PUBLIC HEARING: Proposed Local Law No. 3-1979 - Police Alarm
Systems
Councilwoman Monsell and Councilman Bloom made a motion to open
the Public Hearing. Supervisor Vandernoot asked what the reasons
were for the change and the need to enact a local law.
Sergeant Munsch enlightened the Board on the reasons for needing to
enact the local law, particularly in favor because of the numbers of
false alarms the police department is experiencing.
Dr. Alan Mason was generally in favor but against Section 5-4.2 B
outlawing dialers and explained why. Dr. Sigonalfi explained to the
Board that such a law would require a costly change in equipment in
addition to the high costs of leasing the new required line.
Councilman Bloom asked the Town Attorney if it would be possible to
make a change in phasing in the new system and addressed a more
pertinent question about the system. Councilman Bloom inquired about
the amendment to local law unless an alternate means is available and
people can adapt as amended.
Councilman Bloom made a motion to close the Public Hearing,
seconded by Councilman McMillan. On motion by Councilman Bloom,
seconded by Councilman McMillan, it was unanimously,

A LOCAL LAW REGULATING AND CONTROLLING ALARM SYSTEMS WITHT-N
THE UNINCORPORATED AREA,OF THE TOWN OF MAMARONECK, WESTCHESTER
COUNTY, NEW YORK.
Be it enacted by the Town Board of the Town of Mamaroneck
as follows:
Chapter 5 of the Code of the Town of Mamaroneck is hereby
REPEALED and a new Chapter 5 is hereby enacted as follows:
-- CHAPTER 5 - ALARM SYSTEMS --
5-1 Purpose. The purpose of this Chapter is to provide regula-
tions and standards applicable to alarm devices, alarm busi-
nesses, alarm agents, and alarm users and to provide a sched-
ule of charges applicable for false alarms transmitted through
such alarm devices.
5-2 Definitions. For the purpose of this Chapter the following
definitions shall apply:
5-2.1 Alarm Agent. Any person who is employed by any comer-
. cial entity this is licensed hereunder as an Alarm Busi-
ness whose activities include selling, leasing, install-
ing, repairing, servicing, or maintaining in or on any
building, place, or premises, any alarm device within
the Town of Mamaroneck.
5-2.2 Alarm Business. Any business, firm, corporation, or
other commercial entity which is in the business of
selling, leasing, installing, repairing, servicing, or
maintaining an alarm device or devices and performs
such services within the Town of Mamaroneck.
5-2.3 Alarm Device. Any device which, when activated by an
unauthorized entry, fire, smoke, or other emergency re-
quiring Police Department or Fire Department response, .
transmits a signal to the Alarm Indicator Panel at Po-
lice Headquarters, or to a private Central Alarm Sta-
tion and/or produces any audible or visual signal to
which the Police Department or Fire Department is ex-
pected to respond. Excluded from this definition and
from the provisions of this Chapter are devices de-
signed to alert the occupants of a building of an emer-
gency condition therein and do not produce any audible
or visual signal.which is perceptable outside of such
building. Also excluded from this definition and the
provisions of this Chapter are alarm devices installed
in or on any motor vehicle.
5-2.4 Alarm Indicator Panel. Any device located within Po-
lice Headquarters and monitored by police officers
which indicates the status of each Direct Alarm as de-
fined hereunder.

5-2.5 Alarm Review Board. The term "Alarm Review Board",
as referred to herein, shall be defined as a com-
mittee consisting of the following: the Town Super-
visor, or his designee; the Police Chief, or his
designee; and the Fire Chief, or his designee.
5-2.6 Alarm User. Any person or entity on whose premises
an alarm device is installed in the Town of Mamaro-
neck.
1 III 5-2.7 Central Alarm Station. Any private or commercial
entity which receives signals from alarm devices
within the Town of Mamaroneck and relays information
pertaining to such alarm devices to Police Headquar-
ters.
5-2.8 Dialer Alarm. A telephone interfaced device that
automatically connects to Police or Fire Headquarters
and transmits a recorded message to report an emergency
condition requiring Police Department or Fire Depart-
ment response.
5-2.9 Direct Alarm. Any alarm device which transmits a sig-
nal or impulse over a leased telephone line to the
Alarm Indicator Panel at Police Headquarters or to a
private Central Alarm Station.
5-2.10 False Alarm. Any alarm activation to which Police or
Fire Department personnel respond which is not the
result of an unauthorized entry, fire, smoke or other
emergency.
5-2.11 Intentional False Alarm. Any False Alarm as defined
herein which is intentionally activated by any person.
5-2.12 Licensing Authority. The Town Clerk of the Town of
Mamaroneck.
5-2.13 Local Alarm. Any alarm device which is not connected
to the Alarm Indicator Panel at Police Headquarters
but which, when activated, causes an audible or visual
III signal perceptable to persons on the outside of the prem-
ises within which said alarm device is installed.
5-2.14 Malfunction. A deficiency or other failure of an
alarm device which results in a false alarm but which
is not attributable to any fault or negligence on the
part of the alarm device user.
5-3 License Required.
5-3.1 Authority of Grant Licenses, Permits and Identifica-
tion Cards.
a. The Licensing Authority is hereby authorized to
grant a revocable license, upon the approval of
the Chief of Police, to any Alarm Business as
defined within this Chapter.

