HomeMy WebLinkAbout1979_05_16 Town Board Regular Minutes MINUTES OF THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON MAY 16, 1979 IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK (compiled on February 2, 2007 from the May 16, 1979 file) PRESENT: Supervisor Vandernoot Councilwoman Monsell Councilman Bloom Councilman DeMaio ABSENT: Councilman McMillan ALSO PRESENT: Mrs. Miller Town Clerk Mr. Aitchison Mr. Elfreich Town Engineer CALL TO ORDER The Supervisor called the meeting to order at 8:15 p.m. OLD BUSINESS: 1. Set Date for Public Hearing - Special Permit Application - General Nursery Business Supervisor Vandernoot read a memo from the Planning Board dated May 15, 1979 regarding the above-noted application. On motion by Councilwoman Monsell, seconded by Councilman Bloom, a date of June 6, 1979 was set for the Public Hearing. 2. Set Date for Public Hearing - Special Permit Application - Installation of Solar Collectors Supervisor Vandernoot referred to the memo from the Planning Board dated May 15, 1979 regarding the above-noted application. On motion by Concilman DeMaio, seconded by Councilwoman Monsell, a date of June 6, 1979 was set for the Public Hearing. Councilman Bloom inquired of Mr. Katz whether the contract provides for pressure and leak testing. Mr. Katz answered in the affirmative with further clarification. Councilman Bloom inquired of Mr. Katz whether there was a stipulation for the replanting of trees in the future. Mr. Katz explained his feeling about the matter indicating he did not feel it was appropriate to make that a condition. Councilman Bloom commented on reasonable stipulations and referred to a previous situation regarding solar collectors and removal of trees. 3. Request for Funds for Family and Youth Advocate Dr.. DiScipio and Mr. Nealon commented regarding their March 21, 1979 proposal and noted receipt of approval by the Village of Larchmont of $1,400.00 and their desire for$2,100.00 from the Town of Mamaroneck. They further noted the application to Westchester County for 50% - 60% matching funds stating also the time element involved (mid-month deadline to apply to the County at the present time). They noted some priorities to be look at by the Advocate. May 16, 1979 Councilman DeMaio asked who will evaluate the services of the Advocate - would it be the Committee on Family & Youth. Councilman Bloom asked who would be the actual employer. This was answered by Councilwoman Monsell and Mr. Nealon in that they would be supervised by the Town through recommendation of the Family & Youth Committee.. Supervisor Vandernoot inquired whether benefits would be included. Some discussion ensued regarding keeping the employment as simple as possible (contractual under claim form situation). Lengthy discussion followed regarding the program, including questions regarding home base or a central contact place. This is not yet established but there were some ideas on this. There was a question whether anything else would be coming from the County besides funding. This question was answered by Mr.. Nealon and Dr. DiScipio. A lot of discussion ensued and reiterated the benefits, etc. There were some clarifications to be made by further investigation by Comptroller Carmine DeLuca. Councilman DeMaio requested a list of priorities that needed to be attended to and if the Advocate is the way to handle situations. The Board feels this is worth giving an experimental period. Councilman DeMaio inquired what the County wants in return for their funds and commented there were quite a few forms to be filled out as described by Dr. DiScipio. A further proposal was made by Councilwoman Monsell that a Family & Youth Committee on Advocate be set up to make up a search committee for the person who will fill the position. The hope was to have a person hired in the summer. Councilman DeMaio commented on the situation of the Teen Center and the need for its review and evaluation. 4. Engineer's Report - Level Sensing Device - Larchmont Reservoir Pursuant to a memorandum addressed to the Town Board from Mr. Charles R. Elfreich, P.E., Town Engineer, dated May 15, 1979, there were made further clarifications from the Supervisor. Supervisor Vandernoot noted he thought we were making reasonable progress and it always seemed to be a short while away. When the final cost estimates came in it was apparent that it was certainly not reasonable to go ahead. Now there is a different proposal before us with a decision that has to be made by the Village of Larchmont. Engineer Elfreich commented that his analysis going on at present to see if it is feasible to accommodate our needs. Some discussion followed. 