tax Lien Sale
At this time, the Comptroller presented his memorandum re-
questing authorization to hold a Tax Lien Sale, and thereupon
on a motion by Councilwoman Monsell, seconded by Council-
man Bloom, it was unanimously
RESOLVED, that this Board hereby author-
, izes that a Tax Lien Sale be held on Friday,
May 23rd, 1980, at 10:00 a.m. for the 1979
Town and County Taxes and the 1979-1980
School Taxes.
The Supervisor --

Supervisor Goldsmith, at this time, announced that due to sev-
eral personnel matters to be taken up by the Board, an Execu-
tive Session would be convened at the conclusion of this
meeting.
2. Application - Paul Charlap re Helicopter Landing
The Supervisor recognized Mr. Hunter Meighan, Counsel for
Mr. Charlap, and Mr. Dan S. Natchez, Technical Consultant.
Both Mr. Meighan and Mr. Natchez addressed the Board, re-
ferring to the memorandum previously submitted clarifying
the proposed operation, matters relative to safety and noise,
and as well Mr. Charlap's plan to make the heliocopter avail-
able to the community for emergency use.

Several of Mr. Charlap's neighbors who were at the meeting
addressed the Board, some speaking in favor of his applica-
tion and others speaking against his ro osal and Mamaro-
neck neck Village Police Chief Louis Librieri, who was also at-
tending the meeting, answered questions posed by Council-
woman Monsell relative to another helicopter landing which
was located in the Village a few years ago. A rather lengthy
discussion then took place and at its conclusion it was spe-
cifically noted that, in view of the fact that the matter of
Mr. Charlap's application relative to a helicopter landing at
his home at 215 Hommocks Road was on this meeting's
agenda only for informational purposes, no action would be
taken at this time. Whereupon, it was then unanimously so
ordered that the matter be deferred until the next meeting at
which time the Board would decide whether the application
would be referred to the Planning Board.

The Town Attorney --
Information - Aqua Dredge v. Lagana
and Esposito v. Town
Mr. Johnston reported on two matters which had previously
been brought to the Board's attention and advised that the
Third Party Complaint against the Town in the case of Aqua
Dredge v. Laguana had been dismissed in Supreme Court.
He further advised that in the matter of the case of Esposito
v. the Town, the Town had made a motion to dismiss, and
that, following several adjournments, subsequently the Sum-
mons and Complaint was withdrawn.
Councilman Amlicke --
Conservation Advisory Commission Meeting,
The Mamaroneck Swim Club and Hommocks Field
Some discussion followed Mr. Amlicke's announcement about
the Conservation Advisory Commission's meeting relative to
litter to be held on Thursday evening, April 24th, at the Wea-
ver Street Firehouse. Mr. Amlicke further noted that he
was bringing up the matter of the Mamaroneck Swim Cl'u'b
the hope that the newspaper would give coverage to the fact
that there would be a Coach and Swim Team this summer as
had been assured by Mr. Kronenberger. Some further dis-
cussion also followed Mr. Amlicke's presentation of a memo-
randum from Mr. Leddy relative to the Hommocks Field.
Councilman Bloom --
Town Manager Study Committee
For informational purposes, Mr. Bloom reported that the Town
Manager Study Committee had met informally with a small at-
tendance but that it had requested imput from the two Villages
and had stated that it would not meet without such representation.
Whereupon, it was unanimously so ordered that the Supervisor
meet with the two Mayors relative to the appointment of persons
to serve on the said Committee.

Councilwoman Monsell --
Certiorari Proceedings and Town Attorney
Mrs. Monsell spoke about the manner in which the certiorari
proceedings are handled and complimented the Town Attorney
for his role in such proceedings.
The Supervisor --
Various Matters
Mr. Goldsmith brought several matters to the Board's atten-
tion. He first noted that following discussions with Legislator
Diane Keane, he would be appearing before the County Board
of Legislators on April 24th relative to the Parcel C property.
Secondly, he requested the Board to be prepared to make a
decision relative to the tax waiver on the Larchmont Reservoir
property at the next meeting. This precipitated a brief discus-
; sion with Councilman Amlicke commenting on the information
he had received from the Assessor. Thirdly, upon the Super-
visor advising the Board of his concern about not hearing fur-
ther from Mr. Spool or School Officials regarding the Pool,.
it was unanimously so ordered that the Supervisor contact
Engineer Edward White who would speak with Mr. Spool and
act on the Town's behalf and make a report to the Town Board
relative to the repairs to the Hornmocks Pool.
ADJOURNMENT
There being no further business to come before the Board, on
motion duly made and seconded, the meeting was declared ad-
journed at 10:50 p.m.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was convened
immediately upon the adjournment of the Town Board meeting.