b. The Licensing Authority is hereby authorized
to grant a revocable license and identification
card,upon the approval of the Chief of Police,
to any Alarm Agent as defined within this Chapter.
c. The Licensing Authority is hereby authorized to
grant a revocable permit, upon the approval of
the Chief of Police, to any Alarm User as defined
within this Chapter.
5-3.2 Application for Licenses, Permits and Identification
Cards.
a. All Alarm Businesses, as defined within this Chap-
ter, who desire to conduct such business within
the Town of Mamaroneck, shall apply to the Licens-
ing Authority for an Alarm Business License on a
form designated by the Licensing Authority. Such
Alarm Business License shall be valid for a one
year period, on a calendar year basis, expiring
on December 31 of each year. Notwithstanding this
provision, a licensed Alarm Business may conduct
such business through January 31 of the year follow-
ing the expiration of the Alarm Business License.
b. Each person desiring to be an Alarm Agent in the
Town of Mamaroneck, before acting as such an Alarm
Agent, shall apply to the Licensing Authority for
a Alarm Agent License on a form designated by the
Licensing Authority. Such Alarm Agent License
shall be valid for a one year period, on a calen-
dar year basis, expiring on December 31 of each
year. Notwithstanding this provision, a licensed
Alarm Agent may act as such an agent through Jan-
uary 31 of the year following the expiration of
the Alarm Agent License.
c. Any property owner or lessee of property in the
Town of Mamaroneck having on his or her premises
an alarm device shall apply to the Licensing
Authority for a Alarm User Permit on a form desig-
nated by the Licensing Authority. Such Alarm User
Permit is non-transferable.
5-3.3 License and Permit Fees. Annual license and permit
fees shall be non-refundable and based upon the follow-
ing schedule:
• a. Alarm Business License $ 100.00 per calendar
year or part
b. Alarm Agent License $ 25.00 per calendar
year or part
c. Alarm User Permit No charge
5-3.4 Violations.
a. It shall be a misdemeanor for any person, busi-
ness, or commercial entity to operate, sell, lease,
install, repair, service or maintain a Alarm Device
as defined in this Chapter without first having ob-
tained a license as provided in this Chapter.
5-3.5 Denial, Suspension or Revocation of License or Permit
and Disconnection of Alarm Systems.
a. The Alarm Review Board may require the denial, sus-
pension or revocation of any license or permit and/
or the disconnection of any alarm connected to the
Alarm Indicator Panel when deemed necessary for vi-
olation of any of the provisions of this Chapter,
or the violation of any standards or regulations
promulgated by the Licensing Authority pursuant
to this Chapter.
b. Any license, permit, or identification card issued
pursuant to this Chapter shall be surrendered im-
mediately upon suspension or revocation by the Alarm
Review Board. It shall be a misdemeanor to fail to
surrender such license, permit or identification
card which has been suspended or revoked as herein
provided.
c. Written notice of decisions of the Alarm Review
Board shall be given to persons affected thereby.
Any person or persons, jointly or severally, ag-
grieved by any decision of the Alarm Review Board
may have the decision reviewed by a Special Term
of the Supreme Court in the manner provided by
Article seventy-eight of the Civil Practice Law .
and Rules provided the proceeding is commenced
within thirty days after the filing of the deci-
sion in the office of the Town Clerk. Costs shall
not be allowed against the Alarm Review Board un-
less it shall appear to the Court that it acted
with gross negligence or in bad faith or with mal-
ice in making the decision appealed from.
5-4 General Provisions.
5-4.1 Town Assumes No Responsibility for Such Systems.
a. Notwithstanding the payment of any fee and/or the
issuance of any permit or license as herein re-
quired, the Police Department, Fire Department,
and the Town of Mamaroneck shall be under no ob-
ligation whatsoever concerning the adequacy, the
operation or maintenance of the alarm device so
installed or of the operation of maintenance of
the Alarm Indicator Panel at Police Headquarters,
and the Town of Mamaroneck and its authorized
agents hereby assume no liability whatsoever for

