OF THE TOWN OF MAMARONECK HELD ON APRIL 18, 1979
IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE,

NEW BUSINESS
1. Request for Use of Voting Machines -School District
On motion by Councilman Bloom, seconded by Councilman McMillan, it was
unanimously,
RESOLVED, that the Town allows the use of twelve voting
machines for the annual school district election and budget vote,
which will take place at the four elementary schools in the
district on Wednesday, May 23, 1979, to be set up as follows:
3 Central School
3 Chatsworth Avenue School
3 Murray Avenue School
2 Mamaroneck Avenue School
1 to be used as a back up.
2. Salary Authorizations - Recreation
In accordance with memoranda of April 5, 6, and 18, 1979 addressed to the
Town Board by James Kronenberger, Superintendent of Recreation, herewith
presented and ordered received and filed, on motion by Councilwoman
Monsell, seconded by Councilman McMillan, it was unanimously
RESOLVED, that as provided for in the 1979 Town Budget, this
Board hereby authorizes the following persons to be
compensated at the rate set forth and effective date as listed
below:
The following for the Spring Vacation Program at $300.00 each for the weeks
of April 16 through April 20, 1979:
Dennis Ahearn, Senior Recreation Leader
Thomas Auchterlonie, Senior Recreation Leader
Gale Crowley, Senior Recreation Leader
Richard Owen, Senior Recreation Leader
Wayne Pollak, Senior Recreation Leader

Suzanne Ruttledge, Senior Recreation Leader
Ford Winter, Senior Recreation Leader,
Sandra Morley, Recreation Assistant
The following for the Spring Vacation Program, $75.00 from April 16 through
April 20, 1979:
Sheryl Auchterlonie, Recreation Assistant
Cindy Ferro, Recreation Assistant
Michelle Parini, Recreation Assistant
Wendy Werber, Recreation Assistant
David Katz, Recreation Assistant, Spring Vacation Program, $5.00 per hour,
effective April 16, 1979.
3. Authorization - Revocation of Vehicle Peddling License
Supervisor Vandernoot commented on the recently issued peddler's license
and referred to serious complaints from the Principal at the Murray Avenue
School and the Co-Presidents of the Murray Avenue School P.T.A.
The Supervisor commented on certain ways to handle this situation and
enumerated them (placement of signs, that he keep moving every few
minutes, etc.) Councilwoman Monsell commented on the safety hazards
pointed out and, from her own experiences, there was enough to revoke the
license.
Some comments were made by Councilman DeMaio regarding inviting Mr.
Bouras to come to the Town Board Meeting and be heard. Councilman
McMillan agreed.. Councilman Bloom stated there were some legal problems
involved and that safety issues occur wherever the truck stops and that the
safety is the responsibility of the parents and the school.
Attorney Johnston stated there is a definite right to put restrictions on the
license and the right to be brought up to date on the matter.
COMMUNICATIONS
1. NYS Dept. of Transportation Re: Petition of Beechmont
Bus Service, Inc.
Order of the Department of Transportation, by Thomas B. Tyree, Chief
Administrative Law Judge, dated April 5, 1979, received by the Town of
Mamaroneck on April 10, 1979:
CERTIFIED that the public convenience and necessity requires
renewal of the temporary certificate of public convenience and
necessity for the operation of a bus line for the period hereinafter
specified, over the streets, avenues and public places described in
the appendix attached to and made part of the order adopted
herein April 2, 1975 and it is
ORDERED:
1. That the temporary certificate of public convenience and
necessity granted herein April 2, 1975 to expire on April 6, 1979 be
and it hereby is extended to April 6, 1980.

2. That in all other respects the terms and conditions of the order
dated herein April 2, 1975 remain in full force and effect.
3. That this order shall become effective immediately.

2. Notice of Public Hearing - Larchmont Village Zoning Board
A copy of the Public Notice can be found in the file of the Town Board Meeting
of April 18, 1979. No comments no audiotape in the file.
THE SUPERVISOR
1. Westchester Joint Water Works - 1978 Annual Report
Supervisor Vandernoot commented it had been a successful year. However, as
there was not as much water used, there was not as much money made with
total dollars taken in being $72,654.00. This amount enabled the Town to pay
the debt service. However, it may possibly operate at a deficit next year.

