MINUTES OF THE SPECIAL MEETING OF THE
TOWN BOARD OF THE TOWN OF MAMARONECK,
HELD ON THE 7TH DAY OF NOVEMBER 1983
IN THE AUDITORIUM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF
MAMARONECK.
CALL TO ATTENTION - Location of Exits
Supervisor Goldsmith pointed out to those assembled the
location of exits as required by law for public gatherings .
The meeting was called to order by Supervisor Goldsmith
at 8 : 00 P .M.
Present were the following representing all members of
the Board:
Supervisor Leo Goldsmith, Jr.
Councilman Lee H. Bloom
Councilman Stewart J . McMillan
Councilman Thomas .R. Amlicke
Councilwoman Caroline Silverstone
Also present were the following :
Dorothy S . Miller , Town Clerk
Stephen V. Altieri, Town Administrator
The following prepared statement was made by Councilwoman
Silverstone :
"Before we start this meeting, I wish to state for the
record that I am here under protest. I believe that
public business should be conducted at properly noticed
public meetings . This is not such a meeting. The law
requires that a special meeting be announced in writing
at least two days in advance. The council members are
being asked this evening to sign a waiver of those rules .
While there are surely occasions when it is appropriate
and necessary to hold last-minute meetings , this is not
one of them. Last Friday before noon, I inquired of
Dorothy Miller why the council had not received the
tentative budget, and in the afternoon I also discussed
the matter with the administrator. Both agreed it was
due to an oversight. Neither , However, acted to correct
the oversight . It would be understandable if the public
were to conclude that some members of the council did not
wish the budget to be made public before the election.
If it were not for the Daily Times inquiry this morning,
Mamaroneck Town government would undoubtedly have failed
to meet the State deadline for presentation of the
tentative budget . I might add that it was Dolores
Battalia who checked the Town Law and brought the matter
to the attention of the Daily Times late Friday afternoon.
While it' s easy to blame the clerk and the administrator
for this series of oversights , I believe the Council must
share the blame. I believe the public deserves more open,
more responsible government than this represents . "

Supervisor Goldsmith noted the circumstances which
inadvertently caused the 1984 Tentative Budget not to
be presented at the November 2nd meeting and explained
that both the Town Administrator and Town Clerk who
prepare the agenda have stated it was an oversight .
Kathy Siconolfi, Town Council Observer for the Larchmont
League of Women Voters read the following prepared
statement : "The League of Women Voters supports a
strong positive position towards the 'Sunshine Laws . '
Would you please address youselves to page 12 of the
Sunshine Law in relation to this public meeting . "
Leonard Martin speaking as a member of the Citizen Budget
Committee advised of the impact the loss of time has had
on his Committee ' s work in studying the budget.
Councilmen McMillan, Bloom and Amlicke each spoke advising
that there was no motive for holding back the budget.
Others taking part in the discussion were Marshall Kaplan,
Joyce Miralia, Lauren Miralia and Gary Hirschberg.
Thereupon, following the submission by the Town Clerk of
the 1984 Tentative Budget (Departmental Requests) , on
motion by Councilman McMillan, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that this Town Board does
hereby acknowledge the presentation
of the Tentative Budget and approves
it as the Preliminary Budget of this
Town for the fiscal year beginning on
the first day of January 1984 , the
itemized statement of estimated revenues
and expenditures hereto attached and
made a part of this resolution;
and be it further
RESOLVED, that such Preliminary Budget
shall be filed in the office of the Town
Clerk, where it shall be available for
inspection by any interested person at
all reasonable hours .
On motion duly made and seconded, the Special Meeting was
unanimously declared adjourned at 8 :28 P .M.