any failure of any such alarm device or the Alarm
Indicator Panel or for failure to respond to any
such alarms or for any act of omission or com-
mission as a result of any such alarm,- device or
system.
5-4.2 Specific Equipment Required and/or Prohibited.
a. Notwithstanding sections 5-4.2b, c, and d of this
Chapter, the Alarm Review Board may promulgate
regulations and standards applicable to the equip-
ment used in any and all Alarm Devices utilized by
any Alarm Business, Alarm Agent or Alarm User in
the Town of Mamaroneck.
b. Effective June 1, 1980, no person shall use, cause
or permit to be used any Dialer Alarm as defined
within this Chapter, unless an alternate line or
means of telephone verification, by the Police
Department, is provided.
c. Effective June 1, 1980, no Alarm Device, as de-
fined within this Chapter, which is equipped with
an audible signal perceptable to the outside of
the premises in which it is installed, shall be
operated unless it has been equipped with a device
which will silence such audible signal within 20
minutes from the time of its associated alarm de-
vice's activation.
d. Effective June 1, 1980 all Direct Alarms, as de-
fined within this Chapter, shall be equipped with
a device which will delay the transmission of a
alarm signal or impulse to the Alarm Indicator
Panel or the Central Alarm Station for a period
of 30 seconds from the time of its associated
activation.
5-4.3 Removal of Unlawful Equipment. The Alarm Review Board,
whenever aware of the existence or use of any alarm
device which is not operated in .accordance with the
provisions of this Chapter, or which does not meet
standards for such alarm devices as set pursuant to
Section 5-4.2a of this Chapter, may order the dis-
connection of such alarm device from the Alarm Indica-
tor Panel at Police Headquarters and it shall be un-
lawful to disobey such an order.

5-4.4 False Alarms. Any owner or lessee of property having
an alarm device or system of devices on his or its
premises and any user of any services or equipment
• furnished by a licensee under this Chapter, shall pay
to the Town of Mamaroneck, upon demand, a charge for
each and every false alarm, as defined within this
Chapter, to which Police Department or Fire Department
personnel responds, in each calendar year, as follows:
First False Alarm no charge - warning only

2-4 False Alarms $ 15.00 each occurrence
5-6 False Alarms $ 30.00 each occurrence
Additional False Alarms $ 50.00 each occurrence
More than five false alarms in any calendar year may
constitute grounds for the suspension or revocation
of an alarm user's permit and disconnection of such
alarm device from the Alarm Indicator Panel at Police
Headquarters as determined by the Alarm Review Board.
Any Alarm User charged with a false alarm penalty as
prescribed herein may appeal such charge or penalty in
writing within 10 days after receipt of the notice of
such penalty and may appear before the Alarm Review
Board at a place and time selected by the Board. False
alarm penalties or charges may be waived only by order
of the Alarm Review Board. All penalties as prescribed
herein shall be collected and recorded by the Licensing
Authority and remitted to the Town Comptroller. Failure
to pay a false alarm charge or penalty as .prescribed
shall subject such alarm user to the disconnection of
his alarm device from the Alarm Indicator Panel, if
applicable, and to the suspension or revocation of his
Alarm User Permit as determined by the Alarm Review
Board.
5-4.5 Intentional False Alarms. Any person who intentionally
causes a false alarm as described within this Chapter
shall be guilty of a misdemeanor.
5-4.6 Change of Location of Alarm Indicator Panel. If the
location of the Alarm Indicator Panel should be changed
at any time, the Town of Mamaroneck shall not be re-
sponsible for any expense incurred by the alarm users.,
alarm businesses, or alarm agents for moving or re-
connecting such systems or devices to the relocated
Alarm Indicator Panel or for the moving or reinstalla-
tion of the Alarm Indicator Panel itself.
5-4.7 Location of Equipment. The Alarm Review Board is here-
by authorized to prescribe- the location and manner of
installation of all cabinets, accessories, connections
and equipment of an approved Direct Alarm within Police
or Fire Headquarters so as to be readily accessible to
police or fire officials.
5-5 Special Provisions.
5-5.1 Severability. If any part or parts of this Chapter
are for any reason held to be invalid, such decision
shall not affect the validity of the remaining portions
of this Chapter.