Public Accountants dated December 31, 1978. No audiotape in file.
2. Reappointment- Board of Review
Supervisor Vandernoot recommended that Mr. B.J. Santoro be reappointed to
the Board of Review. On motion by Councilman Bloom, seconded by
Councilman McMillan, it was unanimously
RESOLVED, that Mr. B.J. Santoro be reappointed to the Board of
Review of the Town of Mamaroneck to serve a a term of office of
five years, effective immediately and to terminate on March 19,
1984.
3. Appointments- Budget Committee
Supervisor Vandernoot commented that the Budget Committee now has a
complete makeup. He enumerated the names with Councilman Bloom as
liaison to the Committee with the aims of the Board being spelled out by the
Board and the Committee. The members of the Budget Committee of the Town
of Mamaroneck as of April 16, 1979 are as follows:

THE COUNCILMEN
Councilman Bloom
1. Appointment- Conservation Advisory Commission
Councilman Bloom noted the recommendation from the Conservation Advisory
Commission in their letter dated April 10, 1979. Councilman Bloom noted that
Mrs. Warren T. Warnecke, who is to replace Mr. Jack Burke, has been active in
issues related to conservation and the environment. On motion by Councilman
Bloom, seconded by Councilwoman Monsell, it is unanimously
RESOLVED, that Mrs. Mildred L. Warnecke be appointed as a
member of the Conservation Advisory Commission of the Town of

Mamaroneck to serve for a term of office of two years, effective
immediately and ending on December 31, 1980.
2. Reappointments- Human Rights Commission
On motion by Councilman Bloom, seconded by Councilman DeMaio, it was
unanimously
RESOLVED, that Mrs. O.W. Battalia, Mr. Lionel P. Marks, and Mr.
Robert M. Riley be reappointed as members of the Commission of
Human Rights effective immediately and ending on May 19, 1982.
Councilman DeMaio
1. Recommendation - Reappointment to Library Board
Councilman DeMaio made a recommendation that Mr. John M. Coughlin be re-
appointed to the Library Board. The final approval and appointment will be
made by the Village of Larchmont Board for a full five year term. Motion made
by Councilman DeMaio, seconded by Councilman Bloom, it was unanimously,
RESOLVED, that Mr. John M. Couglin of 35 Byron Lane,
Larchmont, NY be reappointed to the Library Board for a full
five year term. This recommendation will be forwarded to the
Honorable Maurice L. Noyer, Mayor of the Village of Larchmont.
Councilman DeMaio noted that the Larcmont Library Report is out. He
proceeded to enumerate the highlights.
Not on Agenda
Councilman McMillan received a call from Councilwoman Monsell regarding
the Summer Music Workshop and problems involved in using the Mamaroneck
High School. There is a need to raise $3,000.00. Councilman McMillan
suggested that this Board allocate 1/4 or$750.00 to them, subject to the Town
Administrator researching the feasibility of this contribution and matching
contributions from the Villages and the school.
Supervisor Vandernoot asked if there was another way to handle this. If
Carmine can find the money, the amount can be taken out of a Town ...
charge. There followed some discussion regarding the need for the $3,000.00
and whether the Town can give $2,000.00 as a general Town-wide charge
subject to approval of the Town Administrator and approval of the
Comptroller.
Not on Agenda -Town Attorney
1. A motion was granted to dismiss the Moralito case (Cortlandt).
2. Follow up from the last meeting regarding the Town Manager and whether it
was possible to give him some power. This would require a mandatory
referendum. The Town administrator enlightened the Board on how this is
done in Batavia, New York. Councilman Bloom asked if there are any risks or
penalties in holding the referendum. The Town Attorney stated the Town
cannot necessarily hold permissive but mandatory referendum some...with...
from Assemblyman Perone.

There
being no further business to come before the meeting, on motion duly
made and seconded, it was declared adjourned at 9:11 p.m.