5. Engineer's Final Report Re: Dredging Pursuant to a memorandum addressed to the Town Board from Mr. Charles R. Elfreich, P.E., Town Engineer, dated May 14, 1979, Supervisor Vandernoot made comments regarding the Engineer's memo and report about the dredging along with some technical descriptions. NEW BUSINESS 1. Salary Authorizations a) Deputy Town Clerk 2 May 16, 1979 Pursuant to a memorandum addressed to the Honorable Town Board from Dorothy S. Miller, Town Clerk, dated May 14, 1979, herewith presented and ordered received and filed, on motion by Councilman Bloom, seconded by Councilman DeMaio, it was unanimously, RESOLVED, that this Board hereby authorizes the hiring of Mrs. Clara Tracey in the Exempt Title of Deputy Town Clerk at a salary of$10,720.00 per annum, effective June 7, 1979. b) Summer Help - Engineer's Office Pursuant to a memorandum addressed to the Town Board from Mr. Charles R. Elfreich, P.E., Town Engineer, dated May 14, 1979, herewith presented and ordered received and filed, on motion by Councilman Bloom, seconded by Councilwoman Monsell, it was unanimously, RESOLVED, that this Board hereby authorizes the hiring of Elizabeth Tebbens, as summer help from June 4,1979 to August 31, 1979 at a salary of at $3.75/hour. It is further RESOLVED, that this Board hereby authorizes the hiring of William Neumeister as summer help from May 21, 1979 to August 31, 1979 at a salary of$3.75/hour. It is further RESOLVED, that this Board hereby authorizes the hiring of Mario Ricozzi as summer help from June 18, 1979 to September 14, 1979 at a salary of$3.75/hour. There was discussion regarding freshwater wetlands mapping and other items at 50% funding. c) Recreation Pursuant to a memorandum addressed to the Honorable Town Board from Mr. James W. Kronenberger, Supintendent of Recreation, dated May 4, 1979, herewith presented and ordered received and filed, on motion by Councilman DeMaio, seconded by Councilwoman Monsell, it was unanimously, RESOLVED, that this Board hereby authorizes the salary of Linda Doherty, Rec. Attendant, Hommocks Pool, at $2.25/hour, effective 5/7/1979. Pursuant to a memorandum addressed to the Honorable Town Board from Mr. James W. Kronenberger, Supintendent of Recreation, dated May 14, 1979, herewith presented and ordered received and filed, on motion by Councilman DeMaio, seconded by Councilwoman Monsell, it was unanimously, RESOLVED, that this Board hereby authorizes the salary of Douglas Corkery, Rec. Assistant, Maintenance, at $2.65/hour, effective 5/14/1979. It is further 3 May 16, 1979 RESOLVED, that this Board hereby authorizes the salary of Kerstin Csenge, Rec. Assistant, Sailing, at $3.10/hour, effective 5/21/1979. It is further RESOLVED, that this Board hereby authorizes the salary of Andrew Keller, Rec. Assistant, Sailing, at $2.50/hour, effective 5/21/1979. It is further RESOLVED, that this Board hereby authorizes the salary of Charles Manion, Rec. Assistant, Sailing, at $2.50/hour, effective 5/21/1979. It is further RESOLVED, that this Board hereby authorizes the salary of Margot Murray, Rec. Assistant, Sailing, at $2.50/hour, effective 5/21/1979. d) Community Beautification Pursuant to a memorandum addressed to the Honorable Town Board from P.T. Leddy, Community Beautification Hiring, dated May 15, 1979, herewith presented and ordered received and filed, on motion by Councilwoman Monsell, seconded by Councilman Bloom, it was unanimously, RESOLVED, that this Board hereby authorizes the hiring of John Dolen, as a part-time Seasonal Laborer, at $3.25 per hour, effective May 21, 1979, ending August 22, 1979. It is further RESOLVED, that this Board hereby authorizes the hiring of Richard Fraioli, as a part-time Seasonal Laborer, at $3,00 per hour, effective May 21, 1979, ending August 22, 1979. It is further RESOLVED, that this Board hereby authorizes the hiring of Joseph Pastore, as a part-time Seasonal Laborer, at $3.00 per hour, effective May 21, 1979, ending August 22, 1979. 2. Petition of A. R. Spencer Associates, Inc. for Amendment of Zoning Ordinance Supervisor Vandernoot noted Mr. Spencer's request and noted that it is with regard to a small medical facility. On motion by Councilman DeMaio and seconded by Councilwoman Monsell, it was unanimously agreed to refer this matter to the Planning Board. COMMUNICATIONS 4 May 16, 1979 1. Notice of Public Hearing - Larchmont Village Zoning Board Supervisor Vandernoot commented on the Public Notice provided by the Village of Larchmont with regard to rebuilding and refurbishing of the Bevan property. The Building Inspector has reviewed this. Comment was made to receive and file the Public Notice. 2. NOT ON AGENDA- Letter Commending Mr. Aitchison Note in file stating the above. THE SUPERVISOR 1. Report re: Parking - Richbell Road Area Supervisor Vandernoot suggested a deferral of this item and that he will personally advise Mr. Scharf of his findings. 2. Report - Bus Shelter Program Supervisor Vandernoot referred to the May 8, 1979 letter from Paul Tortolani, Program Administrator, for Westchester County. The Supervisor noted that building of these shelters shall be forthcoming soon. 3. Authorization - Supervisor to Convey Deeds - Parcel 3 On motion by Councilwoman Monsell, seconded by Councilman DeMaio, it was unanimously, RESOLVED, that the Supervisor shall have the authorization to convey deeds. 