5-6 Penalties for Violations of this Chapter.
5-6.1 Except as provided in sections 5-3.4 and 5-4.5 of
this Chapter, any failure to obey any provision
of this Chapter or failure to obey an order of the
Alarm Review Board, pursuant to this Chapter, shall
constitute a violation punishable by a fine of up
to $ 250.00 for each and every violation. Each day
that such violation continues shall constitute a
separate offense.
. 5-7 Effective Date. This local law shall take effect January 1,
1980 upon filing with the Secretary of State.

1. Opening of Bids - Storm Drain Improvements - Bonnie Way
a. Manny $16,505.00

Bids to be reviewed by the Town Engineer, Town Attorney and the
Comptroller. Motion by Councilman Bloom, seconded by Councilman
McMillan, subject to the Comptroller's authorization, to go forth with
bonding for $20,000.00
Supervisor Vandernoot pointed out the Memo dated September 5, 1979
to the Town Board from Mr. Charles R. Elfreich, P.E., Town Engineer
respectfully requesting that a 20% contingency be added to the
apparent low bid for bonding.
2. Approval - Installation of Valve - Larchmont Reservoir
Under year one of the Urban Co. contract, a sensor was recommended
but proved too costly. There has already been approved by the Village
of Mamaroneck the installation of this valve at a cost of $8,250.47 to
replace the present valve which is old and could possibly malfunction.
On motion by Councilman McMillan, seconded by Councilman Bloom it
was unanimously authorized to install a new valve with the Urban Co.
funds.
3. Resolution - Urge Westchester County to Purchase
Larchmont Reservoir
Supervisor Vandernoot noted that there were many recommendations
to keep the Larchmont Reservoir as open lands. Legislator Keane had
already been contacted in addition to a letter sent to the County
Executive. On motion by Councilman Bloom, seconded by Councilman
McMillan, it was unanimously resolved to adopt a resolution (copy is not
in file). Councilman Bloom thanked the County Legislator.
4. Authorization - Supervisor to Amend Agreement with
Little Harbor Sound Association
Supervisor Vandernoot gave the background up to the present status of
the dredging taking place at Hommocks and the entire sprinkler system
needing to be replaced. A motion was made by Councilman McMillan,
seconded by Councilwoman Monsell to adopt an amendment. It was
unanimously agreed that,
Section 1 of the Agreement between the Town of Mamaroneck, Aqua
Dredge and the Little Harbor Sound Civic Improvement Association is
amended to read as follows:
The work will be scheduled to be completed to assure that
the athletic fields will be available for school and
recreational use by June 1, 1980. All practical efforts to
expedite complete drying of the area will be undertaken as
soon as possible.
5. Bond Resolution - Purchase of Dump Truck
Supervisor Vandernoot accepted the bids on the purchase of the dump
truck. He stated the funds will be borrowed in the form of a capital
note. Motion made by Councilman Bloom, seconded by Councilman
McMillan, it was unanimously
RESOLVED, by the Town Board of the Town of Mamaroneck,
Westchester County, New York, as follows:
Section 1. The specific object or purpose to be financed
pursuant to this resolution is the purchase by the Town of
Mamaroneck, Westchester County, New York, of a dump
truck for maintaining physical public betterments in and for
said Town.
Section 2. The maximum estimated cost of such specific
object or purpose is $23,500, and the plan for the financing
thereof consists of the issuance of $23,500 capital notes of
said Town, hereby authorized to be issued pursuant to the
Local Finance Law. All further powers in connection with
the details and sale of said capital notes are hereby
delegated to the Supervisor, the chief fiscal officer of said
Town.
Section 3. It is hereby determined that the period of
probably usefulness of the aforesaid specific object or
purpose is five years, pursuant to subdivision 28 of
paragraph a of Section 11.00 of the Local Finance Law.
Section 4. The faith and credit of said Town of
Mamaroneck, Westchester County, New York, are hereby
irrevocably pledged for the payment of the principal of and
interest on such notes as the same respectively become
due and payable.
Section 5. This resolution shall take effect immediately.
The question of the adoption of the foregoing resolution
was duly put to a vote on roll call, which resulted as
follows:

