OF THE TOWN OF MAMARONECK, HELD ON THE 2nd DAY
OF APRIL, 1980, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p.m.
ROLL CALL
Present: Supervisor Goldsmith
Councilman Bloom
Councilman McMillan
Councilwoman Monsell
Absent: Councilman Amlicke
Mr. Aml i cke was out of town and thus
unable to attend this meeting. His ab-
sence was excused.
Also Present: Mrs. Miller - Town Clerk
Mr. Johnston - Town Attorney
Mr. DeLuca - Comptroller
Mr. Elfreich - Town Engineer
APPROVAL OF MINUTES
The minutes of the regular meeting of March 19th, 1980, were
presented, and on motion by Councilwoman Monsell, seconded
by Councilman Bloom, unanimously approved as submitted.
OLD BUSINESS
1 . Authorization - Supervisor and Engineer
to Sign Urban County Contract for Year IV
Upon presentation of the Town Engineer's memorandum and
the Urban County Year IV Contract between the Town of Ma-
maroneck and the County of Westchester, the Town Attorney
advised the Board that he had reviewed the Contract and
found it to be in order. And thereupon, following a brief dis-
cussion, on motion by Councilman Bloom, seconded by Coun-
cilman McMillan, it was unanimously
RESOLVED, that this Board hereby authorizes
the Supervisor and Town Engineer to execute
the Urban County Contract for Year IV between
the County of Westchester and the Town of
Mamaroneck.

2-. Engineer's Request - Authorization to
Engage Consulting Engineer
The Town Engineer then referred to the second part of his
memorandum relative to the proposals from Consulting En-
gineers for the preparation of designs and specifications
for the flood control work on the Sheldrake River and re-
quested the Board to accept his recommendation. Where-
upon, following some discussion, on a motion by Council-
man Bloom, seconded by Councilman McMillan, it was
unanimously
RESOLVED, that this Board hereby accepts
the recommendation of the Town Engineer
and authorizes that Gabriel E. Senor, P.C. ,
be engaged as Consultant to prepare designs
and specifications for the Year IV Urban
County funded Flood Control Project on the
Sheldrake River.

The Supervisor --
At this time Supervisor Goldsmith congratulated Town En-
gineer Charles Elfreich and expressed his appreciation for
his speedy action on the installation of brighter lights on the
Post Road in the hazardous area where fatal accidents had
occurred. The Supervisor further noted that he had obtained
a commitment from the A.A.A. to do a complete survey of
that area without any cost to the Town.
NEW BUSINESS
1 . Salary Authorizations
a) Recreation
Following presentation of the Recreation Superintendent's
memorandum, on motion by Councilwoman Monsell, sec-
onded by Councilman McMillan, it was unanimously
RESOLVED, that Dennis Ahearn, Thomas
Auchterlonie, Sandra Morley, Richard
Owen and Suzanne Rutledge, all Recrea-
tion Assistants in the Spring Vacation Pro-
gram, be paid the sum of $240.00 per week.
b) Senior Account Clerk
The Comptroller presented his memorandum and on motion
by Councilman McMillan, seconded by Councilwoman Mon-
sell, it was unanimously

RESOLVED, that this Board hereby au-
thorizes the promotion of Sandra Van-
derslice to the position of Senior Account
Clerk, at the annual rate of $12,610.00,
effective as of April 2nd, 1980.
2. Application for Special Permit - Carmine
Perciasepe - Alter Existing Building for
Service and Repair of Automobiles -
Myrtle Boulevard
An application for a Special Permit for the use of a former Gas
Station on Myrtle Boulevard for the service and repair of auto-
mobiles was submitted and inasmuch as the plans, specifications
and other supporting data were included therein, on motion by
Councilwoman Monsell, seconded by Councilman Bloom, it was
unanimously
RESOLVED, that the Special Permit Appli-
cation submitted for the use of the former
Gas Station at 178 Myrtle Boulevard as a
place for the service and repair of automo-
biles be and it hereby is referred to the
Planning Board for its study and recom-
mendations and report back to the Town
Board.
THE TOWN CLERK
Regular Reports
The Town Clerk presented the Report of the Building and Plumb-
ing Inspector for the month of March 1980.
THE SUPERVISOR
1 . Proclamation - Earth Day
Supervisor Goldsmith briefly referred to the tenth anniversary
of the first Earth Day and issued a Proclamation designating
April 22nd, 1980 as Earth Day in the Town of Mamaroneck.
NOT ON AGENDA
At this time the Supervisor noted the presence of State Assem-
blyman John Perone and extended his gratitude for his efforts
on behalf of the Town relative to the area on the Post Road where
several fatal accidents had occurred. He further thanked him for
finding the time to attend the various meetings on the subject and
for always being ready and available whenever needed.

Assemblyman Perone spoke briefly on this subject and also
informed the Board of a Flood Program Bill being spon-
sored by him along with two other Assemblymen. He also
elaborated on the present status of the State Budget in re-
sponse to a question by Councilman McMillan.
2. Proclamation - Beautification Day
The Supervisor referred to a communication addressed to
him by the Executive Director of LIFE Center, and as re-
quested proclaimed April the 12th, 1980 Beautification Day
in the Town of Mamaroneck, noting that this was the Town's
7th annual Beautification Day and requesting the entire
community's cooperation again this year.
ADJOURNMENT
There being no further business to come-before the Board,
on motion duly made and seconded, the meeting was declared
adjourned at $:40 p.m.