4. Report - Handicapped Parking Permits The Supervisor commented regarding having set up Issuing of handicapped permits and noted Lieutenant Ralph Perritano in charge. Not on Agenda -There was some discussion regarding conversion of meters since the permit fee has already been increased. Mr. DeLuca explained there was a problem with parts for some meters. 5. Announcement - Extension of Time to Apply for Pool Permits Supervisor Vandernoot announced an additional date of Tuesday, May 22, 1979 from 7:00 p.m. to 9:00 p.m. at the pool. 6. Not on Agenda - Municipal Information Services Supervisor Vandernoot commented on using this service on a trial basis for $900.00 to seek final determination for us. Motion made by Councilwoman Monsell, Seconded by Councilman Bloom, it was unanimously, RESOLVED, to pay the $900.00 fee for the services of the Municipal Information Services on a trial basis. THE COUNCILMEN Councilman Bloom 1. Apportionment Motion was made by Councilman Bloom, seconded by Councilwoman Monsell, to (no notes in file) 2. Not on Agenda 5 May 16, 1979 Helga Bendix, in place of Mr. Reiley, was recommended by Councilman Bloom who noted her qualities to serve on the Human Rights Commission for three years to 1982. Motion made by Councilman Bloom, Seconded by Councilman DeMaio, it was unanimously, RESOLVED, to appoint Helga Bendix to the Human Rights Commission for a three year term, ending in 1982. 3. Budget Committee Meeting Councilman Bloom commented with regard to the appointment of the Budget Committee of which he is a liaison. There will be a meeting on June 13, 1979 at 8:00 p.m. The meeting will be held in the Supervisor's office. Councilman DeMaio (in place of Councilman McMillan) 1. Accept Resignation - Narcotics Guidance Council Councilman DeMaio commented on the resignation of Mrs. Towers. Thanks were given by the Board to Janice Towers for a fine job well done. 2. Appointment - Narcotics Guidance Council Councilman DeMaio commented he is pleased to place his name in nomination of Jane Slater. Councilman DeMaio and Councilwoman Monsell stated - subject to same by both Villages. 3. Not on Agenda Class of books at 25% loss, cookbooks and do it yourself books noted as liaison to Library Board. Councilwoman Monsell 1. Report -Youth Council Meeting Councilwoman Monsell reported on the meeting of the Youth Council of Tuesday, May 15th (Larchmont Village to replace two members) which focused on the Teen Center. There will be a questionnaire out to all youths. Noted that there are only 51 members of the Center presently. It was hopeful that a meeting would be held on May 31st of the Youth Council and that school personnel will report at the next meeting. 2.. Not on Agenda Mrs. Melkin spoke regarding the Village of Larchmont not having hired an Assessor as yet and wondered if that could present a problem to the Town. There was another question regarding the Solid Waste Disposal proposal and the commitment by August to the County. Supervisor Vandernoot made some clarifications on the action to be taken no later than the first meeting in August. Mrs. Melkin questioned whether there would be another public meeting regarding the Town Manager. Mrs. Shultz commented regarding the light at Post Rod and Alden and whether there would be a survey conducted.. The Police Chief already had it on the agenda. Councilman DeMaio commented regarding the Rockland Avenue Bridge and suggested the Town join forces with the Village of Mamaroneck. The 6 May 16, 1979 Supervisor gave his authorization to convey its concern to Amtrak for safety purposes. ADJOURNMENT There being no further business to come before the meeting, on motion duly made and seconded, it was declared adjourned at 9:58 p.m. BOARD OF FIRE COMMISSIONERS 1. Claims Pursuant to a memorandum addressed to the Honorable Town Board from Genevieve F. Soriano, Deputy Comptroller, dated May 16, 1979, herewith presented and ordered received and filed, on motion by Councilman Bloom, seconded by Councilwoman Monsell, it was unanimously, RESOLVED, to pay the following claims: AAA Emergency Co., Inc. $ 430.89 Con Edison of N.Y. 23.06 Exxon Company U.S.A. 280.50 Komfort Kooling 18.50 Lawrence Heat & Power 338.49 McGuire Bros.., Inc. 22.00 Motion Picture Center 230.00 Office Essentials, Inc. 27.95 Westchester Joint Water Works 5,135.00 $6,506.39 2. Authorization to Advertise for Bids - Fire House Exterior Painting Councilman Bloom commented regarding the Engineer's memorandum and noted last year's decision to hold off and do inside and outside separately. The Engineer estimated the cost would be between $2,000.00 and $3,000.00. Pursuant to the memorandum addressed to the Town Board from Mr. Charles R. Elfreich, P.E., Town Engineer, dated May 14, 1979, herewith presented and ordered received and filed, on motion by Councilman Bloom, seconded by Councilman DeMaio, it was unanimously, RESOLVED, that this Board hereby authorizes the advertising for the Exterior Painting of the Weaver Street Firehouse. Bids shall be returnable on June 27, 1979. 3. Other Business There was no other business to report. Supervisor Vandernoot made note of the resolution that was passed in the Assembly and noted her source of strength and the inability to ever replace her.