The resolution was thereupon declared duly adopted.
6. ERA Fund Request to Canvass
A letter dated August 17, 1979 from Susan F. Libow, Canvass Director,
was read. The letter requested that the National Women's Political
Caucus be granted permission to canvass in the unincorporated portion
of the Town of Mamaroneck in order to distribute Equal Rights
Amendment information. The letter set out specific guidelines the
NWPC would adhere to. Per the responding letter to Susan Libow from
Dorothy S. Miller, Town Clerk, dated September 14, 1979, the request
was considered and the Board granted approval to canvass in
accordance with the guidelines set out.
NEW BUSINESS
1. Request to Install Metal Chimney for Wood Burning Stove -
1158 Old White Plains Road
•
Supervisor Vandernoot referred to a letter dated August 29, 1979 from
Mr. William Paonessa, Building and Plumbing Inspector, regarding the
above-noted application.
On motion by Councilman Bloom, Seconded by Councilwoman Monsell,
it was unanimously,
RESOLVED, to approve the application for the installation of
a metal chimney for a wood burning stove at the Izard
residence at 1158 Old White Plains Road.
2. Application for Special Permit - Proposed New Car Agency -
2155 Palmer Avenue
Supervisor Vandernoot referred to a letter dated August 30, 1979 from
Mr. William Paonessa, Building and Plumbing Inspector, regarding the
above-noted application.
On motion by Councilman McMillan, seconded by Councilwoman
Monsell, it was unanimously,
RESOLVED to refer this application to the Planning Board
for review and report back to the Town Board prior to a
Public Hearing.
3. Salary Authorizations - Recreation
Pursuant to memorandum addressed to the Board by James W. Kronenberger,
Superintendent of Recreation, dated August 6, 1979, herewith presented and
ordered received and filed, on motion by Councilwoman Monsell, seconded by
Councilman McMillan, it was unanimously,
RESOLVED, that this Board hereby authorizes the salary of
Daniel Lord, Hommocks Tennis Courts, at $2.50/hour,
replacing Anthony Rock.
Pursuant to memorandum addressed to the Board by James W. Kronenberger,
Superintendent of Recreation, dated August 22, 1979, herewith presented and
ordered received and filed, on motion by Councilwoman Monsell, seconded by
Councilman McMillan, it was unanimously,
RESOLVED that this Board hereby authorizes the salary of
Anne Davidson, Kevin Knobloch, Laura Lamagna, Dawn
Owen, Adam Pack, Roy Perciasepe, Joann Quinlan, Bill
Treasurer, John Zierk as Life Guards at the Hommocks
Pool, at $2.50 per hour.
It is further,
RESOLVED that this Board hereby authorizes the salary of
Sheri Auchterlonie, Linda Doherty, Mary Tracey, Ed Bender,
Mike Ferro and Douglas Treasurer as Recreation Attendants
at the Hommocks Pool, at $2.25 per hour.
4. Appointment of Dog Enumerator- 1980 Dog Licenses
Pursuant to memorandum addressed to the Board by Dorothy S. Miller, Town
Clerk, dated September 5, 1979, herewith presented and ordered received and
filed, on motion by Councilman Bloom, seconded by Councilwoman Monsell, it
was unanimously,
RESOLVED, that this Board hereby authorizes the hiring of
David Vaughn, 311A Mamaroneck Avenue, Mamaroneck, as
Dog Enumerator for the dog licensing year 1980, to be
compensated at the rate of 75 cents per dog as per Article 7
of the Agriculture and Markets Law, Section 123, Subdivision
c.
5. Approval of Polling Places and Authorization of Publication
of Notices for Registration and General Election
On motion by Councilman Bloom, Seconded by Councilwoman Monsell,
it was unanimously
RESOLVED to approve the polling places as follows:
Mamaroneck Village Hall (Village of Mamaroneck) in the
Court Room, Mt. Pleasant and Prospect Avenues,
Mamaroneck, NY - Districts 1, 2, 3, 4, 5, 17, 22, 23 and 27.
Larchmont Village Hall (Village of Larchmont) in the Court
Room, Larchmont Avenue, Larchmont, NY - Districts 6, 7, 8,
9, 10 and 26.
Weaver Street Firehouse (Unincorporated Area) Weaver
Street and Edgewood Avenue, Larchmont, NY - Districts 11,
12, 13, 14, 15, 16, 18, 19, 20, 21, 24 and 25.
6. Set Date for Public Hearing - Local Law No. 4-1979 -
Schedule of Dog Licensing Fees
Pursuant to a memorandum addressed to the Board by Dorothy.S. Miller, Town
Clerk, dated September 5, 1979, herewith presented and ordered received and
filed, on motion by Councilman Bloom, seconded by Councilwoman Monsell, it
was unanimously,
RESOLVED, to set the date of hold a Public Hearing on
October 3, 1979 to discuss a local law creating a new
schedule of fees for dog licensing.
Not On Agenda
Mr. Scharf questinoed the Board members about an article that had
appeared in the newspaper regarding the removal of rent control.
Supervisor Vandernoot clarified the situation (no comments in file).

