TOWN OF MAMARONECK HOUSING AUTHORITY
MEETING MINUTES
AUGUST 23 , 1994
The meeting was called—toorder—at 8: 50 PIS_by-Paul Winick,
Chairman. - The meeting was held in Conference Room A in the
Mamaroneck Town Hall.
Mamaroneck Housing Authority members in attendance were:
Paul Winick, Chairman
Susan Sidel, Vice Chair
Jeffrey Marston, Secretary
Mary Regina Carlson, Member.
Visitors and staff in attendance were:
Carmine de Luca, Town Comptroller
Sandi Vanderslice, Deputy Comptroller.
1. Payment of Bills. The Chairman stated that he had received a
memorandum ` from Sandi Vanderslice, dated August 23 , 1994,
transmitting $291,213 . 95 in bills. Paul Winick moved, seconded by
Susan Sidel, authorizing the Chairman to approve invoices and sign
checks to pay the bills transmitted with the August 23 , 1994
memorandum. The motion passed 4-0. 4:1
2 . Tenancy and Pets Policy. It was reported that four applicants
who have opted to select apartments and who have dogs have stated
that they will not take the apartments if they are not allowed to
keep their dogs. After a considerable discussion, the Authority
decided not to change its no-pets policy.
3 . Financial Management Meeting. The Chairman announced that a
meeting between Town staff and Gramatan Management will be held a
4 : 00 PM, Friday, to discuss setting up the financial management
system for the operating phase of the project.
4 . Site Security. Susan Sidel asked about security at the site.
The Chair stated that the curbs, as constructed, do not allow the
gates to be closed.
5 . Apartment Lottery. Mary Regina Carlson made a motion thanking
Susan Sidel for her extensive work that resulted in the good
process of the lottery. The motion passed 4 - 0.

6. Superintendent's Apartment. Susan Sidel asked whether a
superintendent's apartment had been designated. The answer was
"no. " It was decided that Susan Sidel would designate a unit.
401) Apartment 32 was so designated.
7-- -Section- 8 Apartments. Susan Sidel -wit-l-notify Cathy Dopa -
about the apartments selected for Section 8 tenancy.
8 . Selection of Superintendent., Gramatan Management has asked
the Authority to give it authority to hire the superintendent.
They want to generate a smooth transition from the construction to
the operation phase.
The Authority did not grant such authorization. It did provide
several resumes to Gramatan and expressed a strong preference for
the hiring of a local person. It will, however, consider other
satisfactory candidates.
9 . House Rules/Leases.
As requested by the Managing Agent, the Authority discussed a
series of House Rule and lease provisions, as follows:
Rent payments will bemade directly to the managing agent.
Cash payments will not be allowed
A late charge of $25 will be charged if rent payments are more
than 10 days late.
The responsibilities for apartment maintenance are:
- The authority: normal repairs
- Tenants: repairs based on negligence
An early termination penalty will not be enforced, until some
future time
The landlord's right to enter an apartment were discussed at
length and were decided to include:
- Routine repairs, alterations, and maintenance
- Routine inspections
Extermination services
- Showing the apartments to potential new tenants.
The words "any other purposes" will be deleted
Alterations and new fixtures will become the property of the
Authority
The project is not covered by the Emergency Tenant Protection
Act

Rules involving the use of garages include:
- Should not be rented to others
- Combustible and flammable materials may not be stored
- Doors should be kept closed when they are not being used
for egress

Parking rules will be included in the House Rules
Smoke detectors are required to be installed only by the
Authority
The Authority will authorize the towing of unregistered or
improperly parked vehicles
Dogs will not be allowed
• The Authority-installed window treatment must remain in place.
Tenants may add additional treatments
• Further research on whether tenants will allowed to barbecue
outside of their apartments will be researched
• Item #4 will be changed to make it compatible with the lease
• Item #7 will be changed to add "recycling laws"
• Window air conditioning units will not be allowed. Tenants
must use the through-the-wall sleeves.
10. Miscellaneous Items
Washers and dryers for the apartments. Several tenants have asked
the Superintendent about group buying to save money. The authority
agreed to ask Tri-Tech whether it has a lower cost supplier.
11. Next Meeting. The next meeting will be held on Tuesday,
September 20, 1994 .
The meeting was adjourned at 10 : 00 PM.
