OF THE TOWN OF MAMARONECK, HELD ON THE 12TH
DAY OF MARCH, 1980, IN THE SUPERVISOR'S OFFICE
AT 740 WEST BOSTON POST ROAD, MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:00 p.m.

THE SUPERVISOR --
The Supervisor noted that this meeting was being held pursuant
to Notice and stated that the purpose was to give consideration
to matters involving the Hammocks Pool. He gave a short in-
troduction to the meeting in which he pointed out the facts and
factors that had brought the meeting to order, and stated the
following:
"The Pool had suffered damage in that certain of the fascia had
fallen and the School Board had gone into the matter of repairs,
engaging various experts in connection therewith. It was pro-
jected that the repair work would last through the Spring and
Summer seasons. Because of the Council's concern for the
residents of the community and because of the feeling that it
would be desirable if in any way possible for the residents to
have the opportunity to swim during the summer, the thought
had arisen that the repairs to the Pool might take part in two
stages. The first stage would be one in which the fascia would
be removed and a temporary covering put up and the Pool opened
for swimming. This could take place, according to estimates,
by June or some date about the middle of June. The Pool could
then be open for use by the citizens of the Town through the
Summer season and through Labor Day, at which time the sec-
ond stage of repair would take place, which would take about a
month during which the Pool would be closed, opening again
early in October."

kt was estimated by Mr. Spool of Weidlinger Associates, the"
experts engaged by the School Board, that the additional cost
for the opening and closing of the Pool would be up to$45,000.
It seemed to be the consensus of the members of the Council
that this would be desirable. However, it was unfortunately
found that there were no funds in the Town Budget and no funds
available to the Town out of which the $45,000. would be paid.
Additionally, there was some question about whether it really
would cost the full $45,000. in order to use the two stage
approach.
A great many thoughts were expressed, not only by the mem-
bers of the Council, but also by residents present. Revenue
Sharing and bonding were discussed and these were found not
to be feasible. For example, the Revenue Sharing is not a
sure thing and so far as bonding is concerned, this is not per-
missible because the Town is not the owner of the Pool property.
After some discussion, the Supervisor suggested the possibility
that the Town might be able to borrow from the School Board
the amount required to pay for the additional stage up to the
$45,000. and then repay it to the Board of Education out of the
Budget in the following year. It could then be included in the
Budget for that year. With this thought in mind, the Council
took a short recess while the Supervisor went to speak with
the members of the Board of Education, who were meeting in
another part of the building. After his discussion with the
Board of Education, it agreed to the suggestion. Upon Super-
visor Goldsmith's return, the Council meeting resumed and
on motion by Councilman Bloom, seconded by Councilman Mc-
Millan, the following resolution was unanimously adopted:
WHEREAS, damage befell the Hommocks Pool
when a panel fell from the Pool's enclosure;
and
WHEREAS, following inspection the Pool was
closed and has remained closed since October
9th, 1979;
and
WHEREAS, Weidlinger Associates was en-
gaged by the Board of Education to do a de-
tailed analysis to determine the extent of the
problem and alternative remedies;
and
WHEREAS, it was reported that, if the plans
for repair were carried out, the Hommocks
Pool would have to remain closed all through
the Spring and Summer seasons and into the
Fall;

and
WHEREAS, further investigation by the Town
Council revealed the possibility that, with ad-
ded cost, it would be possible to carry out a
"two stage repair" which could result in the
Pool being opened for citizen participation
from the middle of June through Labor Day;
and
WHEREAS, it was estimated that the addi-
tional cost of the two stage repair rather
than one stage, would be possibly up to
$45,000.;
and
WHEREAS, it seemed desirable that the
Town Council give consideration to spending
up to $45,000. in order to provide the citizens
of the Town with swimming facilities during
the period of the year when such facilities are
most needed and most enjoyed;
and
WHEREAS, a Special Meeting of this Board
was duly set for this date and the matter was
discussed and a proposal made to the School
Board;
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board of the Town
of Mamaroneck commit itself to the School
Board of Mamaroneck School District #1 to
include in the Town •Budget,for 1981 a sum not
in excess of $45,000. , plus the cost to the
School Board of financing this amount from
the time it is required for the work until it is
paid over by the Town, equal to, as far as it
may be accurately determined, the difference
between the cost of performing the necessary
repair work at the Hommocks Pool in two
stages rather than one, in order to permit the
Pool to be open for Town recreational use dur-
ing the months of July and August and through
Labor Day;
and it was further
RESOLVED, that the essence of the contract
for such work is to provide for completion of
Stage 1 by the end of the school season in
June 1980 so that the Pool is ready for use by
that time;

and it was further
RESOLVED, that this Board recommends
that the Superintendent of Recreation re-
view with the Recreation Commission the
refunding of the unused portion of the an-
nual permit fee and devise a plan by which
permit holders would be encouraged to
waive the rebate.
ADJOURNMENT
Thereafter, with the business having been taken care of, on
motion duly made and seconded, the meeting was declared
adjourned at 9:40 p.m.