THE SUPERVISOR
1. Announcement - Recognition of Volunteerism
Supervisor Vandernoot commented regarding Elaine Samuels and stated
that due recognition must be given to volunteers regarding elderly and
this should be done prior to the October 3'd meeting.
2. Report Re: Marx Property
Supervisor Vandernoot gave some background regarding this property.
It is to be a 47-home subdivision that has been approved. Westchester
Heights Corp. has negotiated a contract to buy the property from
Marbourne Associates.
In lieu of a portion of land set aside for recreation in this subdivision,
which is customary, the Town has requested $50,000 in cash to be used
exclusively for recreational facilities in the subdivision area. The money
must be received prior to a building permit being issued.
3. Report Re: TOPICS Program
Supervisor Vandernoot commented he had received the voluminous
report entitled Traffic Operations Program to Increase Capacity and
Safety prepared by Browne & Associates and prepared for New York
State Department of Transportation. The document sets out
recommendations after review of the Town Zoning Ordinance.
4. Announcement - Discussion - Draft Report on Rezoning
Supervisor Vandernoot noted receipt of the draft report from Clarke's
Associates. A report has also been sent to the Zoning and Planning
boards. A report will be made available to all Board members.
5. Proclamation - Constitution Week
Supervisor Vandernoot made the following Proclamation,
Whereas,
September 17, 1979 marks the one hundred ninety-
second anniversary of the adoption of the Constitution of
the United States of America,
And
Whereas,
The Constitution established by, and for the people,
places a great responsibility on each American to

guarantees as well as the duties it requires of each

To commemorate appropriately the work of our
forefathers and the valiant efforts of each succeeding
generation to preserve our heritage of freedom, the
Congress of the United States has designated September
the. 17th of each year as Citizenship Day, and the week
beginning September 17th of each year as Constitution
Week,
Now, Therefore,
I, Joseph F. Vandernoot, Supervisor of the Town of
Mamaroneck, New York, do hereby call upon the people
of our community to display the flag of the United States
during Constitution Week, September 17th through
September 23, 1979 - and to participate in ceremonies
designed to show the significance of United States
citizenship and the reciprocal rights and duties flowing
from the Constitution.
6. Letter, District Attorney's Office. Re: Mr. Elfreich
Supervisor Vandernoot commented regarding a previous report that had
appeared in the newspaper regarding the above-noted situation. The
Supervisor also acknowledged receipt of a letter dated September 4,
1979, addressed to him, from the District Attorney's office of the County
of Westchester. Supervisor Vandernoot noted the letter exonerated Mr.
Elfreich. .. The letter stated, "After careful review of the allegations
referred to this office by the Town of Mamaroneck Town Board and
other matters brought to our attention by James J. Johnston, Town
Attorney of the Town of Mamaroneck, it has been determined that there
is insufficient evidence to proceed with any criminal prosecution
regarding the activities of Mr. Elfreich."
7. Not on Agenda - Telephone
The New York Telephone Company removed the public telephone for
non use from the Court House. The company made a thorough
investigation and decided on a location across the street from the Court
House for installation of a public telephone. There were comments
urging New York Telephone to keep the telephone inside the Court
House with all Board members in agreement.
THE COUNCILMEN
Councilwoman Monsell
1. Report Re: Family and Youth
Councilwoman Monsell reported there was a response to and for the
Youth Advocate. A decision will be probably be made by the next
meeting.
2. Report Re: Youth Council
Councilwoman Monsell announced a dance will be held at the
Mamaroneck High School on September 15, 1979 for 9th through 12th
grades.
Town Attorney (Not on Agenda)
The Town Attorney requested authorization to settle certiorari Morgan
Brothers Manhattan Storage. On motion by Councilman McMillan,
seconded by Councilman Bloom, it was unanimously,
RESOLVED to authorize a settlement of the certiorari of
Morgan Brothers Manhattan Storage.
ADJOURNMENT
There being no further business to come before the meeting, on motion
duly made and seconded, it was declared adjourned at 9:56 p.m.
